Obviously, the most important thing that Russian business is interested in is offsetting in order not to pay carbon payments twice \u2014 here and in the destination country when goods cross the customs border of Russia,&#8221; he said.<\/p>\n<p>At the same time, there are various instruments of carbon regulation \u2014 this is the quota trading system, carbon taxes, and carbon export duties. The choice of a specific mechanism will depend on which strategic direction of development of the climate agenda will be chosen in the country.<\/p>\n<p>Denis Borisov also added that despite the active development of the green agenda, based on the scenarios for the development of global energy today, there is confidence that fossil fuels, including the Russian oil and gas sector, will be in
