On April 30, at the initiative of the Russian side, the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov had a telephone conversation with the Minister of Foreign Affairs of the Republic of Tajikistan With.Muhriddin.

The foreign ministers exchanged views on topical issues of bilateral cooperation.

The Tajik side was given additional detailed explanations about the measures taken by the Russian services to prevent terrorism in accordance with the legislation of the Russian Federation. The tragic events at Crocus City Hall have become the main reason for more thorough checks of foreign citizens arriving to us. The temporary nature of the measures taken, their non-targeting against a particular nation or religion, and the gradual normalization of the situation at the checkpoints were emphasized.

The parties agreed on the need to respect the time-tested Russian-Tajik relations of strategic partnership and alliance, to preserve and strengthen their positive dynamics.

On April 24, Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Galuzin held talks with Deputy Minister of Foreign Affairs of the Republic of Tajikistan S.Imomi in Moscow.

There was a thorough “reconciliation of hours” on topical issues of further development of the entire range of bilateral relations in line with strengthening strategic partnership and alliance, an overview of key trends in the international and regional agendas. In this context, the sides exchanged views on the progress of the implementation of the large-scale tasks set by the heads of the two states and heads of government in the political, trade, economic and migration spheres, the implementation of projects in the cultural and humanitarian field.

The sides stressed their mutual intention to increase the level of foreign policy coordination between the two countries on the main interstate platforms, including the CIS, the CSTO, the SCO and the UN, as well as the OSCE.

The Russian side expressed gratitude to the leadership and friendly people of the Republic of Tajikistan for their condolences, sympathy and support in connection with the tragedy as a result of the barbaric terrorist act at Crocus City Hall, as well as for prompt cooperation in the investigation through the competent agencies of the two countries.

The talks were held in the friendly and constructive atmosphere inherent in the Russian-Tajik dialogue.

A meeting of the Council of Foreign Ministers of the Commonwealth of Independent States was held on October 12 in Bishkek on the eve of the CIS summit.

Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov, Deputy Minister of Foreign Affairs of the Republic of Armenia Mnatsakan Safaryan, Minister of Foreign Affairs of the Republic of Belarus Sergey Aleynik, Deputy Prime Minister participated in the meeting chaired by Minister of Foreign Affairs of the Kyrgyz Republic Jeenbek Kulubayev – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, Minister of Foreign Affairs of the Republic of Tajikistan Sirodjiddin Mukhriddin, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov, Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov, Secretary General of the CIS Sergey Lebedev.

The meeting participants considered 20 issues, including 20 draft documents. Traditionally, the meeting was held in narrow and wide formats.

In a narrow format, the foreign ministers exchanged views on topical issues on the international agenda and cooperation in the Commonwealth format. It was also decided to hold a regular meeting of the Ministry of Foreign Affairs on April 12, 2024 in Minsk.

In a broad format, the heads of delegations discussed and approved a draft Action Plan for the preparation and celebration of the 80th anniversary of Victory in the Great Patriotic War in the Commonwealth of Independent States in 2025. The document provides for a number of events dedicated to significant events and memorable dates. Much attention is paid to patriotic education, providing comprehensive coverage of the celebration of the Victory anniversary and exposing attempts to falsify the events and results of the war. Also, the draft Plan defines measures for the social protection of participants of the Great Patriotic War and persons equated to them.

Russian Russian Foreign Ministers also approved draft agreements on the establishment of an International organization for the Russian Language, statements on cooperation in the field of digitalization in public administration, on international relations in a multipolar world, on the protection of human and civil rights to freedom of religion, on the support and promotion of the Russian language as a language of interethnic communication.

The members of the Council of Foreign Ministers also approved the draft agreements sent to the summit on the formation of the International Center for Risk Assessment of the Legalization of Proceeds from Crime and the Financing of Terrorism and on the formation of the Coordinating Council in the Field of Forensic Expertise, the Interstate Program of Joint Measures to Combat Crime for 2024-2028 and documents related to the establishment of the medal “For Contribution to the Consolidation of Peace”, as well as the Observer status at the Commonwealth of Independent States and the status of a CIS Partner.

The Council of Foreign Ministers has approved a Plan for multi-level inter-ministerial consultations within the CIS for 2024. In addition to the traditional topics, the Plan proposes to hold consultations on cooperation in the field of culture, science, education, sports, tourism, youth policy, on economic cooperation within the framework of regional economic associations and economic aspects of the climate agenda, as well as on energy transition and the development of low-carbon energy.

The Action Plan for 2024-2026 on the implementation of the Strategy for the Development of Cooperation between the CIS member states in the field of tourism has been approved. The document includes both long-term projects and programs, as well as individual thematic events.

The Foreign ministers also approved an Action Plan for 2024-2026 for the implementation of the Strategy for the Development of Cooperation in the Field of Physical Culture and Sports. The Plan includes measures aimed at improving state and public administration in the field of physical culture and sports.

The meeting approved the draft Action Plan for holding the Year of Volunteer Movement in the Commonwealth of Independent States in 2024 and the Regulations on the CIS Championship (Championship, Cup). Both documents will be submitted for consideration by the next Council of Heads of Government of the Commonwealth.

On September 13, 2023, a meeting of the Ministers of Foreign Affairs of the Central Asian States was held in Dushanbe under the chairmanship of the Minister of Foreign Affairs of the Republic of Tajikistan Sirodjiddin Mukhriddin.

The Foreign Ministers discussed and agreed on the draft Agenda of the Fifth Consultative Meeting of the Heads of Central Asian States and the list of its final documents.

In his speech, the Tajik Foreign Minister stressed the readiness of the countries of the region for open and broad cooperation in the interests of ensuring peace, stability and security in Central Asia. It was noted with satisfaction that the States of the region invariably proceed from a common desire to further expand and strengthen relations in all spheres, promote joint initiatives in solving urgent tasks, and also make efforts to counter challenges and threats.

S.Mukhriddin expressed gratitude to the Central Asian states for the support provided to Tajikistan during our country’s chairmanship in the mechanism of Consultative Meetings in 2022-2023, including in holding 16 parallel events within the framework of the summit in Dushanbe.

The Ministers agreed that constant and interested cooperation on a wide range of topical issues is the key to achieving the long-term goals of joint development of the fraternal countries of Central Asia.

Minister of Foreign Affairs of the Republic of Tajikistan Sirodjiddin Mukhriddin said during a press conference that two important high-level events are planned to be held in Dushanbe on September 14-15 this year – the Fifth Consultative Meeting of the heads of Central Asian states and the next meeting of the Council of the Heads of the Founding States of the International Fund for Saving the Aral Sea.

These high-level events are festive and are held as part of the celebration of the 30th anniversary of the establishment of the International Fund for Saving the Aral Sea.

S. Mukhriddin noted that a package of documents will be signed at the consultative meeting of the heads of Central Asian states, the most important of which will be the final Declaration.

In addition, the Republic of Tajikistan proposed to hold 12 additional events within the framework of the consultative meeting. This number includes an economic forum, a forum of scientists, a meeting of women activists, a cultural program and an exhibition of national dishes of five states of the region.

Russia and Tajikistan signed an agreement on cooperation in the field of space

As part of the working visit of the Minister of Foreign Affairs of the Republic of Tajikistan Sirodjiddin Mukhriddin, on June 19, 2023, an agreement was signed between the Government of the Russian Federation and the Government of the Republic of Tajikistan on cooperation in the Field of Exploration and Use of Outer Space for Peaceful Purposes at the Grand Mansion of the Ministry of Foreign Affairs of Russia in Moscow.

The Agreement is of a framework nature and defines all the principles and norms necessary in practical terms for the development of Russian-Tajik cooperation in the field of exploration and use of outer space and the practical application of space systems and technologies for peaceful purposes. It regulates the procedure for the protection of intellectual property rights, issues of protection and exchange of information, export control, customs operations, protection of exported property, issues of handling various types of information and technology protection, as well as other conditions for joint activities.

The signing of the Agreement will facilitate the speedy transition to the practical implementation of Russian-Tajik cooperation in the field of space exploration and development in all areas of mutual interest. In accordance with the provisions of the Agreement, the responsibility for its execution will be assigned to the State Corporation Roscosmos and the National Academy of Sciences of Tajikistan.

On June 19, in Moscow, the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov held a meeting with the Minister of Foreign Affairs of the Republic of Tajikistan S. Mukhriddin as part of his working trip to our country.

The ministers discussed a number of topical issues of bilateral relations in continuation of the negotiations held during Sergey Lavrov’s official visit to Tajikistan on June 5-6, as well as cooperation in the CSTO.

On the sidelines of the meeting, agreements were signed between the Government of the Russian Federation and the Government of the Republic of Tajikistan on cooperation in the field of international information security, on cooperation in the field of exploration and use of outer space for peaceful purposes, as well as a Protocol regulating the conditions for the placement and maintenance of diplomatic missions and consular institutions of the two countries.

On June 6, 2023, talks were held in Dushanbe between the Minister of Foreign Affairs of the Republic of Tajikistan Sirodjiddin Mukhriddin and the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, who is in Tajikistan on an official visit.

The Ministers discussed in detail the state and prospects for the development of Tajik-Russian relations in the political, trade, economic, cultural, humanitarian and migration spheres in narrow and expanded formats, exchanged views on the issues of regional security and cooperation between the two countries within the framework of international organizations.

During the talks, special attention was paid to the timely and full implementation of the agreements reached at the highest level to enhance trade and economic cooperation with an emphasis on investment cooperation and industrial cooperation.

In the context of expanding humanitarian ties, the progress of projects and programs in the fields of culture, education, science, sports, tourism and healthcare, mass media and scientific organizations was reviewed.

The ministers paid special attention to the issues of migration cooperation. The Tajik side stressed the need to respect the basic rights and freedoms of Tajik citizens staying on the territory of Russia during planned and unscheduled measures carried out by Russian state bodies to streamline migration processes.

The Ministers were united in their assessments of the challenges and threats to security in connection with the current situation in Afghanistan.

During the talks, the line was confirmed to provide mutual support in promoting the initiatives of Tajikistan and Russia within the framework of the UN, SCO, CIS, CSTO and other multilateral structures.

The talks were held in a constructive and friendly atmosphere.

Dear Mr. Minister, Dear Friends,

We share the assessments just made by the Minister of Foreign Affairs of Tajikistan S. Mukhriddin regarding the nature of our alliance and strategic partnership.

It is symbolic that we are meeting in the year of the 30th anniversary of the Treaty of Friendship, Cooperation and Mutual Assistance. Last year we celebrated the 30th anniversary of the establishment of diplomatic relations.

Since then, we have established a solid legal framework – more than 200 interstate and intergovernmental agreements. There are strong contacts between the businesses of the two countries. More than 70 Russian regions are involved in the development of business cooperation with our Tajik friends.

Of course, we carry out a political dialogue and hold regular contacts at the level of heads of government. We were glad to receive President E.S. Rahmon on the occasion of the 78th anniversary of Victory Day on May 9 this year. As you correctly said, a visit took place in March this year Prime Minister of the Russian Federation Mikhail Mishustin to Tajikistan, where important negotiations took place. A series of events within the CIS and the EAEU opens in Sochi literally tomorrow, where the Prime Minister of the Republic of Tajikistan K. will participate.Rasulzoda.

We appreciate the attitude to the Russian language shown by the Presidents and our Tajik friends in the humanitarian and educational spheres. Russian universities are opening branches here. The Russian-Tajik (Slavic) University works perfectly. Last year, the Days of Tajikistan were hosted in Russia. This year, the Days of Russia in Tajikistan are being prepared.

On international affairs, we fruitfully participate in the CIS, SCO, CA+Russia, UN, CSTO and many other formats. We hope to hold useful negotiations today.
