The CIS Scientific and Creative Intelligentsia Forums are the largest annual humanitarian events in the Commonwealth, which summarize the results of the past year, discuss joint action plans, and develop recommendations on the most pressing issues of interaction in the field of science, education, culture, information, tourism, sports, and youth work.

The forums have been held in different countries in turn since 2006. The Russian Federation is hosting the Forum of Creative and Scientific Intelligentsia for the fourth time. The events were held in Moscow three times. Ufa is hosting the Forum for the first time.

The theme of the current XVII Forum – “The Commonwealth of Independent States: common values and diversity of cultures” involves discussing cooperation plans taking into account modern realities and identifying priority areas and forms of work.

At plenary sessions and in specialized sections, scientists, educators and artists will discuss various aspects of professional interaction: new formats of cooperation in the educational sphere, volunteerism as a resource for the development of society, integration processes in the formation of intercultural dialogue.

Meetings of heads of specialized humanitarian associations of the CIS will take place on the sidelines of the Forum. The round tables will be held by cinematographers, heads of creative universities, specialists in organizing inclusive projects. A separate meeting will be devoted to preparations for the 80th anniversary of Victory in the Great Patriotic War.

Traditionally, a meeting of representatives of the governing bodies of humanitarian cooperation of the Commonwealth is timed to coincide with the Forum: The Council for Humanitarian Cooperation and the IFGS Board.

The culmination of the Forum will be a solemn ceremony of awarding the laureates of the main Interstate award of the CIS – “Stars of the Commonwealth”, which is awarded for outstanding achievements in the field of art, science and education. The laureates of the CIS Youth Award, the Commonwealth of Debuts, will also receive their awards.

The CIS Youth Symphony Orchestra will perform as part of the cultural program of the Forum. The creation of the orchestra is one of the landmark projects of the IFGS. The team was first assembled in 2007. It traditionally includes young musicians from the Commonwealth countries, winners of prestigious music competitions. Over the years, the orchestra has been led by famous conductors Yuri Simonov, Vladimir Spivakov, and Vasily Valitov. This time, the orchestra will be led by People’s Artist of Russia Sergei Skripka, winner of the Stars of the Commonwealth Award.

The forum will end with the adoption of a resolution in which the participants of the event will summarize the results of their joint work and formulate tasks for the near future.

It is planned to take part in the work of the Forum: Chairman of the IFGS Board, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Russian Federation Polad Bulbul oglu, Co-Chairman of the IFGS Board, Special Representative of the President of the Russian Federation for International Cultural Cooperation Mikhail Shvydkoi, heads of relevant Ministries and departments of the Commonwealth countries.

Dear ladies and gentlemen,

Even from a distance, I feel the warm hospitality of our Bashkir friends. I am sincerely grateful to the organizers of the conference for the opportunity to speak again at such an authoritative discussion forum, this time in Ufa.

Russia and the Central Asian states are natural allies and partners due to a number of factors. First of all, it is geographical proximity. The longest land border in the world between the two countries runs between Russia and Kazakhstan – over 7.5 thousand km, which is about a third of the total length of all land borders of the Russian Federation. Therefore, we have common external challenges and threats that we jointly confront, including the terrorist threat emanating, including from Afghan territory, covered by pseudo-religious rhetoric (terrorism, as you know, has no nationality and religion). The presence of Russian military bases in the region (201st in Tajikistan and 999th in Kyrgyzstan), close military and military-technical cooperation between Russia and the Central Asian states, cooperation on border protection, joint work of law enforcement agencies and special services in the fight against drug trafficking and organized crime make our country an almost uncontested guarantor of stability and security.

We have a common historical heritage, despite the fact that a little over 30 years ago we ceased to be one country, but remained good neighbors, preserving fraternal ties of friendship. Effective integration mechanisms in the post-Soviet space – the CIS, the EAEU, and the CSTO – contribute to our political, economic, cultural and humanitarian ties. Relations are based on such fundamental principles as mutual respect for sovereignty, equality and mutual consideration of interests. Russia fully respects the sovereignty and territorial integrity of the Central Asian countries, considers it incorrect to equate these concepts with distance from Russia, the rupture of historical ties between the states of the region and the Russian Federation, which the West is trying to lead to by maliciously exploiting these lofty concepts.

In the context of the current geopolitical turbulence, Russia’s relations with the countries of Central Asia are being adequately tested for strength. We maintain an intensive political dialogue at the highest and highest levels. In 2023, we counted more than 90 such contacts.

The first Russia-Central Asia summit in October 2022 in Astana was of decisive importance for the progressive development of Russia’s relations with the Central Asian states.

A significant contribution to the development of relations with Kazakhstan was made by the visit of Russian President Vladimir Putin to this country in November last year. It resulted in the signing of a detailed political statement dedicated to the 10th anniversary of the Treaty between the Russian Federation and the Republic of Kazakhstan on Good-Neighborliness and Alliance in the 21st Century, as well as the approval of a Joint Action Plan for 2024-2026 with strategic objectives for the future. More than 10 intersectoral and interdepartmental agreements were concluded on the “margins” of the visit. The Presidents took part in the plenary session of the XIX Forum of Interregional Cooperation between Russia and Kazakhstan in Kostanay on the theme “Agriculture is the basis of a strong economy”, an annual event that traditionally gives a powerful impetus to the development of human and business ties between Russian and Kazakh regions.

President of the Republic of Tajikistan E.S.Rahmon visited Russia three times in 2023, which gave a powerful impetus to specific bilateral projects and further formation of the regulatory framework of Russian-Tajik relations. Russian Russian Drama Theater In this context, I would like to note the implementation of intergovernmental agreements signed at the end of last year on the construction of a Center for Gifted Children in Dushanbe and a new building for the V.V.Mayakovsky Russian Drama Theater, which will be a significant step in popularizing the Russian language and promoting our cultural and humanitarian agenda in this republic as a whole.

Following the results of the official visit of the President of the Republic of Uzbekistan Sh.M.Mirziyoyev to the Russian Federation on October 5-7, 2023, a list of agreed instructions covering all areas of bilateral cooperation was approved, and a joint statement of the heads of state on deepening comprehensive strategic partnership and alliance was adopted. The expansion and deepening of trade, economic and investment ties, industrial cooperation, the development of energy projects, including the construction of a nuclear power plant in Uzbekistan, strengthening transport connectivity and the implementation of relevant major infrastructure projects have been identified as priorities. Significant potential for cooperation in agriculture, banking, cultural and humanitarian spheres has been confirmed.

Important events were held with the participation of representatives of the Kyrgyz Republic and Turkmenistan.

The annual presence of the leaders of all Central Asian states at the Moscow celebrations on the occasion of Victory in the Great Patriotic War, embodying the unity of fraternal peoples in the fight against the Nazi invaders, partnership and alliance of our states today, is deeply symbolic.

We are the most reliable and key trade and economic partner for the region, which is confirmed by the consistent growth of trade turnover. In 2023, its total volume exceeded 44 billion US dollars. Russia accounts for 33% of all foreign trade in Central Asia. To a large extent, this is ensured by switching to mutual settlements in the national currency. Currently, the volume of such settlements with Kazakhstan, Kyrgyzstan and Tajikistan has reached 80%, with Uzbekistan – 55%, with Turkmenistan – 24%.

Thanks to Russian capital, more than 600 thousand people are employed in Central Asia. The absence of visa barriers (with the exception of Turkmenistan), the presence of a specialized regulatory framework and the prevalence of the Russian language in the region make the Russian labor market almost no alternative for Central Asian citizens traveling abroad to earn money. Every year, remittances from migrant workers provide income for millions of households in Kyrgyzstan, Tajikistan and Uzbekistan. We are working with our partners to ensure that the selection for work in Russia is more orderly, takes into account the interests of all interested parties, and is not an easy loophole for the penetration of carriers of terrorist and extremist ideology into our country.

We aim the work of our mechanisms of trade and economic cooperation with the Central Asian states, including intergovernmental commissions and business councils, at the consistent development of cooperation in this area, taking into account that the Central Asian region has promising prospects for economic growth. So, in the first twenty years of the current century, it exceeded the global average by 2.5 times. Over the past 7 years, the trade turnover of Central Asia with the outside world has increased by more than 2 times. In the next 30 years, the expected average annual growth rates of GDP and foreign trade, as well as the rate of population growth, will be ahead of the global average. In conditions of disruption of traditional logistics chains, the development of international transport corridors (MTCs), providing continental infrastructure connectivity, is of particular importance. As a matter of priority, we are cooperating with partners on the eastern route of the North-South ITC, which runs along the coast of the Caspian Sea through the territories of Russia, Kazakhstan, Turkmenistan and Iran. By 2030, the volume of Russian traffic on it may reach 5 million tons. Its full-fledged loading will allow it to compete with the Suez Canal for cargo flows from Asia.

Russia remains the absolute leader in assisting the countries of the region in school education and training of highly qualified specialists. Joint secondary schools with teaching in Russian are successfully operating in Tajikistan and Turkmenistan. In the foreseeable future, the emergence of such educational institutions in Kyrgyzstan. It is also planned to open branches of leading Russian universities in this country: Moscow State University. M.V.Lomonosov, Kazan Federal University and the Higher School of Economics, in Uzbekistan – the Russian University of the Humanities, the Moscow State University of Geodesy and Cartography and the North Caucasus Federal University. A project to establish a joint Russian-Turkmen university in Ashgabat is at the approval stage. All this will be a solid addition to the 25 branches of Russian universities already operating in the region. At the same time, about 200 thousand citizens of Central Asian countries study in Russia itself, of which over 75 thousand are at the expense of the federal budget.

Of course, we in no way forget about the environmental problems of the region. The Russian Government has approved a special project to assist the International Fund for Saving the Aral Sea. We hope for its early practical launch.

At the same time, the West does not abandon attempts to “reformat” the region for itself, stake out access to its natural resources, put transport corridors running through it under control, and turn Central Asia into a springboard for threats to Russia’s security. Our partners are promised multimillion-dollar investments, expanded access of goods to the European market, while demanding strict implementation of anti-Russian restrictions under the threat of so-called “secondary sanctions”. The United States and NATO are trying to involve the countries of Central Asia in “partnership” programs and trainings, and they do not stop calling for the resumption of joint exercises in the region and the deployment of their military infrastructure. Assistance is being offered in the protection of state borders, the fight against terrorism and drug trafficking using its own equipment and software, including within the framework of relevant EU programs. In parallel, the processing of public opinion by controlled media and NGOs is underway.

I am sure that the leadership of the Central Asian countries understands the dangers that the policy of the “collective West” may conceal. The strategic calculation of our enemies is obvious: to sow discord between the Central Asian republics and Russia. Apparently, overseas and in Brussels, they think that the countries of Central Asia will not “resist” Western expansion for a long time. We are convinced that the Central Asian capitals are aware of all the risks and potential damage from excessive rapprochement with the West, following its promises and joining anti-Russian sanctions.

So, recently, the United States and the EU have tactically somewhat laid down their pressure on our friends in the human rights dossier. It seems that Washington and Brussels are playing a dishonest game in order to solve the ultimate task – to gain access to the region’s resource base and control of the transport arteries running through it, as well as to the water use system. Further, the current governments of the Central Asian countries are not fellow travelers to the West. Accordingly, the danger of “color revolutions”, which, as is known, are widely practiced by the West, will be publicly announced.

Against this background, Russia has been and remains a reliable partner, firmly defending the sovereign right of the Central Asian countries to independent development in accordance with their political and ethno-cultural traditions and worldview.

In his welcome speech, the Head of the Republic of Bashkortostan thanked the Minister for the opportunity to present the prospects of Bashkortostan to multiple diplomats and experts of various levels, including the overseas ones.

“This is a milestone for our republic’s growth. As you know, we are actively involved in foreign trade and over the recent years, with the assistance of the Ministry of Foreign Affairs of Russia, we have established a considerable number of our trade missions abroad”, said Radiy Khabirov. “We are rapidly expanding our cultural ties, too. We profoundly cooperate with our key partners, Belarus and Kazakhstan. Then, as part of our collaboration with Abkhazia, we are planning to build a colonnade in Ufa this year, which will symbolise the friendship between the Bashkir and Abkhaz peoples”.

The Russian Foreign Minister highlighted that through the efforts of the management team, the republic retains leadership in Russia in terms of economic development, as well as cultural and sports activities.

“In this field, Bashkortostan is in the vanguard of our country.  I would like to thank you for your devoted engagement in the foreign trade. In addition, I know that sport is a rapidly developing industry in the region. For instance, a world-class modern centre for canoe slalom is currently under construction in Ufa”, Sergey Lavrov said. “Alsu Minazova, who represents the republic, is one of our best canoe slalom athletes in Russia. I wish the athletes of Bashkortostan good performances and more brilliant victories”.

Radiy Khabirov, the Head of the Republic, invited Sergey Lavrov to take part in the events dedicated to celebration of the 450th anniversary of Ufa, which will be held in the summer and autumn of 2024.

“We are actively expanding our foreign relations, we have signed foreign trade agreements with 105 countries. Besides, Ufa has repeatedly become a venue for major international events, including top-level ones.

“We also talked with our international partners about our preparations for the Russia – Country of Sports forum, which will take place in Ufa in October this year, following an assignment by Vladimir Putin, the President of the Russian Federation. Then, we outlined the projects to be implemented by the anniversary of the capital of our republic. Together with many of these countries, we are running major investment projects, which are already underway in our region. Our republic is ready for cooperation, so I am sure that such projects will be a common practice in the future”, said Rustam Muratov.

The visitors were able to appreciate the Bashkir traditional culture and hospitality as soon as they approached the cultural center. A Bashkir yort was set up outside of the center, and the participants of the event were welcomed by artists wearing national Bashkir costumes. The guests were treated with kumiss.

As part of the exhibition of the Republic of Bashkortostan, the guests were introduced to the republic’s achievements in various fields.

A striking illustration of the republic’s progress in industrial sector is the Amkodor-Alga plant, a joint Bashkir-Belarusian project, built within record-breaking 9 months.

“The Republic of Belarus is one of the main partners of Bashkortostan. We are working together on the Bashkir-Belarusian Industrial and Investment Cluster project expected to attract about 60 billion RUB of investments. In view of the expanding cooperation between the Republic of Bashkortostan and the Republic of Belarus, last year we were given the opportunity to hold the 10th Anniversary Forum of the Regions of Russia and Belarus. Given its success, as well as the experience accumulated by Bashkortostan and the close cooperation between Bashkortostan and Kazakhstan, this year the region will become the venue for the 20th Forum of Interregional Cooperation between Russia and Kazakhstan.  In general, we are especially focused on cooperation with the countries where the region’s representative offices operate. Last year, we organized about 80 mutual visits followed by growing total trade turnover between Bashkortostan and the five countries where the offices operate.  Following the results of the last year, mutual trade turnover has increased by 6.3% compared to year 2022 and made up almost 60% of the total trade turnover of the Republic”, said Margarita Bolycheva, the Minister of Foreign Economic Relations and Congress Activities of the Republic of Bashkortostan.

The Inter-University Student Campus of the Eurasian Research and Education Centre, the first of its kind in the country, was opened in 2023 and presented at the exhibition as proof of further development of the republic’s education towards the international direction.

The exposition also showed some natural sites: the Shulgan-Tash cave with wall paintings dating back to the Palaeolithic, the Yangan-Tau Geopark, which was the first in Russia and the CIS countries to be included in the UNESCO Global Geoparks Network, and the Toratau Shikhan. Another highlight of the exhibition was the upcoming events dedicated to the 450th anniversary of Ufa.

The international guests were impressed by such a high-level presentation and shared their impressions and attitude to the region:

“First of all, I would like to say that the presentation was amazing, it gave us a wonderful and true idea of Bashkortostan. We saw that Bashkortostan is a large region with a diversified industry, economy and culture. Türkiye’s relations with Russia have always been great, and we continue to improve them. As an embassy here in Moscow, we will make every effort to attract more investments to Bashkortostan and promote trade in the future. The new format of interaction in the pilot mode will be tested in 16 regions of the country from different federal districts.

“The need to provide reports on international and foreign economic relations of the regions is dictated by the presidential decree on strengthening coordination of foreign economic relations of the subjects of Russia. It will allow federal authorities to provide comprehensive assistance to the regions in the development of their foreign economic contacts, synchronize the work of the state and the regions to promote the foreign economic agenda, Dmitry Volvach explained. – I am sure that the well-structured interaction between the Ministry of Economic Development and the regions on the implementation of the presidential decree can give, without exaggeration, a synergistic effect.”

The Deputy Minister appealed to the heads of the regional ministries of economic development of the regions with a request to systematically approach the organization and implementation of foreign economic relations with foreign partners, which will increase their practical importance for the economic development of the region as a whole. Commenting on this issue, Minister of Economic Development Maxim Reshetnikov noted that the infrastructure project “Dry Port of Yekaterinburg” deserves attention. Under the conditions of the issued Decree, the implementation of this project makes it possible to form new transport directions, carry out cargo transshipment, and will also contribute to increasing export potential, economic security and industrial development.

“First of all, the regions need to develop individual strategies for foreign economic relations, taking into account their foreign economic objectives, the range of priority countries for partnership, unique competencies, advantageous geographical location, transport accessibility and other competitive advantages,” the Deputy minister noted. – New directions for cooperation with foreign partners can be harmoniously integrated into the already existing strategic acts of the subjects. The main thing is that the regions have an understanding of the goals and objectives in the field of foreign economic relations and mechanisms for their implementation.”

As part of the discussion on the role of the Decree in coordinating the foreign economic relations of the regions, the Minister of External Relations of the Astrakhan Region, Vladimir Golovkov, said that the Astrakhan region is ready to act as a convenient platform for promoting the export products of Russian regions to the markets of the Caspian countries and further along the North–South corridor.

Margarita Bolycheva, Minister of Foreign Economic Relations and Congress Activities of the Republic of Bashkortostan, proposed to give Export Support Centers the opportunity to establish representative offices in foreign countries in the form of trading houses, which, according to the regional minister, will assist in logistics, warehousing and routing of goods.

The regions also need to identify an agency that will be responsible for developing approaches and directions for the development of foreign economic relations in the region and will provide support to sectoral authorities responsible for economic development in establishing relationships with foreign partners.

In addition, Dmitry Volvach called on the participants to interact with official representatives of the Ministry of Economic Development abroad.

“Such cooperation will allow the regions to receive direct support abroad, and for us to be aware of the region’s foreign economic activity in order to develop effective support measures,” he said.

“Previously, tax monitoring was provided only for large companies whose basic taxes for the year were equal to at least 100 million rubles, and annual income was at least 1 billion rubles.  Due to the new amendments to the Federal Law, companies with lower tax and monetary turnover will now be able to afford tax monitoring,” the minister said.

Alexander Bazaev, General Director of the Lipetsk SEZ, said that residents will be able to digitize accounting and receive support from tax authorities. “The value added tax will be reimbursed 2 times faster – 5 days instead of 10. When conducting accounting, the number of possible typical errors will be significantly reduced. There will be no need for desk and field inspections. The specialists of our companies who deal with accounting and tax reporting are really waiting for these changes. At the moment, residents are forced to collect a huge package of documents for VAT verification, which includes invoices, contracts concluded with all counterparties,” Alexander Bazaev stressed.

“The amendments are aimed at further improving the operation of the SEZ instrument. The Tax Service of Russia is one of the most advanced structures among federal agencies in terms of technical development, one of the first to apply new digitalization practices. Access to tax monitoring will simplify the lives of SEZ residents and improve the interaction of the tax service with SEZ investors,” commented Kirill Polyakov, Vice Governor of St. Petersburg.

“The state has given guarantees of non-application of legislation on taxes and fees to residents of the SEZ, which worsen their situation, which is also important for the financial and economic activities of enterprises. Thus, tax advantages for residents bring their service as taxpayers to a qualitatively higher level and facilitates their work,” said Anton Afanasyev, General Director of the Dubna SEZ.

“These amendments to the Tax Code of the Russian Federation will make all regulations governing the application of tax preferences at the regional level more universal and understandable for businesses.

Residents of the SEZ, along with participants in industrial clusters, will now receive the unconditional right to tax monitoring. Previously, many residents of the SEZ – SME entities faced obstacles due to high criteria for indicators of the total amount of taxes paid, income received, and the value of assets for the reporting year.

The new bill eliminates these complications for SEZ residents, which will undoubtedly increase the investment attractiveness of special economic zones,” commented Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZ of Russia.
