Are any rules being developed for this?<\/p>\n<p>Answer:\u00a0Currently, the consular registration of all Russian citizens (with the exception of children adopted by foreign citizens or stateless persons) is carried out in accordance with the rules approved by the Order of the Ministry of Foreign Affairs of the Russian Federation dated August 17, 2011 No. 15114. The registration procedure is of a notification nature and is carried out solely on the initiative of the applicant or his legal representative, including remotely using postal or fax communication channels, as well as a specialized service on the Internet.<\/p>\n<p>Consular records are maintained in compliance with the legislation of the Russian Federation governing the processing and protection of personal data. At the same time, no biometric personal data is collected.<\/p>\n<p>We note that paragraph 42 of the Action Plan for implementation in 2024-2025. The concept of the state migration policy of the Russian Federation for 2019-2025, approved by Decree of the Government of the Russian Federation No. 30-r dated January 16, 2024, provides for the elaboration in an interdepartmental format of the issue of introducing mandatory consular registration of citizens of the Russian Federation living abroad. Based on the results of this work, it is planned, in particular, to formulate a stable definition of the concept of &#8220;citizen permanently residing outside the Russian Federation&#8221;, as well as to specify the legal status of this category of citizens.
