On November 28, a meeting with the heads of diplomatic missions of African countries in Israel was held at the residence of the Ambassador of Russia Anatoly Viktorov.

In his welcome address, Anatoly Viktorov noted that the results of significant international events held in Russia this year facilitated the entire range of Russian-African ties to an even more advanced and trust-based level. He drew attention to the successful holding of the XVI BRICS Summit in Kazan, in which Egypt and Ethiopia took part as full-fledged members of the Association. He pointed out the high significance and productivity of the First Ministerial Conference of the Russia-Africa Partnership Forum, held in Sochi with the participation of 54 heads of official delegations of African states and regional integration associations. He recalled that historically Russia has always attached special importance to relations with the countries of the African continent. Emphasized that we are united by the commitment to building a more just democratic world order based on genuine equality and the rule of international law. Paid special attention to the ongoing tense situation in the Middle East. He confirmed the readiness of the Russian side to contribute to achieving lasting peace and stability in the region.

The participants of the meeting exchanged views on key issues on the regional and international agenda. It was agreed to facilitate the implementation of agreements reached at the highest and high levels, particularly through common efforts to prepare for the third Russia-Africa summit in 2026.

On October 3, the Special Representative of the President of the Russian Federation for the Middle East and Africa, Deputy Minister of Foreign Affairs of Russia Mikhail Bogdanov received the Ambassador of the State of Israel in Moscow Simona Halperin.

During the conversation, the current situation in the Middle East was discussed, with an emphasis on the development of the situation in the Gaza Strip and the Lebanese-Israeli border area.

Egypt to create an investment guarantee agency for African countries

The Central Bank of Egypt will launch the first investment guarantee agency of its kind for Africa with a capital of 50 million US dollars (4.6 billion rubles). This was announced by the Deputy Minister of Foreign Affairs and Emigration, the Ambassador of Egypt to Ethiopia Abu Bakr Hefni Mahmoud, reports Daily News Egypt, partner of the TV BRICS network.

The Deputy Head of the Ministry spoke at a regional seminar on the ratification of the updated investment agreement of the Common Market of Eastern and Southern Africa (COMESA).

The purpose of launching the agency is to stimulate investment and strengthen exports on the African continent. The institution will work to increase the level of investor confidence, and will also provide guarantees for Egyptian companies operating in Africa. It is expected that the new structure will implement the best international practices and create a reliable basis for economic cooperation.

Mahmoud also stressed that regional integration and cooperation are important in the process of creating conditions for sustainable development. He stated that the institution would simplify investment procedures, increase transparency and strengthen trust between COMESA member countries.

In addition, the creation of an investment guarantee agency, according to Hefney, will open the way for attracting foreign direct investment and help establish joint ventures with local companies, which will lead to economic growth and development throughout the continent.

On September 30, the Special Representative of the President of the Russian Federation for the Middle East and Africa, Deputy Minister of Foreign Affairs of Russia Mikhail Bogdanov received Ambassador of Burkina Faso in Moscow Aristide Tapsoba at his request.

During the conversation, topical issues of further strengthening the traditionally friendly Russian-Burkinese relations were discussed, with an emphasis on expanding trade, economic, scientific, technical, humanitarian and other ties, including the organization of the “Economic Days of Burkina Faso”, scheduled in October this year in Moscow. At the same time, Moscow and Ouagadougou confirmed their intention to intensify political dialogue and strengthen coordination of actions in the international arena.

Special attention was paid to the preparation for the ministerial conference of the Russia–Africa Partnership Forum to be held in Sochi in November this year.

On June 29-30, the XVI Regional Conference of Russian Compatriots from Africa and the Middle East on the topic “Traditional values as the basis for preserving the Russian Diaspora abroad” was held in Tunis. The forum was attended by the heads of the coordinating councils of organizations of Russian compatriots and Russian communities of Algeria, Benin, Botswana, Egypt, Zambia, Jordan, Qatar, the Democratic Republic of the Congo, Cameroon, Côte d’Ivoire, Lebanon, Mauritius, Morocco, Nigeria, the Republic of the Congo, the Republic of Seychelles, the United Arab Emirates, Oman, Palestine, Senegal, Syria, Tanzania, Togo, Tunisia, Ethiopia, South Africa, members of the Regional and World Coordinating Councils of Russian Compatriots.

In his welcoming speech, Deputy Chairman of the Government Commission on Compatriots Abroad, Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Galuzin stressed that compatriots make a significant contribution to the preservation of the Russian civilizational heritage, the development of the cultural and humanitarian dimension of relations between the Russian Federation and the countries of Africa and the Middle East.

The event was attended by representatives of the Russian Foreign Ministry, the Committee of the State Duma of the Federal Assembly of the Russian Federation on CIS Affairs, Eurasian Integration and Relations with Compatriots, Rossotrudnichestvo, and the Moscow House of Compatriots.

Russian Russian community consolidation and protection of the rights and interests of Russian compatriots abroad, spiritual and moral values and historical memory as the basis of the unity of the Russian diaspora, interaction with youth associations, support of the Russian language and national culture, promotion of Russian education were discussed by the participants. The main directions of public activity are outlined, including the preparation of solemn events dedicated to the 80th anniversary of Victory in the Great Patriotic War. The importance of continuing the work aimed at preserving the Russian civilizational heritage, forming an objective view of Russia as a country that carefully preserves its rich history and cultural diversity, and contributes to the preservation of the all-Russian cultural identity by compatriots was emphasized.

The Regional Conference of Russian Compatriots from Africa and the Middle East has become one of the key stages of preparation for the VIII World Congress of Compatriots (October 30-31, Moscow).

Following the results of the forum, a resolution and a statement were adopted.

Ethiopia’s ambassador to India points to significant progress in Africa’s digitalisation

Ethiopia’s Ambassador to India Demeke Atnafu noted significant progress in the digitalisation of African countries. He called for strengthening international ties based on technology co-operation.

‘From the expansion of mobile connectivity to the proliferation of e-commerce platforms and the emergence of IT startups, digital technologies are changing the way Africans interact, communicate and do business,’ Atnafu said at the International Conference on Digital Growth in Africa held at the University of Delhi.

Speaking about Ethiopia, the ambassador stressed that digitalisation in the country is underpinning the development of many sectors such as agriculture, industry, tourism and services.

In 2020, the East African nation initiated the Digital Ethiopia 2025 strategy, which aims to promote inclusive national prosperity. The reforms, including the liberalisation of the country’s telecommunications sector in 2020, have brought competition, improved service quality and made internet access ubiquitous, the ambassador stated.

On February 5, 1960, the Peoples’ Friendship University of Russia (RUDN) celebrates the 63rd anniversary of its foundation. The RUDN was established in a crucial historical period for world transformations, when the peoples of Asia, Africa and Latin America, who fought for independence, overcame the consequences of colonialism and began building their own statehood. Many of them turned to our country for assistance, which provided serious support in protecting the sovereignty and territorial integrity of young independent states.

RUDN is one of the leading state universities, which preserves and multiplies the traditions laid down from the first days of its foundation. We highly appreciate the fruitful cooperation of the Ministry of Foreign Affairs of Russia with the University in the development of international educational and scientific ties, training of national personnel in friendly states of Russia. This activity is carried out within the framework of the implementation by the Russian Federation of a policy of comprehensive cooperation with our key partners, including in strengthening their human resources in order to ensure sustainable development.

The Russian Foreign Ministry was very enthusiastic about the information about the broad discussion unfolding in society on the return of the RUDN named after the world-famous fighter for freedom and independence of the African continent, the first Prime Minister of the Democratic Republic of the Congo Patrice Lumumba. This initiative is supported by the heads of African diplomatic missions accredited in the Russian Federation, who consider it as the restoration of historical justice. Similar appeals to the Russian Foreign Ministry have also been received from fellow countrymen of the Democratic Republic of the Congo, the Arab Republic of Egypt, the Republic of Cameroon, the Republic of the Congo, the Republic of Madagascar, the Republic of Senegal, the Togolese Republic, and the Republic of South Africa.

We are convinced that this step will give an additional impetus to the development of friendly relations with our African partners and will become a landmark event on the eve of the second Russia-Africa summit, which will be held in July this year in St. Petersburg.
