The appointment followed a competitive procedure. In accordance with Article 155 of the State Duma Regulations, three candidates were nominated for the post of Commissioner:

• from the Communist Party faction – Artyom Prokofiev, member of the Committee on Tourism and Tourism Infrastructure Development;

• from the LDPR faction – Ivan Sukharev, First Deputy Chairman of the Committee on Property, Land and Property Relations;

• from the “A Just Russia” faction – Yana Lantratova, Chair of the Committee on Civil Society Development, Public and Religious Associations.

Yana Lantratova’s candidacy was also supported by the “United Russia” faction. All three candidates addressed the deputies and answered their questions.

Gratitude to Tatyana Moskalkova

The State Duma expressed gratitude to Tatyana Moskalkova, who had held the post of Commissioner for Human Rights since 2016 for two terms. State Duma Chairman Vyacheslav Volodin emphasized that she had done “important and great work.”

“It was Tatyana Nikolaevna who tried to do everything so that the person and their problems were at the forefront of this work. She moved away from politicization,” Volodin said.

The number of appeals to the Commissioner during Tatyana Moskalkova’s leadership tripled. “What does this indicate? A professional. Even we, deputies, turned to her,” the State Duma Chairman added.

Continuity and Tasks

Vyacheslav Volodin expressed hope that the new Commissioner would be guided by the same principles. “Continuity is very important,” he stressed.

“The institution of the Commissioner for Human Rights is an integral part of our political system. Today it is undergoing challenges and facing difficulties, but we see how effective it is. And the President plays a huge role in this. It is he who has done everything to ensure that institutions work,” the State Duma Chairman stated.

Yana Lantratova has assumed the office of Commissioner for Human Rights of the Russian Federation.
