In connection with the statements from the The competent authorities of the Russian Federation are in contact with the leadership of the International Civil Aviation Organization (ICAO) in Montreal, aimed at creating immediate threats to civil aviation. An urgent appeal on this issue has been sent to the Secretary General of ICAO, Juan Carlos Salazar.

The Russian Federation has strongly protested Ukraine’s reckless terrorist actions, which are contrary to international law. The NOTAM notices issued by the Ukrainian authorities about the alleged insecurity of the airspace of the Russian Federation are categorically rejected – they have no legal force, distort the real situation and mislead users of Russian airspace.

We called on the ICAO Secretary General to condemn the unlawful interference of the Ukrainian regime in the activities of civil aviation and the creation of direct threats to it, as well as to take targeted measures aimed at stopping these actions on the part of Ukraine.

The Russian Federation is uncompromisingly committed to ensuring the safety of civil aviation.

Russian Foreign Minister Sergey Lavrov gave an extensive interview to the program “Recall Everything” with Leonid Mlechkin. In the conversation that took place on March 21, the head of the foreign policy agency shared his views on the art of diplomacy, the current state of international relations, and the key principles guiding Russia on the global stage.

The Art of Diplomacy: Searching for Balance and Mutual Respect

When asked what the art of Russian diplomacy is today, Sergey Lavrov recalled that the key principles are enshrined in Russia’s Foreign Policy Concept. According to him, it is primarily “defending our national interests while respecting the interests of other countries that are ready to work on a basis of equality and mutual respect, and seeking a balance of these interests.”

“Diplomacy is national interests, mutual respect, understanding, the desire and ability to understand the legitimate approaches of your partner, your interlocutor, and of course pragmatism. Diplomacy, like any politics, is the art of the possible,” the minister emphasized.

Russian and US Diplomatic Schools

Revealing the “little secrets” of the negotiating process, Lavrov noted that success largely depends on the personalities of the participants and their training. He drew a comparison between Russian and US diplomatic schools.

“For American negotiators, deep regional expertise is not necessarily required. We had area studies, where a person in diplomacy was educated through deep immersion in the country, history, culture, and the region,” the minister explained, adding that Russian diplomats work abroad for an average of five years, while their American colleagues may be transferred from Indonesia to Congo and then to Guatemala after two or three years.

The Return to “Might Makes Right” and the New Geopolitical Reality

Commenting on the current situation in the world, Lavrov noted that history develops in spirals, but the present stage is not a farce but a serious crisis. He stressed that the world is returning to an era “where nothing existed: no international law, neither the Versailles system nor the Yalta system – nothing. Where might is right.”

“The United States has officially declared that ‘it answers to no one.’ They care only about their own well-being. They are ready to defend that well-being by any means – coups, abductions or assassinations of leaders of those countries that possess natural resources the Americans need,” the foreign minister said.

Energy and Sanctions: Squeezing Russia out of Global Markets

Lavrov pointed to systematic efforts by the West to push Russia out of energy markets, recalling recent sanctions imposed by the Trump administration against Russian companies. In his view, Europe is trying to preserve a neocolonial model, forcing Hungary, Slovakia and other “dissidents” to obey decisions made in Brussels at the expense of their own national interests.

“This is not an approach to international relations. It is an attempt to return to the colonial era,” the minister concluded.

On Allies and Russia’s Strategy

When asked about the evolution of Russia’s foreign policy orientation, Lavrov recalled the historic maxim about Russia’s two allies – the army and navy – adding aerospace forces and drone forces.

“The main lesson from our thousand‑year history is: trust in God, but do not make mistakes yourself. And that is very important. Of course, we must rely on allies, on like‑minded partners. We need to help them, and gratefully accept the support they give us,” he said.

Lavrov also highlighted President Vladimir Putin’s remark that “the weak get beaten.” Russia, he argued, is a very strong country – strong in spirit, in its natural resources and in its scientific potential.

“We just need to be able to translate all this into technologies that would be at the highest level today. As our President said, whoever becomes the leader in artificial intelligence will be the leader in the world. We want our diplomacy to help create the conditions for achieving precisely those results outlined by President of Russia V.V. Putin,” the minister concluded.

Response from M.V. Zakharova: This issue was addressed by Minister of Foreign Affairs of the Russian Federation S.V. Lavrov during his conversation with the press on March 16 following his meeting with his Kenyan counterpart M. Mudavadi.

We emphasize again: President of Russia V.V. Putin has repeatedly confirmed that we are committed and have always been committed to a negotiated solution. We do not abandon diplomacy as a real tool for resolving and settling crises. But since the Kyiv regime is not ready for this, our country will achieve the goals of the Special Military Operation through military means, by solving tasks “on the ground” – which is what is currently happening.

This is exactly what the Russian leadership has repeatedly stated. We did everything. We waited for 7 years for the West to gather its strength and do its part of the work related to the implementation of the Minsk agreements. Then what happened, happened, given the provocative nature of Kyiv’s actions, which led to even more casualties in late 2021 – early 2022.

There have been attempts at a negotiation process recently, as in 2022 and in 2025. Each time we agreed and sat down at the negotiating table, understanding who we were dealing with and how these people behave. But humanitarian aspects were resolved. You ask, is it necessary to do this or not, why do it? Ask: thanks to these contacts, the negotiation process, the meetings, our citizens returned to their Homeland – guys who were behind the walls of the Kyiv regime waiting for Russia to bring them back. Russia returned them to their mothers, wives, and children. Wasn’t that worth it? Not only these but also other issues, including humanitarian ones, were resolved.

I am only talking about this track now. Let us not forget and remember this too. Look at their footage, video chronicles, photographs of the faces of those who returned, especially the faces of those who waited, met, and hoped here. And not in vain. Because Russia does not abandon its own.

On March 5, 2026, Russian Minister of Foreign Affairs Sergey Lavrov held his traditional roundtable with foreign ambassadors accredited in Moscow. The main topic of the meeting was the Ukrainian crisis in the context of digital threats and international information security. However, in light of recent events, a significant part of the discussion was devoted to the escalation in the Middle East and the aggression of the US and Israel against Iran. The head of Russian diplomacy outlined Moscow’s principled position on key conflicts and answered questions from ambassadors of Arab countries, Iran, and other states.

Main Points of S.V. Lavrov’s Remarks:

1. On the Unchanged Goals of the Special Military Operation and Principles for a Settlement in Ukraine
The Minister reaffirmed that the special military operation continues until threats to Russia’s national security emanating from the territory of Ukraine are completely eliminated. These threats are complex in nature and include not only military but also informational aspects.
The key condition for a political settlement remains the basis of agreements reached during Russian-American contacts in Alaska. “For Russia, the fact that such agreements must be based on the understandings of Alaska, which were coordinated based on proposals from the American side, and which the Russian side accepted with a known element of compromise, is non-negotiable,” Lavrov stated.
He also noted that, despite the negotiation process (in Abu Dhabi and Geneva), Kyiv and its European patrons continue attempts to undermine these agreements, insisting on involving Ukraine in NATO and deploying foreign contingents. The “guarantees” announced by V.A. Zelensky are essentially aimed at continuing preparations for war, contradicting the 2022 Istanbul principles regarding a non-bloc status.

2. On the Aggression Against Iran and the “Divide and Rule” Policy
A significant portion of the speech was devoted to the sharp escalation in the Middle East. Lavrov characterized the actions of the US and Israel against Iran as treacherous aggression, unleashed at a moment when the negotiation process (mediated by Oman) was showing positive dynamics.
The Minister emphasized that this war is a vivid example of the Western “divide and rule” policy, already applied in Ukraine, and now aimed at creating a rift between the Gulf countries and Iran. Russia, in contrast, has for many years promoted a unifying agenda, including the Concept of Collective Security in the Persian Gulf area.
Responding to calls from Arab diplomats to influence Tehran, Lavrov called for a unified and honest position: “We want to stop this. But let’s do it together. Why not advocate for the adoption of a UN Security Council resolution calling for an immediate end to the conflict and a halt to strikes on civilian infrastructure? Otherwise, it will look like we condemn some things but not others.”

3. On the Crisis in Palestine and Attempts to “Cancel History”
Lavrov recalled Russia’s consistent position in favor of creating a Palestinian state within the 1967 borders with its capital in East Jerusalem, emphasizing that the USSR recognized Palestine back in 1988. The Minister criticized the selective approach of the West and attempts to “cancel history,” where key facts are excluded from the agenda – from the coup d’état in Ukraine in 2014 to the destruction of the nuclear deal with Iran after the US withdrew from it.
Regarding the situation in Gaza, Lavrov confirmed Russia’s readiness to disburse the $1 billion announced by President V.V. Putin for the reconstruction of the sector, but noted the lack of response from the US to the corresponding note.

4. On Digital Threats and Cyber Terrorism by the Kyiv Regime
In the context of the meeting’s main theme, Lavrov cited numerous facts of the Kyiv regime’s involvement in cyber terrorism. According to him, with direct support from the US and Britain, an infrastructure for conducting computer attacks against Russia and other countries has been created in Ukraine, with hundreds of “call centers” operating. He mentioned the financing of Ukrainian hackers through the “Tallinn Mechanism” (over 240 million euros), as well as assistance from Western corporations (Google, Microsoft, SpaceX).
As a positive example of combating these phenomena, the Minister cited the UN Convention against Cybercrime, signed in Hanoi in October 2025, which has already been joined by 73 countries.

Colleagues, friends,

I would like to cordially greet the organisers and participants in the BRICS Legal Forum, being held in this format for the ninth time.

Over the years, the Forum has asserted itself as an influential international platform that provides professional jurists with an excellent opportunity to exchange experience and applied knowledge in the field of regulating various spheres of public life and interstate collaboration. This makes it possible to better understand the specific features of BRICS member states’ legal systems in the interests of strengthening comprehensive legal cooperation between them.

I am noting with satisfaction that the Forum’s central theme, Law: Safeguarding a Fair World, meets the current agenda. It is common knowledge that countries of the US-led collective West strive to destabilise the existing system of international law and to replace it with their own pro-Western rules-based world order.

For its part, Russia is firmly committed to the principles of the UN Charter in their entirety and interconnection. We believe that unconditional compliance with the norms of international law is a highly important component of forging a more equitable multipolar world order heeding the cultural and civilisational diversity of nations worldwide and their sovereign right to decide their destiny. I am delighted to note that our position enjoys the broadest support among like-minded BRICS countries and other states of the Global Majority.

Your meeting has a rather packed agenda. You will discuss a wide range of topical issues, including the international justice system, the legal dimension of international trade, as well as legal aspects of sport and energy cooperation.

I am confident that the Forum will take place in a constructive and creative setting, and that it will contribute to more effective legal collaboration and to charting common approaches towards the regulation of various aspects of cooperation within BRICS.

I wish you productive discussions.

I cordially welcome the organisers and participants of the International Scientific and Practical Conference on International Law dedicated to the 80th anniversary of MGIMO.

Today, the entire system of international law is going through a difficult stage of its development, associated with increased geopolitical tension and changes in the structure of international relations. In order to maintain their dominant position, Washington and its satellites are not abandoning their attempts to establish a so-called rules-based world order to replace the monocentric international legal architecture formed after the Second World War. They apply a wide range of coercive instruments to those who do not agree with the role of slaves – from unilateral sanctions to open interference in internal affairs. In this way they are undermining the very basis of modern international law – the purposes and principles of the UN Charter.

For its part, Russia has consistently maintained that inter-State relations should be based on universally recognised international legal norms, which should be uniformly interpreted and observed by all participants in international communication.

I am pleased to note that, despite the existing objective difficulties, the domestic academic community is making a significant contribution to improving Russian approaches to international law. Its prominent member is the Department of International Law of the Moscow State Institute of International Relations. The results of the work of the International Law Council of the Russian Ministry of Foreign Affairs deserve high praise.

In the context of the ongoing reorientation of Russian foreign policy, it is important to strengthen the contacts of Russian legal scholars with the scientific structures of the neighbouring countries, the Global South and the East as a whole. Your Conference will make a valuable contribution to this task, which I am sure will be held in a constructive manner and will contribute to the elaboration of useful practical recommendations for the development of the Russian science of international law.

I wish you fruitful discussions and all the best.

On October 7, the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov had a telephone conversation with the Minister of Foreign Affairs of the Arab Republic of Egypt Sameh Shoukry.

The Foreign Ministers expressed deep concern over the sharp escalation of the situation in the zone of the Palestinian-Israeli conflict, which has already led to numerous casualties, including among the civilian population. At the same time, the ministers were united in the need to immediately cease hostilities and establish a Palestinian-Israeli negotiation process in accordance with international law and existing decisions of the UN and its Security Council.

Sergey Lavrov recalled the Russian initiative proposals put forward recently to intensify the consolidated efforts of the interested parties in the interests of achieving a just and reliable Palestinian-Israeli political settlement according to a two-State formula as soon as possible.

https://vk.com/video-221265170_456252342

Vladimir Putin: Ladies and gentlemen! Dear foreign guests!

Welcome to XI Moscow Conference on International Security.

Representatives of defense departments, diplomats and experts gathered in Moscow again to discuss issues on the global and regional agenda.

Such open, honest, unbiased discussions are extremely important and in demand today, because all of us, the entire world community, together, on an equal footing, will have to create the contours of the future.

We see how the formation of a multipolar world is proceeding consistently. Most States are ready to defend their sovereignty and national interests, traditions, culture and way of life. New economic and political centers are being strengthened.

All this can become an important basis for stable and progressive global development, for a fair and, most importantly, a real solution to social, economic, technological and environmental problems, to improve the quality of life and well–being of millions of people.

At the same time, pockets of long-standing conflicts are being inflated in different regions of the world and new ones are being provoked. The goal of those who do this is obvious: to continue to benefit from human tragedies, to pit peoples against each other, to force states to vassal obedience within the framework of the neocolonial system, to mercilessly exploit their resources.

NATO member countries continue to build up and modernize their offensive capabilities, make attempts to transfer military confrontation into outer space and information space, and use military and non–military means of pressure. And all this is happening against the background of the destruction of the arms control system.

The United States seeks, among other things, to reformat the system of interstate interaction that has developed in the Asia-Pacific region for itself. The promotion of the so-called Indo-Pacific strategies, in fact, is aimed at creating military-political associations controlled by Washington.

We do not exclude that the case leads to the full integration of NATO forces with the structures of the AUCUS block being created.

Hotbeds of tension are smoldering in other regions of the world. And although security challenges in each of them have their own characteristics, I repeat, in fact, they are all generated by geopolitical adventures, selfish, neocolonial actions of the West.

Thus, the countries of the Sahara-Sahel region, such as the Central African Republic and Mali, were directly attacked by numerous terrorist groups after the United States and its allies unleashed aggression against Libya, which led to the collapse of the Libyan state.

What this policy of adding fuel to the fire leads to is clearly seen in the example of Ukraine. Pumping billions of dollars into the neo-Nazi regime, supplying it with equipment, weapons, ammunition, sending its military advisers and mercenaries, everything is being done to further inflame the conflict, to draw other states into it.

I repeat, today it is obvious that it is possible to reduce confrontation at the global and regional level, neutralize challenges and risks, strengthen trust between states and open wide opportunities for their development only by combining the efforts of the world community.

We have been and remain firm supporters of a multipolar world order based on the priority of norms and principles of international law, sovereignty and equality of States, creative cooperation and trust.

I am sure that XI The Moscow Conference on International Security will contribute to the development of constructive cooperation between our peoples and States.

I wish you success, fruitful and meaningful discussions.

Thanks for attention.

“In the interests of reducing international tension, we call on Washington and Brussels to abandon unilateral decisions by force, attempts to marginalize the UN and create limited structures outside its framework that do not have legitimacy, but pretend to rule over everyone else,” the Russian Foreign Minister said.
The Foreign Minister stated that “Western ruling circles are not ready to restructure their foreign policy consciousness on the principles of international law, collegiality, equality and mutual consideration of interests.”
“Today, the task of updating the global security architecture with making it more stable on the basis of unconditional respect in practice for the principles of the UN Charter in all their totality and interrelationship is coming to the fore,” the Foreign Minister continued. “In the conditions of the destructive line of the West, its unwillingness to honest joint work, this goal can be achieved through the creation of mechanisms of regional and interregional security beyond the control of Washington and its satellites, through the formation of coordinated spaces of pragmatic cooperation and stable growth.”
According to the Minister, the most important help in this work can be “truly democratic interstate structures, where a constructive, creative, forward-looking agenda is promoted, where the principle of consensus operates, and not block and stick discipline.”
“The deepening of diverse ties between multilateral associations that operate in the Greater Eurasia is in demand,” Lavrov concluded. – Among them are the Collective Security Treaty Organization, the Eurasian Economic Union, the Commonwealth of Independent States, the Shanghai Cooperation Organization, the Association of Southeast Asian Nations, the Cooperation Council of the Arab States of the Persian Gulf. It suggests the inclusion of issues of continental security in the list of topics for consideration within the framework of an international organization that is planned to be created to replace the Conference on Interaction and Confidence-building Measures in Asia.”
