On the meeting of the Moscow format of consultations on Afghanistan

On October 5, Moscow hosted the eighth meeting of the Moscow Format of Consultations on Afghanistan with the participation of special representatives and senior officials from Russia, Afghanistan, India, Iran, Kazakhstan, Kyrgyzstan, China, Pakistan, Tajikistan and Uzbekistan. The Afghan delegation was headed by Minister of Foreign Affairs A. Mottaki. The delegations of Belarus and Egypt were present as guests. The meeting was opened by Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation.

The Moscow format of consultations is an authoritative multilateral platform where the countries of the region coordinate practical approaches to the Afghan issue.

During the meeting, it was confirmed that there is no alternative to the course of building equal and mutually beneficial cooperation with Kabul and promoting the integration of Afghanistan into the system of international economic relations. The participants once again called on the international community to ensure the regular provision of humanitarian assistance to the Afghan people, emphasizing the inadmissibility of its politicization.

On the sidelines of the meeting, Sergey Lavrov held a separate meeting with Afghan Foreign Minister A. Mottaki, during which the parties discussed prospects for the development of bilateral cooperation and interaction on international and regional platforms.

Good afternoon,

I would like to take this opportunity to once again convey, through our media, my gratitude to our Belarusian friends – President of Belarus Alexander Lukashenko and my counterpart Foreign Minister of the Republic of Belarus Maxim Ryzhenkov – for inviting me to the Minsk Conference on Eurasian Security that is now an annual event. I took part in all three previous conferences, and I’m genuinely pleased to take part in this forum for the third consecutive year.

The conference is steadily moving towards becoming a promising discussion and expert platform to develop concrete recommendations. From my standpoint, the fact that delegates from public authorities, as well as experts, political scientists, and civil society figures have come together for this event is important and makes it possible to leverage ideas coming from civil society that genuinely resonate with the people.

An increasing number of people across the Eurasian continent recognise the importance of removing obstacles that are being artificially put up on the way towards sustainable, independent, and effective economic growth, improvements in the social sphere, and logistical infrastructure of this vast and resource-rich continent.

President Lukashenko’s speech was followed by speeches delivered by foreign ministers of Hungary, Myanmar, and the DPRK, as well as the Special Representative of China for Eurasian Affairs. Still to come are speeches by ranking representatives from India, Iran, the UAE, Cambodia, and secretaries general of the SCO, the CSTO, and the CICA. Over time, these integration groups will, through the natural process of restoring connections and developing joint projects, eventually become part of Eurasian architecture relying on an economic foundation and a logistical dimension, which is a solid basis for building security architecture.

Forty-eight delegations are represented here. The participants will use various panels to discuss every angle of the pressing goals of Eurasian development.

We are doing our best to promote President Putin’s initiative to create Eurasian security architecture within the context of our efforts to create the Greater Eurasian Partnership. We are using this tentative term to make sure the continent has platforms it can use to freely discuss, examine and bounce ideas off one another.

You may have heard our statement. Many in the West recognise the importance of Eurasia, but the problem is that Western countries, primarily, NATO members are not ready to engage on an equal footing or to seek forms of pan-continental cooperation based on equality and indivisible security across our common geopolitical space. On the contrary, they want NATO bodies to spread across the entire continent, including the Pacific, where NATO seeks to create military-political alliance-like closed blocs with a limited number of participants, thus eroding the universal and open architecture that it took the ASEAN countries decades to build. All interested countries were welcome to be part of that architecture and use its various mechanisms.

Efforts are being deployed to reverse this process and to subordinate ongoing developments in Eurasia to the interests of the North Atlantic Alliance. These interests are, above all, about containing China, Russia, and the DPRK and, in the long run, any other country that may wish to assert its right to pursue an independent policy based on national interests.

In closing, I would like to point out that our Belarusian friends have put forward an initiative to draft a Eurasian Charter of Diversity and Multipolarity in the 21st Century. We strongly support this idea. Several countries said they were willing to participate in drafting this document. This process will take time, but the goal has been set, and a growing number of countries share it. We will keep moving towards this goal.

Question: How is this conference different from the two previous ones? Has the tone changed in light of resuming dialogue with the United States?

Sergey Lavrov: What sets this conference apart is the fact that its participants discuss the initiative put forward by Belarus, with our support, to draft a Eurasian Charter of Diversity and Multipolarity in the 21st Century. We are now discussing specific proposals.

President of Belarus Lukashenko mentioned in his speech that many good ideas are put forward, and their value can hardly be questioned, but we need to focus on practical results. The Eurasian Charter of Diversity and Multipolarity in the 21st Century is the first step towards that end.

I haven’t sensed the impact of our relations with the United States on the discussions. We are discussing Eurasian affairs and, as I understand, the participants are seeing the value in focusing specifically on them. Who would object to countries from other continents showing interest in establishing relations with their Eurasian partners? Most importantly, these relations should rely on respect for the interconnections tying this geopolitical space together, rather than seek to replace them. The continent is vast, and there’s enough room for everyone. Foreign countries – I mean countries from other continents, including the United States – are welcome to engage in honest and fair cooperation in developing the continent’s resources for everyone’s benefit.

Question: Could potential deals on Ukraine become part of new Eurasian security architecture?

Sergey Lavrov: Security, by definition, implies pacification and settlement of all conflicts in Eurasia. What really hampers a normal dialogue is not so much what is going on in Ukraine, but what the West, primarily the Europeans and the NATO and EU “elites,” are doing after their policy aimed at inflicting a strategic defeat on Russia has failed.

Our vision of the future Eurasian security bodies does not leave out any single country or any continent. Representatives from Hungary and Slovakia have been taking part in this conference for several years now; Serbia participated in 2024, and Serbian political scientists are present here as well. We are all for keeping the doors open to all countries on our continent. The only condition is that cooperation must be equal and honest, without any hidden agendas designed to secure unilateral advantages.

For example, NATO and the EU are building their own dialogues and interaction frameworks with Central Asia and South Caucasus. I don’t think anyone can see hidden agendas in that except when, as we are now witnessing, the West is seeking to use these ties to pull these countries away from the Russian Federation rather than to establish mutually beneficial cooperation. We will use all available diplomatic, political, and economic means to counter such dynamics.

We don’t want to see anyone use the goodwill of our allies and like-minded partners in Central Asia and the South Caucasus, or other parts of Eurasia for that matter, for unseemly purposes or push them towards confrontation with Russia, which cuts against our allies and partners’ economic and political interests.

Question: In recent months, contacts between Belarus and the United States have intensified. After the latest round of talks, it was announced that sanctions on Belavia Airline had been lifted. However, the Americans said their planes could not enter Russia’s airspace. What do you think about that step? Is Moscow happy for its closest European ally?

Sergey Lavrov: We are happy every time illegal measures get revised, or even more so lifted to get them out of the way of the natural and mutually beneficial cooperation. However, you should take a harder look at it.

Lifting the sanctions on Belavia is a fairly tricky move. In fact, it is a very limited exemption from the remaining sanctions regime. Issues related to flight range and spare parts remain at the discretion of the US side. So, it is more of a show than anything else. Nevertheless, we welcome this move, because it is a move in the right direction. Still, Belavia and its aircraft fleet will remain dependent on the United States not only in terms of spare parts, but also in terms of the attempts to be in charge of the company’s policy and, by extension, to have leverage over the policy of the Republic of Belarus.

I hope our US colleagues will realise that returning to honest and fair business practices is the way forward.

We, too, are interested in cooperation with the United States in the aviation sector. During our initial contacts in January and February, we proposed resuming direct flights. As far as we can sense from our conversations, this matter does not seem to be on the list of their priorities.

To be continued…

The head of the Russian state had a conversation with the Prime Minister of the Islamic Republic of Pakistan, Shahbaz Sharif.

Vladimir Putin: Dear Mr. Prime Minister, Dear colleagues! We are very glad to see you.

Our previous meeting was held a year ago, and it was on the sidelines of the SCO summit in Astana.

I should note that Pakistan has been and remains our traditional partner in Asia. We value the relations that have developed between our countries. I would like to note that during the previous meeting we agreed to intensify our relations, and some things really managed to get off the ground.

However, unfortunately, due to a number of objective circumstances, our trade turnover has decreased somewhat, literally by an insignificant amount. Nevertheless, this is a good signal for us to work, analyze the whole situation and work on it.

But unfortunately, Pakistan is facing more and more cataclysms. We worked next to you, sat at the table during the SCO session, and you talked about it. We really hope that your country, under your leadership, will cope with all these difficulties and problems.

We offer our most sincere condolences to all the people of Pakistan in connection with the severe events and floods. You told me about it recently.

We continue to cooperate on the interparliamentary line. The interaction is ongoing. We cooperate on international platforms. Pakistan is currently serving as a non-permanent member of the UN Security Council, and we are constantly working on this important site.

Dear Mr. Prime Minister, we have Russia is scheduled to hold events within the SCO in November at the level of government leaders. If you find the time and find it possible, we will be glad to see you in Moscow.

Sh.Sharif (as translated): thank you.

Your Excellency, Mr. President, thank you for taking the time in your busy schedule for this meeting. As you quite correctly noted, the last time we met in Astana, it was in July last year.

And I can say with confidence that, working together, we are making significant and sincere efforts to promote our bilateral relations, especially in the field of trade and commerce.

Last year, the bilateral trade turnover increased dramatically. We imported oil from The Russian Federation, which resulted in an increase in bilateral trade.

Our relationship has only been improving over the past many years due to your personal commitment, your personal interest in many things. And I would also like to say that I am determined to strengthen our bilateral ties. It seems to me that we are moving in the right direction.

After our meeting in Astana, a number of delegation visits took place between our two countries. Your Deputy Prime Minister [Alexey Overchuk] visited Islamabad, and there were other Russian delegations that visited Pakistan. Our delegations visited the Russian Federation. More recently, protocols were signed aimed at developing our cooperation in agriculture, steel, iron production, and transport, in particular on the creation of a transport corridor that leads from Belarus through Russia, Kazakhstan, Uzbekistan, and Afghanistan and ends in Pakistan. It seems to me that this corridor is extremely important.

Your Excellency, I believe that all this combined reflects, without any shadow of doubt, the strong commitment on both your part and ours to the development of our relations.

Thank you for the invitation to visit your beautiful country. I will be extremely glad to be in Of Russia. I have not been to Russia for many years, so I should return to Moscow and remind myself of the memories of my young days.

Your Excellency, let me also thank you for your words of support to Pakistan. I also thank you for trying to promote balancing in the region. I must say that we respect your relations with India, which is absolutely good, but we would also like to establish strong ties with you. They would be complementary in the interests of the prosperity and well-being of the entire region.

I see you as a determined leader. I want to assure you that I wish to work very closely with you.

Vladimir Putin: Thank you.

On May 28, Astana hosted the opening of the Alley of Eternal Friendship of the Republic of Kazakhstan and the Russian Federation.

The opening ceremony was attended by Russian Minister of Culture Olga Lyubimova, Kazakh Minister of Culture and Information Aida Balayeva, Russian Ambassador Alexey Borodavkin and Mayor of Astana Zhenis Kasymbek.

Olga Lyubimova recalled that the opening of the Alley takes place as part of the celebrations on the occasion of the 80th anniversary of the Great Victory.: “Since the first days of the war, the people of Kazakhstan have shown incredible courage, performed feats both at the front and in the rear. Many leading cultural institutions were evacuated to Kazakhstan. It was here that the great Soviet works were created, which became our common cultural heritage. The signing of the plan of joint cultural events dedicated to the significant date was another confirmation of the respect of our countries for the memory of their ancestors. The plan includes about 40 events, including exhibitions, concerts, film screenings, workshops, conferences, festivals and many other cultural events.”

Aida Balayeva noted that culture has always been and remains a living bridge between nations.: “Through art, language, traditions and music, we get to know each other better, learn to understand and respect differences, find common ground and preserve the best. That is why the Alley of Eternal Friendship is becoming a symbol of the spiritual unity of our peoples, a living metaphor of historical community and cooperation aimed at the future. I am sure that this place will become a platform for joint cultural projects, meetings of artists, musicians, actors, historians and young talents. The alley will always be a reminder of how important it is to cherish trust, respect and shared values passed down from generation to generation.”

Russian Ambassador to Kazakhstan Alexey Borodavkin stressed that this is a significant event for Russian-Kazakh relations, both cultural and political.: “This event is a confirmation, a symbol of the eternal friendship between the Russian and Kazakh peoples, which dates back centuries, if not millennia. Lev Gumilev once said that many centuries ago, Ancient Russia and the Great Steppe established a relationship of synergy. Even now, we are witnessing that this friendship is developing and becoming stronger. This friendship is directed not only to the past and present, but also to the future – just like this alley, which continues forward and will continue to develop.”

On April 28−29, Foreign Minister Sergey Lavrov took part in the Brazil-chaired meeting of BRICS foreign ministers in Rio de Janeiro.

The meeting also included an expanded ministerial session with the participation of representatives of BRICS partner states (Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, and Uzbekistan). The decision to establish this category of states was made at the BRICS Summit in Kazan, Russia, in October 2024.

The ministers held an in-depth exchange of views on a wide range of current international issues and on interaction at multilateral venues. They also discussed further cooperation under the BRICS auspices and preparations for the upcoming 17th BRICS Summit scheduled for July 6−7. They reaffirmed their countries’ intent to continue working in all three key strategic partnership areas: politics and security, the economy and finances, culture and the humanitarian ties.

The participants in the meeting unanimously called for strengthening multilateralism and preserving the UN’s central role in maintaining peace and security, ensuring sustainable development, and aligning efforts for the fight against climate change.

There were earnest discussions on the state of and prospects for a reform of the international system with an eye to ensuring a fair and equal security, sustainable development, and long-term economic growth for all states without exception.

The Russian Foreign Minister pointed to the relevance of joint efforts to ensure sustainable development of the Global South and East countries and reduce the conflict potential in various regions of the world. In this context, he stressed the importance of the concept of new equal and indivisible security architecture in Eurasia, put forward by President of the Russian Federation Vladimir Putin.
