In order to further develop and improve the training of highly qualified personnel with higher education and expand cooperation in the field of higher education between the Kyrgyz Republic and the Russian Federation, in accordance with Article 71 of the Constitution of the Kyrgyz Republic, it is decided:

1. Create a branch of Lomonosov Moscow State University in the city of Karakol.
2. Establish that:
1) the activities of the Moscow State University branch will be carried out in accordance with the laws of the Kyrgyz Republic and the Russian Federation;
2) admission of applicants to the branch of the Moscow State University will be conducted in accordance with the procedure established by the Lomonosov Moscow State University;
3) the state final certification of graduates of the Moscow State University branch will be carried out in accordance with the requirements, rules and within the time limits established by the Lomonosov Moscow State University.
3. To the Cabinet of Ministers of the Kyrgyz Republic:
1) take measures aimed at creating conditions for the effective operation of the branch of the Moscow State University;
2) take other measures arising from this Decree.
4. To the Ministry of Education and Science of the Kyrgyz Republic:
1) provide for the annual allocation of 60 places, taking into account the need for personnel and prospects for socio-economic development of the regions of the republic, at the expense of a state educational grant to a branch of Moscow State University;
2) take the necessary measures to create a legal basis for the activities of the branch of the Moscow State University.
5. Starting from the 2024-2025 academic year, the Ministry of Finance of the Kyrgyz Republic should provide financing for the branch of Moscow State University at the expense of the republican budget.

Within the framework of industrial cooperation, it was proposed to work out new investment projects worth about $ 500 million. These are the production of cars, modern household appliances, building materials, joint mining and processing of minerals.

The leader of our country highlighted the strengthening of cooperation in the field of agriculture as another important area of cooperation in the context of food security.

This will be served by the implementation of the agro-cooperation program, which provides for the launch of joint projects for the development of intensive gardens and greenhouses, the supply of potatoes, fruit and vegetable and livestock products, the cultivation of agricultural goods and others.

The President of Uzbekistan also noted the importance of expanding partnership and direct contacts between the regions of the two countries.

Interaction in the field of transport and logistics is strategically significant. An agreement was reached to intensify work on the construction of the China-Kyrgyzstan-Uzbekistan railway, maximize the potential of the Andijan–Osh–Irkeshtam highway, and create a joint transport and logistics company for this purpose.

Special attention at the talks was paid to cooperation in the energy sector. The necessity of intensifying joint efforts to implement projects in the hydropower sector, including the construction of the Kambaratinskaya HPP-1, was emphasized.

The Head of our state also noted the importance of expanding cooperation in the cultural and humanitarian sphere. A number of specific initiatives have been put forward aimed at strengthening the bonds of friendship between our peoples, who are united by common history and religion, language and culture.
