Question: What practical and distinct steps are being taken or will be taken to promote bilateral relations following President Vladimir Putin’s meeting with President of Indonesia Prabowo Subianto? In which areas, and why were these particular areas chosen?

Sergey Lavrov: In our practical work, we are guided by the Declaration on the Strategic Partnership between the Russian Federation and the Republic of Indonesia, which was adopted following our respective leaders’ meeting in St Petersburg in June. In particular, this document enshrines the mutual push to expand mutually beneficial cooperation in areas such as energy, mining and mineral processing, infrastructure construction and modernisation, agriculture, banking, communications and telecommunications, and tourism. We believe our respective governments should facilitate direct contacts between our business circles and create favourable conditions for doing so. The coordinating role in this process is assigned to the Russian-Indonesian Joint Commission on Trade, Economic, and Technical Cooperation.

Our countries are jointly implementing a number of major initiatives, including a project operated by the Russian company Rosneft and its Indonesian partner Pertamina to build a refinery and a petrochemical complex outside the town of Tuban, East Java Province. Negotiations are underway for the Russian economic operators to participate in the hydrocarbon production off the Indonesian shelf, as well as in the oil and LNG supplies. Other promising ideas are on the table as well.

A free trade agreement between Indonesia and the EAEU, of which Russia is a member, will open new horizons for cooperation. We are moving towards this goal at a fairly fast clip. A joint statement on the completion of the negotiations was adopted on the sidelines of the St Petersburg International Economic Forum. We expect the agreement to be signed before the end of this year.

Question: How can Russia and its partners, including Indonesia, overcome trade restrictions imposed by a group of countries without violating international law?

Sergey Lavrov: The fact that the majority of the collective West and, above all, many EU member states, removed many items from trade with Russia in order to put us under pressure is an unfortunate decision, because every single economy is affected. Even worse, the initiators of the sanctions have lost credibility. In the future, they will not be able to count on the same favourable trade arrangements with Russia as they used to. We have certainly drawn our conclusions, even though we were and remain open to interaction with all our external partners based on respect for interests and mutual benefit.

On the other hand, the world is becoming increasingly aware of the fact that absolutely any country can be targeted by aggressive sanctions. So, it absolutely makes sense that many countries from the Global South and the Global East want to secure their foreign trade interests and are consistently reducing their dependence on the historical ties with the West. This finds expression in a gradual transition to settlements in national currencies, diversification of cross-border payment tools, creation of new international transport corridors, and the establishment of production and supply chains that are impervious to external pressure, etc. All of the above creates a completely different environment in international trade and is an effective answer to some countries acting contrary to the principle of international cooperation enshrined in the UN Charter, and their attempts to obstruct the realisation of every country’s right to development and to hinder the formation of a more just world order.

Question: Why should Indonesia consider cooperating with Russia to advance its peaceful nuclear energy?

Sergey Lavrov: First, Russia has a long track record of building nuclear power plants in other countries. Our nuclear industry recently turned 80.

We offer our foreign partners the latest reliable solutions that have proven their worth in real life. The State Corporation Rosatom possesses the full technological range of nuclear power units, including floating low-power nuclear power plants. These mobile plants are perfectly suited for supplying power to remote islands of the Indonesian archipelago where the building of conventional energy facilities makes no economic sense.

Second, Russian nuclear projects are adapted to a variety of climates, including tropics, and meet safety requirements for seismically active areas, which is particularly relevant in the case of Indonesia.

Third, cooperation with Russia provides its partners with access to advanced technology. We provide opportunities for training highly skilled specialists in peaceful nuclear energy at Russian universities.

In addition, Russia is prepared to offer joint projects involving non-energy use of nuclear technology in medicine and agriculture, among others.

Question: President Trump has issued a threat to impose additional high tariffs on the countries that trade with Russia. How do you respond to that, and what will Moscow undertake to encourage countries to continue trading with Russia?

Sergey Lavrov: Everyone knows that President Trump has done more than threatening to impose high import tariffs on products from a number of countries that are Russia’s trading partners. Such tariffs have been effectively imposed, for example, on India which is our privileged strategic partner and a major consumer of Russian goods, particularly hydrocarbons. We appreciate the fact that New Delhi had not bowed down to pressure and maintains its commitment to free trade principles. The Americans have gone back on every principle they’ve been extolling for many years, if not decades.

For our part, we operate on the premise that bilateral relations with any country have a value of their own. We never make friends with anyone to oppose a third party. We do not build trade with our partners, including a major economy like Indonesia, in order to harm their relations with other countries, including the United States.

We will continue to develop equal and mutually beneficial practical cooperation with everyone who is ready to work with us based on similar principles, which includes the overwhelming majority of the countries from the Global South and the Global East, which have a stake in expanding trade and economic ties with Russia for the benefit of their people. Our strategic partners and like-minded BRICS partners, including, I’m sure, our Indonesian friends are among them.

Question: What are Russia’s concrete steps to end the war in Gaza and to achieve a just peace in Palestine?

Sergey Lavrov: Tens of thousands of Palestinians have fallen victims to the war in Gaza, which has been going on for almost two years now; the number of civilian casualties exceeded 100,000 a long time ago. This is multiples of the number of civilians killed in Ukraine over the same period. Israel’s policy of restricting humanitarian deliveries, which has led to mass starvation in the Palestinian enclave, is a particular cause for concern and outrage. No less alarming is Israel’s policy of cleansing the West Bank of the Palestinians.

At this junction, it is extremely important to prevent Gaza from being completely destroyed and to stop the killing of civilians. An immediate and comprehensive ceasefire, the unconditional release of hostages and detained persons, and ensuring safe humanitarian access to all those in need are essential as well.

The ongoing tragic events are caused primarily by failure to implement the international community’s decisions on creating an independent Palestinian state that would exist alongside Israel in peace and security. We still believe that fulfilling the legitimate aspirations of the Palestinian people and their right to determine their own future must be a prerequisite for resolving the Arab-Israeli conflict. Without this, it is very difficult to imagine how Israel’s own lasting security can be ensured, something that Russia and, I believe, other responsible countries are sincerely interested in.

Guided by this understanding, Russia was heavily involved in the International High-Level Conference on the Middle East, which took place in New York on July 28-30. Work in this format will continue during the high-level week of the 80th session of the UN General Assembly in the second half of September. We will team up with like-minded countries to de-escalate the situation with the aim of creating proper conditions for bringing a negotiated solution to the Palestinian issue. In this regard, we are set to keep up close interaction with our Indonesian partners.

Question: What specific steps has Russia taken in order to achieve a speedy resolution of the Ukraine issue?

Sergey Lavrov: Settling the Ukraine crisis peacefully remains our top priority. As a reminder, after the start of the special military operation to save people in Donbass, Kiev requested negotiations, and we agreed right away. They took place in February-April 2022, first in Belarus and then Türkiye. Agreements on a peaceful end to the conflict were initialed, but then the Kiev regime, following the advice of its Western handlers, walked away from a peace treaty choosing instead to continue the war.

This spring, President Vladimir Putin initiated the resumption of direct Russia-Ukraine talks. Three rounds took place in Istanbul, and certain progress was made on humanitarian issues, such as exchanging prisoners of war and detained persons, returning dead bodies, etc. Furthermore, each side presented its perspective on the prerequisites for ending the conflict. The heads of the delegations remain in direct contact. We expect the negotiations to continue.

More recently, the Trump administration has been making strong diplomatic efforts with regard to the Ukraine context. On August 15, the Presidents of Russia and the President of United States held a very useful conversation on Ukraine and other issues in Alaska, and had several substantive telephone conversations.

We welcome all constructive initiatives, including the initiatives coming from our partners in the Global South and the Global East. This includes the ideas put forward by Indonesian President Prabowo Subianto in the summer of 2023, the proposals of African countries, and the activities of the Group of Friends for Peace in Ukraine formed in New York at the initiative of China and Brazil. Of course, we would like to see our friends make statements in support of the Russia-US dialogue on Ukraine.

On a fundamental level, clearly, durable peace is impossible without eradicating the underlying causes of the conflict which include threats to Russia’s security that arose in the wake of NATO’s expansion and attempts to drag Ukraine into this aggressive military bloc. These threats must be eliminated, and a new system of security guarantees for Russia and Ukraine must be formed as an integral part of a pan-continental architecture of equal and indivisible security in Eurasia.

It is no less important to ensure the restoration and observance of human rights in the territories remaining under the control of the Kiev regime, which, as I noted earlier, is exterminating everything connected with Russia, Russians, and Russian-speaking people, including the Russian language, culture, traditions, canonical Orthodoxy, and Russian-language media. Today, Ukraine is the only country where the use of the language spoken by a significant portion of the population has been outlawed.

For peace to be durable, the new territorial realities that emerged after the accession of Crimea, Sevastopol, the DPR, the LPR, and the Zaporozhye and Kherson regions to the Russian Federation following the referenda must be recognised and formalised in an international legal manner. Finally, Ukraine’s neutral, non-aligned, and nuclear-free status must be ensured. These conditions were spelled out in Ukraine’s 1990 Declaration of Independence, and Russia and the international community used them to recognise the Ukrainian statehood.

Question: Is Russia genuinely seeking peaceful settlement, or is all of that just playing for time in order to adjust the military strategy by redeploying troops or mobilising supplies to the line of contact?

Sergey Lavrov: Russia has always been and remains open to a political and diplomatic settlement in Ukraine. However, it must bring durable peace, not a mere ceasefire. We do not need a pause that the Kiev regime and its foreign handlers will use to regroup forces, continue mobilisation, and re-build their military capability.

Sustainable solution cannot be achieved without eliminating the underlying causes of the conflict. It is crucial to remove threats to Russia’s security caused by NATO expansion and dragging Ukraine into this military bloc. It is no less important to ensure human rights in the territories that remain under control of the Kiev regime, which since 2014 has been destroying everything that is related to Russia, Russians, or Russian-speaking people, including the Russian language, culture, traditions, canonical Orthodox Christianity, and Russian-language media.

There must be international legal recognition of the new territorial realities arising from the inclusion of Crimea, Sevastopol, and Donetsk People’s Republic and Lugansk People’s Republic, as well as the Zaporozhye and Kherson regions into Russia. These people decided on their future by freely expressing their will during the referendum. Our agenda includes demilitarisation and denazification of Ukraine, lifting sanctions on Russia, rescinding all lawsuits against Russia, and returning the illegally seized Western-based assets.

These provisions must be included in a legally binding agreement for peaceful settlement. Ukraine should return to the origins of its statehood and adhere to the spirit and letter of the instruments that formed its legal basis. As a reminder, the provision on Ukraine’s neutral, non-aligned, and nuclear-free status is enshrined in the 1990 Declaration of its state sovereignty. In August 1991, the Verkhovnaya Rada adopted the Act of Declaration of Independence of Ukraine, reaffirming the inviolability of the provisions of this Declaration. Reference to the Act of Declaration of Independence is included in the preamble of the applicable Constitution of Ukraine.

Question: What is your perspective on peace talks?

Sergey Lavrov: At our initiative and with the assistance of our Turkish partners, direct talks with the Ukrainian side without preliminary conditions took place in Istanbul. Two negotiating rounds were held on May 16 and June 2. The timeframe for the third round is being determined. The negotiating process has led to signing agreements on a number of humanitarian issues, such as swapping detained civilians and POWs, among them severely wounded and ill people, as well as younger soldiers under the age of 25, and repatriating over 6,000 dead bodies of Ukrainian servicemen to Ukraine and laying them to rest.

We have been provided with a list of 339 children who lost contact with their parents or legal representatives. This refutes Kiev’s untruthful propaganda claims about 19,000 children allegedly kidnapped by Russia. Proper checks are being conducted with regard to each child on the Ukrainian list. Everything will be done to have them reunite with their families.

The Office of the Presidential Commissioner for Children’s Rights is putting together a counter-list for Kiev. Preliminary, it includes 10 children currently in Ukraine and 8 minors in European countries. We expect the Ukrainian side to handle our list responsibly, and the children will reunite with their families in Russia.

Question: Following up on the underlying causes of the conflict, Russia claimed that ethnic Russians were persecuted by Ukrainian authorities. Additionally, Russia cited Ukraine’s prospective NATO membership as a cause for concern. Why does Moscow take this as a threat considering that NATO is a defensive alliance?

Sergey Lavrov: Russians in Ukraine were persecuted and killed. This policy was adopted immediately after the February 2014 coup in Kiev. Nationalists seized power and promised to “drown Crimea in blood,” because it refused to accept the coup outcomes. They sent “friendship trains” with neo-Nazi thugs onboard to the peninsula for them to crack down on the residents of Crimea. In Odessa, activists who refused to embrace the new authorities in Kiev were burned alive in the House of Trade Unions on May 2, 2014. Not a single perpetrator of that crime has been brought to justice to this day, even though they have been identified from publicly available surveillance videos, among other evidence. The Ukrainian punishers have killed more than 10,000 Russian and Russian-speaking civilian residents of Donbass since 2014.

The Kiev regime has declared war on the Russian language and Russian culture. In violation of the Constitution of Ukraine and Kiev’s international obligations in the field of protecting human and ethnic minority rights, laws have been adopted that ban the use of the Russian language in education, scientific research, culture, media, advertising, services, and even everyday life. Ethnic Russians who refused to abandon their ancestry and traditions have faced sweeping discrimination.

Other ethnic groups, including Hungarians, Romanians, Poles, Bulgarians, Armenians, Belarusians, and Greeks, have experienced forced Ukrainisation as well. Budapest is well aware of this. Russia and Hungary are openly raising their voices in defence of their compatriots. We can join forces in this regard.

In addition to Kiev regime’s racism and discrimination against everything Russian in Ukraine, NATO’s eastward expansion that goes hand in hand with transforming Ukraine into a military foothold to contain Russia is another cause of this conflict.

The North Atlantic Alliance has long ceased to be a defensive alliance, even though NATO leaders continue to claim so. The military adventures in Yugoslavia, Iraq, and Libya cannot be explained by the need to protect member states’ territories. From whom were NATO countries defending themselves in those countries? Who was attacking them? NATO bases in Ukraine and dragging Ukraine into this bellicose alliance pose a direct threat to our national security.

We find this state of affairs unacceptable. That is why, in late 2021, we asked the United States and NATO to provide Russia with security guarantees without altering Ukraine’s non-aligned status. Our initiative was turned down. The West continued pumping weapons into Ukraine betting on a forceful solution to Donbass and Crimea issues. As a result, we were left with no choice but to launch the special military operation. I am convinced that any country with any sense of dignity would have done the same given the circumstances.

Question: On what grounds does Russia claim sovereignty over Crimea and the four recently annexed regions?

Sergey Lavrov: Using the term “annexation” in this context is unwarranted and unacceptable. In accordance with international law, referendums were held in Crimea, Sevastopol, and the Lugansk and Donetsk people’s republics, as well as the Zaporozhye and Kherson regions. The turnout was very high, and the overwhelming majority of the voters cast their votes for reunifying with their historical homeland, Russia. In doing so, the people exercised their right to self-determination as enshrined in the UN Charter. This constitutes the grounds on which Russia exercises sovereignty over the above territories.

For some reason, whenever the West makes a reference to the UN Charter, it does so selectively, yanking, for example, just the territorial integrity aspect (Article 2.4 of the Charter), and ignoring the right of peoples to self-determination (Article 1.2), as well as the obligation to respect “human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion” (Article 1.3). This is a case of unadulterated manipulation and double standards.

As you may be aware, in 1970, following many years of debate, the UN General Assembly adopted by consensus the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations. It stipulates that the principle of territorial integrity applies to states whose governments observe the principle of equal rights and self-determination of peoples and, as a result, “represent the whole people belonging to the territory without distinction as to race, creed or colour.”

Any unbiased observer can clearly see that the Kiev regime, which has elevated Russophobia to the level of state policy, does not represent the people of the Russian-speaking regions of Ukraine, including Crimea, Sevastopol, Lugansk, Donetsk, Zaporozhye, and Kherson. As I earlier noted, people who identify as Russians and strive to preserve their identity, language, culture, and religion have been told in no uncertain terms that they are second-class citizens – outliers – in Ukraine. For example, in 2021, Zelensky publicly referred to residents of southeastern Ukraine as “species” and urged them to “make off to Russia for the sake of their children and grandchildren.” One could say they followed this advice by voting for “homecoming” to the Russian Federation. Since the Kiev regime does not represent the people of these regions, it cannot, under international law, claim that the principle of territorial integrity should apply to the Ukrainian state in its current form.

Question: We also have a question about Russian-Hungarian relations. President Vladimir Putin has repeatedly called them “pragmatic.” How should this be construed in the context of bilateral cooperation?

Sergey Lavrov: We value the balanced approach of the Hungarian leadership, which, despite unrelenting pressure coming from NATO and Brussels, maintains a pragmatic course in its relations with our country.

Despite sanctions on Russia, bilateral trade and economic ties continue to expand. The flagship project of our cooperation – the expansion and modernisation of the Paks Nuclear Power Plant – is progressing successfully. The facilities of the plant’s construction base are under construction and will have been completed by late 2025.

Russian hydrocarbons are being delivered as planned. Russia values its reputation as a reliable supplier and is willing to work with its Hungarian partners on all issues that may arise.

Overall, prospects are good for continued dialogue with Budapest based on mutual benefit and respect for each other’s interests.

Question: Several Western intelligence agencies reported there was evidence that President Putin intends to “occupy” the Old World or to expand Russia’s influence in Europe. European political leaders often repeat such claims. How does the Russian Federation react to these accusations? When does Russia plan to “occupy” Europe?

Sergey Lavrov: Indeed, there are such accusations. We hear them. Perhaps, those making them know more about Russia’s plans than we do. At the very least, we are unaware of any of our plans “to invade Europe,” much less “to occupy” it.

On a serious note, though, experts and analysts who believe that the ruling circles of European and North American countries are wasting no time building an image of Russia as an enemy have a point there, and these circles are doing so to consolidate the people that are weary of socioeconomic issues. They keep demonising our country through media manipulations. They are forcing on the public consciousness an idea that the Russian leadership allegedly entertains imperial ambitions.

It is entirely possible that, by inflating the myth of a Russian threat, they are trying to divert attention from their own failures in addressing real issues, such as inflation, rising unemployment, declining real incomes, illegal migration, and the ensuing surge in crime.

What really saddens and concerns us is the fact that precisely “united Europe” is fanning Russophobia, relaunching the military-industrial complex, and antagonising Russia. Once an integration project, the European Union has in no time morphed into a military-political bloc, essentially an offshoot of NATO. This is a dangerous dynamic that can have far-reaching consequences for all Europeans.

From October 10 to 25, Sevastopol hosts the festival of the Movement of the First “Family Team” within the framework of the All-Russian project “Challenge of the First”. Students of Sevastopol schools participate in it together with their parents and family members. The teams will have to pass tests in various sports activities: jump rope, long jump, flexibility, relay race and darts.

The first competitions have already been held in schools No. 12 and No. 8. In addition to the prizes, additional nominations were introduced in Sevastopol to mark the most flexible, fast and agile participants of the festival. Even a support group can also receive a certificate for the most creative poster.

“One of the values of the First Movement is a strong family. Nothing unites parents and children as much as joint activity, especially if it is useful and very active, because the culture of a healthy lifestyle is formed primarily in the family when children see the example of their parents. Parents are especially different in the tests — they cannot convey the excitement and support that they demonstrate during the tests, and most importantly, that children, seeing this support, cope even better. I am sure that such festivals will become a good tradition of our Movement,” said Anna Molchanova, Chairman of the Council of the regional branch of the Movement of the First.

Everyone can support the family sports festival of the Movement of the First. To do this, you need to register on the website and submit an application, specifying the team, type of activity and distance.

Yulia Pankova, a resident of Sevastopol, the founder of a family carpentry workshop, won the Entrepreneurship nomination of the Woman of the Russian World competition. Together with her husband Yuri, they are engaged in the manufacture of goods made of wood.

Carpentry is a family business that has been passed down from generation to generation by the Punks. Parents also involve children in the family business. In addition, Yulia is actively involved in social projects and in 2023 won the regional stage of the Mom Entrepreneur competition.

The solemn ceremony of awarding the winners of the World Competition “Woman of the Russian World” took place at the site of the IV Eurasian Women’s Forum. The competition was organized by the World Federation of Russian-speaking Women.

“Entrepreneurs of Sevastopol, who actively participate in such large contests, get the opportunity to declare their product and tell the whole country about the features and values of our city. In many ways, they are helped by the Sevastopol center “My Business”, which since 2019 allows entrepreneurs of the city to receive all the necessary services at all stages of the development of their business – from the search for an idea to the export of business. In just eight months of this year, about 1,750 SMEs benefited from the support of the Center,” said Deputy Governor Maria Litovko.

The winner is Julia Pankova noted that she was very proud to receive such an award.

“I saw information about this competition on the Internet and decided to apply. After a while, quite unexpectedly, I received a call and was informed that I had become the winner in the Entrepreneurship nomination. When I learned about the victory, I experienced the most positive emotions. It is a great pride for me to be on a par with the recipients of this award. In the application itself, I tried to reflect and tell about the preservation and strengthening of traditional family values using the example of our carpentry workshop, about participation in social projects,” Yulia Pankova shared.

In total, this year the World Award of the Federation of Russian-speaking Women “Woman of the Russian World” was awarded in five categories: “Art and Culture”, “Social Projects and Volunteerism”, “Youth Policy”, “Entrepreneurship”, “PR and Journalism”.

The grand opening of a photo exhibition dedicated to the Year of the Family took place on the square adjacent to the Palace of Children and Youth Creativity. The guests of honor were the acting director of the Department of Education and Science Maxim Krivonos and the regional coordinator of the All-Russian project “Navigators of Childhood” Natalia Zagorodnyaya. The meeting was attended by the advisers of the directors of education with their families, relatives, friends, as well as activists of the First Movement.

“Today we opened the exhibition of the big family of the education system. It is very symbolic that the exhibition in honor of the Year of the Family replaced the exhibition at the same place in honor of the Year of the teacher and mentor. Many people believe that a teacher is a person who is with children at school all the time, and the teacher’s family sometimes fades into the background. Today we have shown that mentors, navigators of childhood, are the same as all other residents of Sevastopol. They have a family too. They have brothers, sisters, moms, dads, grandmothers, husbands, children. And it is very important that the advisers of the directors of education show by their example what a family is, what traditional family values are. What our President says: that it is necessary to keep faith, traditions, respect elders, love relatives, honor parents – these basic things are embedded in our cultural code. When working with children, it is important to become an example for them, to show love for the Motherland and neighbor by your actions and attitude to life. Because we are all one big family – Russia,” Maxim Krivonos said.

The navigators of childhood shared special stories that were reflected in the photos. So, Lydia Skovorodina, adviser to the director of education at school No. 9, is pictured with her family – her husband and children, Tatyana Starodedova from school No. 31 is pictured with her closest person – her mother, who helped her decide on a profession, Alina Goncharenko, adviser to school No. 14, is pictured with her brother and sister – at a bright event dedicated to the end of the school year, Ekaterina Kazeeva, advisor to the director of school No. 19, along with her youngest son, at the change of the “Eaglets of Russia” at the Laspi children’s camp.

“Family is an atmosphere of complete mutual understanding, respect and support. No career and no money can replace a strong father’s hug and a gentle mother’s kiss, which gives great strength. Family includes our colleagues, friends, and mentors who support us in difficult times. The family is our team of Navigators of Sevastopol’s childhood. In the Year of the Family, we have prepared interactive games of the “Eaglets of Russia” project, the regional campaign #Semeyasred92, family mater classes and creative competitions that are already taking place in every school, and the result of the Year of the Family will be a parent-child forum,” Natalia Zagorodnyaya said.

The photo exhibition is divided into four thematic zones: the All-Russian project “Navigators of Childhood”, the Year of the Family in Russia, the Movement of the First, the All-Russian competition “Big Change”.

“The photo captures a wonderful moment of school life. I myself am a graduate of School No. 14, where I now work as an advisor. In the photo, my brother and sister, who also study at this school, are with me. The Year of the Family is a great occasion to remind you once again how important it is that we have each other! And, of course, we are incredibly pleased to realize that one day our grandmother will walk along the Sevastopol embankment and look at this wonderful photo and she will be overwhelmed with a sense of pride for us,” Alina Goncharenko shared.

The peculiarity of the exhibition is that any student, teacher, parent can switch to federal projects using a Qr code and find a direction they like, in which they can develop their creative abilities and realize their wildest ideas.
