Dear colleagues,<\/p>\n

We are grateful to the Brazilian Presidency and personally to President L.Lula for putting forward an extremely timely initiative to launch a Global Alliance to Fight Hunger and Poverty.<\/p>\n

Unfortunately, we are still running behind schedule in achieving the Sustainable Development Goals (SDGs) related to overcoming poverty and hunger. The indicators of hunger and malnutrition, which are provided by the organizations of the UN system, paint an extremely unfavorable and shocking picture, showing that about 50 million people \u2013 primarily in the Sahel countries, the Gaza Strip, Afghanistan, Yemen, and Syria \u2013 are on the verge of starvation. The situation in Gaza remains the most difficult, as the population there almost in full does not receive enough food.<\/p>\n

The launch of the Alliance will, as we hope, galvanize efforts to establish food security in the world through political mobilization of the international community, exchange of experience and practice, and increased resource and financial assistance. We support the documents submitted for approval by the participants of this ministerial meeting on the creation of the Alliance and have already started filling its online basket of best policy measures. We are ready to share our proven best practices and know-how with all interested countries. The most sought-after, widely sought-after programs of our partners include school meals, support for small farms, social protection of the population and strengthening the role of women in the economy. We are working on the creation of a scientific research center for international food security in Russia.<\/p>\n

Dear Mr. Chairman,<\/p>\n

We have to admit that against this background, the “collective West” continues its disinformation campaign, intensifies the “clamp” on Russian food and fertilizer supplies to developing countries in need, while simultaneously trying to hide the true causes of negative trends. Namely, their own miscalculations and mistakes in the financial, economic and energy spheres. Rampant sanctions, protectionism and Western interference in the functioning of supply chains only exacerbate market distortions and price fluctuations.<\/p>\n

According to UN estimates, there is currently no shortage of food. According to FAO, the volume of global grain production in 2024 will reach a historical record. The main problems are related to the distribution and price environment. At the same time, in April, the FAO announced a global decrease in prices by 7.4% compared to 2023 (the cost of goods is reduced due to cheaper grain). Similar trends were noted in the International Grain Council.<\/p>\n

Russia continues to responsibly and conscientiously fulfill its obligations under contracts regarding the export of food, fertilizers, energy carriers and other critical products. We are aware of their great importance for the socio-economic development of the countries of Asia, Africa, Latin America and the Middle East, the achievement of food security indicators and the implementation of the SDGs. In 2023, Russia exported 80 million tons of grain, including over 55 million tons of wheat, which is 60% more than in 2022. Russian agricultural companies accounted for about a quarter of global wheat exports. We intend to increase the output of agricultural products in Russia by at least 25% by 2030, and exports by 50% compared to 2021.<\/p>\n

Nevertheless, illegal Western restrictions against Russian economic operators (trade barriers, refusal to allow Russian ships to enter European ports, prohibition of cargo insurance and transactions) worsen global food security and slow down progress in the field of sustainable development.<\/p>\n

Russia acts as a responsible and reliable donor, providing free of charge, in accordance with the initiative of the President of the Russian Federation V.V. Putin, tens of thousands of tons of Russian fertilizers (seized in European ports), as well as grain to a number of African countries: Burkina Faso, Zimbabwe, Mali, Somalia, CAR, Eritrea. At the same time, alternative ways of supplying domestic food to the poorest countries are being actively worked out.<\/p>\n

Russia is exceeding its obligations under the Food Assistance Convention by transferring only to the World Food Programme (WFP) fund In 2023, the United Nations will provide $50 million in food aid to the least developed and developing countries. We will continue our active efforts in this area, which is crucial for global development, together with all constructive partners.<\/p>\n
