At a meeting on Friday, the Armenian government approved the ratification of the free trade agreement between the EAEU member states and Iran, signed on December 25, 2023 in St. Petersburg.

The main objectives of the agreement are to use the regulatory part of the interim agreement as the basis for negotiations within the framework of the free trade agreement, ensuring access to the maximum number of goods to the Iranian market without customs duties, while ensuring that the access conditions contained in the interim agreement do not worsen.

The agreement regulates a wide range of issues of economic cooperation, in particular, simplification and stimulation of mutual trade, protection of the internal market, customs regulation, competitiveness, public procurement and a number of other issues.

Within the framework of the agreement, the Iranian side, for the first time in the practice of its international trade agreements, establishes obligations to zero customs duties on imports.

Russian President Vladimir Putin has signed a law on the ratification of a free trade agreement between the Eurasian Economic Union (EAEU) and Iran. This is reported in the Telegram-channel of the Trade Representation of the Russian Federation in the Islamic Republic of Iran.

Recall, the agreement will replace the temporary agreement in force since May 2018, leading to the formation of a free trade zone between the EAEU and Iran. The document forms the basic rules of trade between the parties, as close as possible to the rules of the World Trade Organisation (WTO), including such as most-favoured-nation treatment, application of protective measures and customs administration, refusal to apply quantitative bans and restrictions on the import of goods, as well as provisions fixing the basic standards of the WTO in terms of veterinary, sanitary and phytosanitary measures, technical regulation.

As PortNews previously reported, the temporary agreement in force since 2018 allowed to increase trade turnover between the EAEU and Iran by 2 times in 4 years – from $2.1 billion in 2019 to $4.1 billion in 2023. The implementation of the new agreement will allow Russian businesses to save about 27 billion rubles a year on duties.

The free trade agreement between the EAEU and Iran was signed in December 2023, supported by the deputies of the Russian State Duma at the end of May 2024. The Federation Council approved the ratification of the agreement on 5 June 2024.

State Duma deputies at the plenary session on Tuesday, 28 May, unanimously supported the ratification of the Free Trade Agreement between the countries of the Eurasian Economic Union and Iran. The document was signed at the end of last year and is designed to replace the temporary agreement in force since 2018.

Recall, now preferences cover about 60% of Russian exports of goods, which are supplied to Iran at reduced duties. Thanks to the interim agreement, trade turnover with Iran has doubled in 4 years: from $2.1bn in 2019 to $4.1bn in 2023.

‘The new agreements affect almost all Russian exports and significantly improve the conditions of our trade,’ emphasised Vladimir Ilyichev, Deputy Minister of Economic Development of the Russian Federation.

In particular, the average amount of duties on Russian products will be reduced by about 4 times (to 4.5 per cent), and for most categories the duty will be zero at all. These include metallurgical products, electrical equipment, electrical machinery and equipment, mechanical equipment, timber products, chemical products, pipes, railway locomotives, cattle meat, confectionery, sugar and others.

‘All this will allow our business to save up to $300 million a year,’ said Vladimir Ilyichev.

He called the conditions of access to the Iranian market for the Eurasian Union unprecedented. None of the similar trade agreements between Iran and other countries provides for complete cancellation of duties and such a wide commodity coverage. Only particularly sensitive goods will not be affected by liberalisation. These are about 12-13 per cent of product categories, less than 5 per cent of trade volume for both Iran and the EAEU.

‘The agreement will contribute to further increase of mutual trade. We expect that the agreements reached will also become an incentive for the development of the transport corridor ‘North – South’, the formation of new value chains,’ concluded the deputy head of the Ministry of Economic Development of the Russian Federation.

‘Our co-operation with Iran is reaching an even higher level,’ Konstantin Zatulin, first deputy chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, said in his speech. – It is no secret that this multilateral document will be followed this year by the signing of a comprehensive co-operation agreement between Russia and Iran, laying the political and other foundations for the development of our relations’. Commenting on the projected savings for Russian businesses on the cancellation of duties, the committee’s first deputy chairman expressed confidence that ‘this will give a synergistic effect not only to mutual trade, but also to the expansion of opportunities’ for Russia and Iran. ‘According to our economists’ calculations, in order to be self-sufficient, our economy, like the economy of any country, should have a market of about 300 million consumers, so that everything we need can be produced in our country and still have a market. And so that there is no need to rely on co-operation, including with unfriendly countries. We are building up this common market by ratifying this agreement”, – Konstantin Zatulin emphasised.

A meeting of the Council of the Eurasian Economic Commission was held in the videoconference format. The Russian delegation was headed by Alexei Overchuk, Deputy Prime Minister of Russia. The Russian Ministry of Economic Development was represented by Deputy Ministers Dmitry Volvach and Vladimir Ilyichev.

During the meeting, the deputy prime ministers approved the results of the work of the joint research group on the conclusion of a free trade agreement with Mongolia, as well as the draft decision of the Supreme Eurasian Economic Council on the beginning of negotiations.

Based on the results of its work, the research group came to the conclusion that it is advisable to conclude a temporary trade agreement between the EAEU and Mongolia.

“The work of the joint research group started back in 2020. During this period, the possible effects of trade liberalization were analyzed in detail, as well as various approaches to deepening trade and economic relations between the EAEU and Mongolia,” said Vladimir Ilyichev. – The completion of the work of the research group is the first step towards the conclusion of a trade agreement and the creation of preferential trade conditions between our countries”.

It is planned that the decision to start negotiations will be made by the heads of state during the meeting of the Supreme Eurasian Economic Council on May 8, 2024.

During the meeting, the deputy prime ministers approved the Rules of pharmaceutical inspections for compliance with the requirements of the Rules of Good Pharmacovigilance Practice of the Union. Adoption of the document will allow to establish unified approaches to inspections of pharmacovigilance systems of holders of registration certificates of medicines, which will allow to exclude unsafe medicines from circulation and production.

The parties also approved amendments to the Rules for conducting bioequivalence studies of medicinal products within the Eurasian Economic Union. The adopted amendments will reduce the cost of drug development and update the requirements for the procedure of bioequivalence assessment.

The members of the EEC Council agreed on the inclusion in the Unified List of products in respect of which mandatory requirements are established within the EAEU for sports equipment and inventory, as well as fitness and recreational products.

“Inclusion of new types of products in the Unified List will allow to establish mandatory requirements for sports equipment throughout the EAEU, which will contribute to improving the safety of products circulating in the markets of member states, as well as reducing sports injuries,” explained Dmitry Volvach.

During the meeting the Deputy Prime Ministers also considered the issues of further development of the EAEU energy market and international cooperation of the Union.

The next meeting of the Council of the Eurasian Economic Commission will be held on April 22, 2024.

The 19th meeting of the Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation between Kazakhstan and Iran was held in Tehran.

The event was co-chaired by Deputy Prime Minister of Kazakhstan Serik Zhumangarin and Minister of Agriculture of Iran Mohammad Ali Nikbakht and attended by representatives of ministries and state-owned enterprises of the two countries.

At the meeting of the Intergovernmental Commission, the parties noted the successful development of interstate relations in trade, agriculture, logistics, energy, healthcare, education, tourism and other fields.

Serik Zhumangarin recalled that the Heads of our states have set a task to achieve the three billion milestone in trade between Kazakhstan and Iran.

“The first step towards fulfilling this order will be the signing of an Action Plan to bring mutual trade turnover to $3 billion. The document provides support to exporting enterprises in several areas: increasing the volume of mutual trade, lifting trade restrictions, introducing a bilateral clearing mechanism, and more,” the Deputy Prime Minister said and added that Kazakhstani companies are interested in establishing uninterrupted exports of non-primary goods to the Iranian market.

Manufacturers are ready to supply the Iranian consumer with products for 75 commodity items for a total amount of about $250 million.

Also during the meeting, Serik Zhumangarin positively assessed the successes achieved by the countries in concluding a full-scale Free Trade Agreement between the EAEU member states and Iran.

According to Iranian Minister of Agriculture Mohammad Ali Nikbakht, Iranian enterprises can supply fish and dairy products, honey, fruits and vegetables, herbs, dried fruits and other food products to Kazakhstan. The Iranian side also expressed interest in Kazakh investments and expressed readiness to provide special conditions for doing business in Iran’s free economic zones.

The Intergovernmental Commission also discussed further expansion of transport and logistics cooperation. In particular, the development of international North-South transport corridors. The Caspian hub may become a key link in this direction.

At the end of the plenary session, Deputy Prime Minister of Kazakhstan Serik Zhumangarin and Minister of Agriculture of Iran Mohammad Ali Nikbakht signed the Protocol of the 19th Joint Intergovernmental Commission and an Action Plan to bring trade turnover between the Republic of Kazakhstan and the Islamic Republic of Iran to $3 billion.

The Bund Financial Center in Shanghai is a large multifunctional building jointly designed by two British architectural firms Foster+Partners and Heatherwick Studio along with seven other buildings in the coastal area. Its unusual design positions the center as a link between the Old City and the new financial district, refreshing Shanghai’s Bund – one of the most popular tourist areas and one of the most recognizable architectural symbols of Shanghai.

The design of the project averages the diverse infrastructure of two 180-meter towers on the left side of the built-up area and a number of buildings on the right side, staggered in height, correlating in scale with the majestic sights of the XIX century along the embankment.

Gerard Evenden, head of the bureau and Senior Executive Partner at Foster+Partners, comments: “The development of a building placement strategy was an interesting task from the point of view of matching the context of old and new architecture, reflecting the scale of the waterfront and the nature of local historic neighborhoods.”

Previously, this zone was a river gateway to the Old City of Shanghai, but even now the Shanghai port, the world’s largest in terms of cargo turnover, is located in this region, and one of its three main container ports, Yangshan, is located next to the financial center itself.

The port of Shanghai occupies an advantageous geographical position, being located on the western coast of the Pacific Ocean along the coastline with a total length of 18,000 kilometers and 50 kilometers upstream of the Yangtze River, from its confluence with the East China Sea, and thus having direct access to the sea. Currently, it is one of the key supply channels for import and export cargo.

Today, all free trade zones are based near the largest seaports and international airports in the most developed economic regions of China, and Shanghai is no exception here. The Shanghai Free Trade Zone, created two years ago as a pilot project of the Chinese government, is a unique place for investors. The pace at which China’s “Shanghai” project is developing to ensure greater openness of the country to innovation, investment and easing of currency controls makes one wonder about the chances of Shanghai becoming a rival of Hong Kong in the near future – a traditional entry point into the Chinese economy for foreign investors.

Modern measures of the central government of China are aimed at turning Shanghai into a global international financial center. The turnover of the Shanghai stock Exchange in aggregate already exceeds that of Hong Kong, although mainly only due to operations in yuan. However, the Free Trade Zone has successfully organized the conversion of all world currencies, which can later serve as the basis for the free conversion of the yuan, which will make it the main currency in the PRC’s One Belt and One Road project or the Silk Road Organization for International Cooperation. The project is a combination of the “new Silk Roads” – the “Silk Road Economic Belt” and the “Maritime Silk Road of the XXI Century” – and occupies an important place in China’s entry into the international investment exchange.

Given such an important cultural and social context of the region, Thomas Heatherwick, founder of the Heatherwick Studio bureau, says that they “built a series of simple office, commercial and cultural buildings that combine highly efficient glazing systems with handmade stone frames” influenced by the scale of existing historical buildings along the Bund. “These structures, in turn, surround new public spaces and speak about the heritage of local history,” he continues.

The complex of eight buildings with a total area of 420000 square meters combines premium class offices with a boutique hotel, cultural and financial centers and a wide range of luxury retail spaces located around a landscaped public square. The shopping areas are located vertically with boutiques, concept stores of international brands, a luxury shopping center and restaurants.

Designed in collaboration with local engineers from Tongji University, the facade is a veil arranged along three lines and consisting of different layers of “tassels” of 675 individual magnesium alloys as a reference to the traditional Chinese bride’s headdress. The length of the brushes varies from about 2 to 16 meters, and when each track is moved independently, the veil rotates, and the brushes overlap each other, creating different visual effects and opacity levels.

The Eurasian Economic Commission hosted a meeting of the EEC Trade Minister Andrey Slepnev with the Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to the Russian Federation and the Republic of Belarus Jose Tavares.

“The Commission and the countries of the Eurasian Economic Union attach great importance to the development of mutually beneficial cooperation with the Republic of Indonesia, which, being one of the largest ASEAN economies, is also one of our main trading partners in the South Asian region,” the EEC Trade Minister said.

According to him, only for 11 months of last year, the trade turnover of the EAEU with Indonesia increased by 34%. At the same time, exports increased by 94%, and imports – by 11%.

The parties discussed concrete steps to be taken to organize the first round of negotiations on the conclusion of a free trade agreement between the EAEU and the Republic of Indonesia. Andrey Slepnev and Jose Tavares agreed on the need for active movement in this direction.

The topic of the EAEU-Indonesia business dialogue within the framework of the Eurasian Economic Forum in Sochi in May of this year was also touched upon. In this regard, the Minister of Trade of the EEC conveyed an invitation to the Minister of Trade of the Republic of Indonesia Zulkifli Hassan to speak at this event.
