The Ministry of Economic Development of the Russian Federation is the secretariat of this intergovernmental commission. The work is being carried out under the leadership of Dmitry Volvach, Deputy Minister of Economic Development of Russia.

The parties discussed a wide range of issues of trade and economic, interregional, fuel and energy, investment, industrial, agricultural, information and communication, financial and banking, transport and logistics, cultural and humanitarian cooperation between the two countries.

Mutual trade is one of the most dynamically developing areas of bilateral cooperation. The participants of the meeting reached agreements to bring mutual trade to a qualitatively new level.

“Bilateral cooperation between Russia and Uzbekistan is developing intensively. Uzbekistan takes an active part in global integration processes, has had the status of an observer state in the EAEU for the third year, Dmitry Volvach noted. – Trade between Russia and Uzbekistan has a positive trend. In the first nine months of 2023, the growth of Russian-Uzbek trade was recorded at 11.5%. By the end of the year, we expect to reach 9-9.5 billion in dollar equivalent.”

The participants of the meeting separately noted an important area of bilateral cooperation – interregional partnership. It was decided to continue holding such effective events as the III Forum of Interregional Cooperation between Russia and Uzbekistan in Kazan. The forum was attended by more than 700 business representatives, representatives from 19 regions of Russia and 12 regions of Uzbekistan, 9 commercial documents worth more than 28 billion rubles were signed.

During the meeting, the parties also discussed issues of investment and energy cooperation. Russia and Uzbekistan noted mutual interest in long-term cooperation on these issues, as well as interest in forming joint project initiatives in the transport and logistics sector, industry, petrochemistry and energy.

“Thanks to the constant interaction with Uzbek partners, in April this year we successfully conducted a business mission of Russian agro-industrial enterprises in Tashkent, within the framework of which more than 300 b2b negotiations took place. The results of the business mission had a positive impact on the development of the Agroexpress project,” Dmitry Volvach stressed. “We plan to introduce such a successful practice of developing regional economic cooperation in the future in other CIS countries.”

Following the results of the intergovernmental commission, the parties signed a roadmap on supporting investment projects based on Russian experience, a memorandum of understanding between the ministries of economic Development of the two countries on the establishment of an Expert Center for Strategic Initiatives, as well as a memorandum of understanding between the Federal Corporation for the Development of Small and Medium-Sized Enterprises and one of the commercial banks of Uzbekistan for the implementation of projects in the field of industrial cooperation and integration of digital systems.

In the format of an extensive discussion, the participants discussed topical issues of foreign economic activity in the context of Russia’s reorientation from the West towards the “global South” and the conditional East. From challenges in the field of import and export, prospects for new transport corridors and logistics hubs to free niches and vectors of business development in China, working cases of successful companies, innovations in customs regulation and new state support measures that await Russian foreign trade participants in 2024.

Lilia Shchur-Trukhanovich named Russia’s accession to the framework agreement on simplification of procedures for cross-border paperless trade in the Asia-Pacific region as one of the significant events of this year in the development of cross-border cooperation. The document will allow concluding trade and foreign trade contracts with all the countries participating in the agreement through electronic communications and will ensure mutual recognition of electronic documents.

“If the conclusion of agreements in electronic format is quite common in domestic trade, then the electronic version is just beginning to gain momentum in foreign trade,” the head of the department explained. “One of the significant advantages of the framework agreement is the availability of a well–established system of mutual recognition of electronic documents between all participants, which allows for a 30% reduction in time for the conclusion, execution and maintenance of contracts.”

Currently, the preferences of the agreement apply to 14 countries: Armenia, Azerbaijan, Bangladesh, China, Iran, Mongolia, the Philippines, Korea, Tajikistan, Timor-Leste, Turkmenistan, Tuvalu, Cambodia, Kyrgyzstan and Russia.

In the near future, Russia will determine which institution or authority will perform the functions of the national committee for the implementation of the provisions of the agreement into national legislation.

In her speech, Lilia Shchur-Trukhanovich announced the publication of a navigator for barter transactions, created by the Ministry of Economic Development of Russia together with the Russian Export Center. Difficulties with international settlements arising under the sanctions imposed on Russia have once again made barter a popular tool.

“Such a benefit for participants in foreign economic activity should facilitate the conclusion of barter transactions. Now such transactions are in little demand, because there is a risk that customs will not agree to consider the exchanged goods equivalent,” she explained. – It is necessary to have a clear understanding that different types of products are really equivalent. Our navigator provides step-by-step instructions on how to enter into open and closed barter transactions under current conditions.”

After the new tool is coordinated with colleagues from the Federal Customs Service and other federal authorities, it will become available in the public field so that importers and exporters can use it.

“We hope that in 2024 we will be able to sign an agreement on electronic commerce with the countries of the Eurasian Economic Union,” said the head of the department. – We are talking about the development of trade on cross-border marketplaces, which are an effective tool for implementing not only b2c, but also b2b business strategies. Marketplaces are an excellent platform for promoting goods to foreign markets and saturating the domestic market with imports. However, now they work according to different rules. The purpose of the agreement is to form uniform rules for all electronic trading platforms within the framework of the Union.”

According to her, the Ministry of Economic Development of Russia is currently updating the roadmap for the transformation of the business climate in the field of goods exports. To support priority imports, together with the Ministry of Industry and Trade, a special working group will be created in the future under the subcommittee on customs tariff and non‑tariff regulation, protective measures in foreign trade of the Government Commission for Economic Development and Integration.

The plenary sessions of the meeting were also attended by Denis Rudenko, Director of the Department of International Cooperation and Licensing in the field of foreign Trade of the Ministry of Industry and Deputy Head of the Committee on Foreign Economic Activity and Digitalization, Sergey Cheremin, Head of the Department of Foreign Economic and International Relations of Moscow, as well as representatives of foreign trade regulators, heads and specialists of companies participating in foreign economic activity, representatives of banks, lawyers and experts in the field of customs, taxes, logistics and insurance, diplomatic representatives of the BRICS countries.
