Образование высшее: в 1999 г. окончил МГИМО МИД России. Владеет английским, итальянским и французским языками. Имеет дипломатический ранг советника 1 класса, присвоенный в сентябре 2023 г.

На дипломатической службе с 1999 г. Работал на различных должностях в центральном аппарате Министерства и за рубежом. В 2021-2023 гг. – начальник отдела в Департаменте Африки МИД России, в 2023-2024 гг. – советник-посланник Посольства России в Сенегале. В 2025-2026 гг. – главный советник Департамента государств Африки МИД России (Южнее Сахары).

On June 13, Ambassador V.G.Sokolenko held a meeting at the Embassy with the Special Adviser to the President, Minister of State of the Republic of Chad, Secretary General of the Patriotic Salvation Movement Party A.M.Saleh in connection with the participation of the Chadian delegation led by A.M. Saleh in the St. Petersburg International Economic Forum (SPIEF-2025, June 18-21).

During the conversation, Saleh noted significant progress in strengthening friendly ties between Russia and Chad, primarily in the political sphere and the training of national cadres for Chad in Russian universities. The Chadian side emphasized the need for the participation of the Russian business community in the implementation of the recently adopted Government of Chad’s National Development Plan until 2030.

An exchange of views took place on other issues on the 2025 agenda of Russian-Chadian cooperation.

June 12th The Embassy held a reception on the occasion of Russia Day.

The reception was attended by the heads of the Presidential Administration, Parliament, members of the Government, representatives of NGOs, business, the media, the diplomatic corps – ambassadors and permanent representatives of international organizations – about 300 people in total.

The main guests were: on behalf of the Minister of Foreign Affairs of Chad, A.S. Fadoul, Secretary General of the Ministry of Foreign Affairs of Chad, D.G.Evariste, and the Doyen of the Diplomatic corps, Ambassador of the Kingdom of Morocco, A. Erroja.

Ambassador V.G. Sokolenko delivered a speech on Russia and Russian-Chadian relations, which was highly appreciated by Secretary General D.G. Evariste and the text of which, at his request, was transmitted to Minister A.S. Fadoul.

The Ambassador, the Secretary General and the Doyen jointly cut a birthday cake decorated with the flags of Russia and Chad.

To the general applause of the guests, children of mixed Russian-Chadian families performed in Russian, presenting a literary and artistic composition.

Comments about the reception, with an emphasis on friendship and cooperation between Russia and Chad, received detailed coverage on central television news broadcasts, print and electronic media.

June 10th Ambassador V.G.Sokolenko held a meeting at the Embassy with the Deputy Head of the Military Cabinet of the President of the Republic of Chad, Lessou Abdelaziz Mahamat.

During the conversation, topical issues of cooperation in the field of military-technical cooperation, pilot training for the Chadian Air Force, and command personnel for army units in higher educational institutions of the Ministry of Defense of the Russian Federation were discussed.

L.A.Mahamat emphasized the interest in providing opportunities for children from families of Chadian military personnel to study at military schools in Russia in order to preserve the prestigious family traditions in Chad in obtaining military specialties for representatives of the younger generations.

The sides exchanged views on other issues on the bilateral agenda.

In accordance with the instructions, Ambassador V.G. Sokolenko took part in the 46th Conference of Chairmen of National Parliaments of the African Parliamentary Union in observer status (N’Djamena, October 8-9, 2024).

The friendly atmosphere of cooperation with the leadership of the APS and the organizers, the National Transitional Council of the Republic of Chad, was noted.

The leitmotif of the parliamentarians’ work was to assist the governments of African countries in solving the tasks of socio-economic development, improving the living standards of Africans, and striving to contribute to strengthening the international authority of Africa as an influential subject of modern international relations and world politics.

In general, the Conference showed that the priorities of the African parliamentary movement are in tune with the steps being implemented by Russia aimed at forming a polycentric architecture of the world order, increasing the role of Africa in international affairs on the basis of justice and equality without neocolonial dependence and dictate.

On October 10, Ambassador V.G. Sokolenko held a meeting with the Minister of State, Minister of Foreign Affairs of the Republic of Chad A. Kulamalla.

During the conversation, issues related to the detention of three Russians and a citizen of the Republic of Belarus in N’Djamena, the possibility of their early release and return to their homeland were discussed.

Organizational aspects of the participation of the Ministry of Foreign Affairs of Chad in the ministerial meeting in Sochi on November 9-10, as well as draft bilateral agreements scheduled for signing on the sidelines of the Foreign Ministry were also discussed.

Dear ladies and gentlemen,

I would like to sincerely thank my Chadian friends for their warm welcome. I thank the President of the Republic of Chad, I. Déby Itno, as well as my colleague A. Koulamalla, Minister of State, Minister of Foreign Affairs and Chadians Abroad, for the useful, informative and rich talks. This is my first visit to Chad. I would like to take this opportunity to once again congratulate my colleague on his appointment to this high post.

It is symbolic that this is the first visit by a Minister for Foreign Affairs of the Russian Federation to the Republic of Chad. It is taking place in the year of the 60th anniversary of the establishment of diplomatic relations between our countries. Today we remembered the USSR’s contribution to the decolonisation process, including its assistance to Chad in gaining independence. These traditions, as Mr Minister stressed, we must preserve so that younger generations will remember our shared history.

The development of our relations has been very positive. Regular political dialogue is maintained. In January 2024, while still in his capacity as President of the Transitional Period of Chad, Mr I. Déby Itno paid an official visit to Moscow, where he had substantive talks with Russian President Vladimir Putin. I was in regular contact with the previous Minister of Foreign Affairs of Chad, including during the second Russia-Africa summit in St. Petersburg in July 2023. Today we agreed to intensify work on all fronts to bring relations to a qualitatively new level.

We congratulate our Chadian colleagues on the successful presidential elections, which marked the end of the transition period and the country’s return to a civilian form of government. We actively support the course of the President of Chad towards stabilisation of all spheres of life.

We have confirmed our mutual interest in expanding Russian-Chadian trade, economic and investment co-operation. There are many initiatives that require substantive attention on both sides, first and foremost from economic and financial agencies and the business community. We have talked about this in detail today. We are pleased that the Chadian delegation is participating in SPIEF-2024. This is a good opportunity to establish contacts with potential business partners.

We are interested in developing such areas as the development of mineral resources, geological exploration, energy, the construction of infrastructure facilities, agriculture, health care and education. At a meeting with us today, the President of the Republic of Chad, I. Déby Itno, said that he would personally direct the activities of his country’s ministries and departments, which will be able to implement mutually beneficial projects here together with Russian partners in the above-mentioned and other areas.

We value bilateral humanitarian co-operation, including the training of Chadian personnel on the basis of Russian universities. We have agreed to use the educational area to establish direct contacts between the higher educational institutions of our countries. We have such experience with many African countries. I am sure that it will take root in Russian-Chadian relations as well.

We have long been successfully developing traditional military and military-technical co-operation. Today we have confirmed our interest in meeting the needs of the Chadian armed forces with Russian equipment, especially in a situation where it is necessary to strengthen defence capabilities in the face of continuing terrorist threats. They come, first of all, from the territory of Libya after NATO forces destroyed that country in 2011, destroying its statehood.

We have close and in many cases overlapping positions on key regional and global issues. Like our Chadian friends, we believe that democratisation of international life, the need to ensure the sovereign equality of all states – large and small – as required by the UN Charter, and the need to implement the principles of the Charter not selectively (from case to case), but in their entirety and interrelation, are in demand.

We are interested in ensuring that, within the framework of the ongoing work on the reform of the UN Security Council, African countries take their rightful place in this main structure of international interaction in the field of peace and security. African countries have a common position. We treat it with respect and will endeavour to ensure that in any reform options the interests of Africa, along with those of Latin America and Asia, are fully taken into account.

We are grateful to our partners for supporting many Russian initiatives put forward at the United Nations. We will also support coordination in other multilateral forums.

We paid particular attention to the Libyan crisis and the situation in the Sahara-Sahel zone and West Africa. We have a common position on Libya, which is the need for all external players to respect the fundamental and long-term interests of the Libyan people and to facilitate the launch of a nationwide, inclusive political process involving all political forces in the country without exception.

In the Sahara-Sahel zone, we see persistent and worsening problems. We are convinced, like our Chadian friends, that the settlement of that part of Africa, as well as other crises on the continent, should be based on the principle of ‘African problems – African solutions’. The international community should support the solutions that Africans will develop and help to implement them.

I have assured our Chadian friends that Russia is ready to continue to make a constructive contribution to efforts to stabilise the situation in the Sahara-Sahel and to assist the countries of the region, including Chad, in improving the combat effectiveness of their national armed forces and the training of military and law enforcement personnel.

We are grateful to our Chadian colleagues for their understanding of what is happening in Ukraine, the root causes of this crisis, the actions we have had to take to prevent the creation of direct military threats to Russia’s security right on our borders, and the discrimination against the Russian population that has lived for centuries in the territories where, ten years ago, they refused to accept the results of the Western-backed anti-corruption coup d’état.

We are interested in developing our dialogue in all areas. President of the Republic of Chad I. Déby Itno today expressed deep thoughts about the trends we are observing in the world today and how important it is to strengthen the processes leading to real multipolarity, equality, and mutually friendly dialogue between all countries without exception in order to develop a balance of interests in each specific case.

We discussed co-operation between Russia and the African Union. Two Russia-Africa summits have already taken place. The second one was held in July 2023 in St Petersburg. Following the decision of this summit, a Russia-Africa Partnership Forum was established at the level of foreign ministers. The first session of this forum is scheduled for November this year in Sochi. I invited my colleague to participate in this event. It will be important for the implementation of the agreements reached by the Heads of State.

On January 24, the Russian Foreign Ministry hosted a meeting of the Special Representative of the President of the Russian Federation for the Middle East and Africa, Deputy Minister of Foreign Affairs of Russia Mikhail Bogdanov with the Minister of State, Minister of Foreign Affairs and Chadian Affairs Abroad of the Republic of Chad Mahamat Saleh Annadif, who is in Moscow as part of the official visit of the President of the Transitional Period of the Republic of Chad M.Idris Debi.

During the in-depth conversation, a wide range of issues related to the further development of traditionally friendly Russian-Chadian relations were discussed, with an emphasis on the importance of intensifying and deepening political dialogue and coordinating approaches on topical international and African issues of mutual interest.

At the same time, a confidential exchange of views on ways to resolve conflicts on the African continent, as well as the development of the military and political situation in the Sahara-Sahel zone, confirmed the focus of Moscow and N’Djamena on consolidating relevant peacekeeping efforts within the UN and other multilateral platforms.

Hindu Oumarou Ibrahim: Speaking up for the rights of the Mbororo. A series of articles from the UNESCO magazine “Courier”

Recognized internationally, the indigenous peoples of Africa cannot always count on being granted the same recognition in their own countries. The Fulani Mbororo community, for example, is a long way from fully enjoying its rights, according to one of its strongest advocates, Hindu Oumarou Ibrahim. She is coordinator of the Association des Femmes Peules Autochtones du Chad (AFPAT, the association of indigenous Fulani women of Chad).

What is the status of the Mbororo in Chad?

Thanks to the United Nations Declaration on the Rights of Indigenous Peoples, we have regional recognition from the five countries in which we are distributed: Cameroon, Central African Republic, Chad, Niger and Nigeria. However, at the national level, there are no laws that protect or recognize indigenous peoples.

In 2014, the current President of Chad, Idriss Deby Itno, who was then president of the Economic Community of Central African States, participated in the Third Edition of the International Forum of Indigenous Peoples of Central Africa (FIPAC 3), held in Impfondo, Republic of the Congo. At this international meeting on traditional skills and the green economy, he gave a speech in support of indigenous peoples. It was a considerable political endorsement and a very strong message in our favour. But the impact of this speech fizzled out – it was not published afterwards and remained ineffective.

How would you describe the living conditions of the Mbororo?

As unacceptable. At the very least, members of my community should be recognized as citizens of a country. However, half of them – particularly the women and children – do not even have a birth certificate. How then can they have rights? Without this essential document, it is impossible to obtain identity cards, passports, or access to education and health care. If a patient comes to the hospital without a birth certificate, not only is he the last to be examined, but he also risks receiving inappropriate care, since his age and needs are not known to the doctors.

Though many papers and directives do exist, in actual fact, we are on our own. We do not even have access to safe drinking water. The Mbororo drink the same water as animals – this promotes diseases that make them even more vulnerable.

Could you tell us more about AFPAT? What are the association’s projects since its creation in 1999, and especially since it obtained legal status in 2005?

Our main objective is to improve the living conditions in our community, and our work is supported by two programmes. The first focuses on the protection and promotion of human rights and the rights of indigenous peoples, in line with national and international declarations on the subject. The second concerns the protection of the environment, as provided for by the three Rio Conventions, which emerged from the United Nations Conference on Environment and Development (UNCED, 1992). They focus on climate change, biodiversity and desertification.

In practice, we raise awareness of basic social rights through training sessions in education or access to health care. We also educate communities about access to justice – given their marginalization and the violence they suffer, it is essential to tell them that they have the right to justice and equity.
With regard to the protection and promotion of the environment, we organize training sessions and discussions with communities on adaptation to climate change and the importance of traditional knowledge and know-how for adaptation.

What results have you achieved through these awareness campaigns?

One of our successes is the creation of health centres adapted to nomadic communities, for example. We have also succeeded in integrating women into community debates. Now, women and men sit together to discuss their future.

At the legislative level, we contributed to a reform of the pastoral code, which dated back to 1958 and had become obsolete: the demography and environment have changed enormously since then. We are not entirely satisfied with the reform, but it is already a kind of victory for our association.

With regard to education, it must be understood that nomadic communities do not reject school, contrary to what is often thought. They simply want a school with programmes and schedules that are adapted to their way of life. Nomadic children have less need to know the history of world wars or the history of France than to learn how to manage natural resources, such as water, or about conflicts between communities. They also need teachers who understand their culture and master their language, which is essential for learning.
The creation, in 2012, of the directorate for the education of nomadic children was very encouraging news. This body took into account the needs of nomadic communities and set up pilot programmes adapted to the lives of their children. But for now, the Mbororo do not benefit from it.

What do you think of the Biosphere and Heritage of Lake Chad (BIOPALT) project?

The project holds great promise for the restoration of the ecosystems of Lake Chad, the preservation of its resources and relations between the peoples of the neighbouring countries. What worries me is that it takes time to establish priorities, create protected areas, put in place pilot projects – time is running out and the budget is being used up before any concrete results are delivered.

In my opinion, this project will make a difference if the experts in charge of it establish a relationship of trust with the indigenous peoples. They have lived in these places for centuries; they are not just passing through, like some politicians. It is with, and for these, populations that the project must be successfully completed.

Hindou Oumarou Ibrahim

Born in Chad in 1984, Hindou Oumarou Ibrahim travels to international summits to raise awareness among the world’s leaders about the rights of indigenous peoples and climate change. In 1999, she helped found AFPAT, an association of the indigenous Fulani women of Chad, to improve the living conditions of her community, the Mbororo.
