In the first half of the year, budget revenues increased by 68.5%, to 5.7 trillion rubles.

Oil and gas revenues of the federal budget of Russia in January – June increased by 68.5% compared to the same indicator in 2023, to 5.7 trillion rubles. This is stated on the website of the Ministry of Finance.

“Oil and gas revenues amounted to 5,698 billion rubles, exceeding the figures for the same period of the previous year (+68.5% yoy), mainly due to rising prices for Russian oil. At the same time, the receipt of oil and gas revenues has developed at a level exceeding their base size, and in accordance with the parameters of the forecast of socio-economic development, a steady excess of oil and gas revenues over their base level is also expected in the coming months,” the message says.

The Ministry of Finance recalled that, taking into account the change in the forecast of socio-economic development, the amendments to the federal budget law provide for a slight decrease in the estimate of additional oil and gas revenues (sent to the NWF by the end of the year) in 2024.

The priority task of the EEU countries is to create common markets for electricity, gas, oil and petroleum products, Minister of Energy and Infrastructure of the Eurasian Economic Commission Arzybek Kozhoshev said, the press service of the EEC reports.
He discussed the development of energy in the Eurasian Economic Union in the context of new challenges with the participants of the plenary session “Energy Dialogue: Global Challenges and Joint Solutions” at the Energy Forum 2024.
Kozhoshev noted that energy is one of the strategic directions for the development of Eurasian integration, which determines the dynamics and pace of development of the EEU economy. In this context, he stressed the urgency of the energy challenges facing the Union and the readiness of the member States to overcome them through joint efforts.

The EEC Minister spoke about the work of the Commission on the creation of common energy markets in the EEU, focusing on the fact that this will ensure the stability and self-sufficiency of the energy systems of the states of the Eurasian Economic Union.

“The priority task of the Eurasian Five is to create common markets for electricity, gas, oil and petroleum products. Systematic work is being carried out on their formation,” he said

At the same time, according to the EEC Minister, countries need to find a balance between traditional and modern energy sources.

“Despite the fact that the EEU countries meet their energy needs mainly through traditional energy sources, work should continue to expand the use of renewable energy sources,” Arzybek Kozhoshev stressed.

“Russian-Chinese relations are based on the principles of equality, mutual respect, and readiness to provide resolute mutual support on issues related to fundamental national interests. Energy occupies an important place in the complex of Russian-Chinese multifaceted relations, plays the role of their locomotive. Despite the challenges that our countries face at the present stage, energy cooperation is rapidly advancing in all directions, is enriched with new content and acquires the character of a genuine strategic alliance,” Alexander Novak said, opening the meeting of the commission.

The Deputy Prime Minister stressed the unprecedented level of growth in trade turnover between Russia and China: to date, it has already exceeded $ 200 billion. A third of this volume was accounted for by energy trade.

Russia traditionally ranks first in terms of oil exports to China. Pipeline gas supplies through the Power of Siberia are increasing. Work is underway on new routes for its supply – both directly from Russia along the Far Eastern route, and through Mongolia. The implementation of all planned projects will increase the total volume of natural gas exports to China to 100 billion cubic meters.

Cooperation on LNG and coal supplies to China is also expanding. The implementation of a number of promising bilateral projects in these areas will bring Russian-Chinese cooperation to a qualitatively new level and lead to new record figures.

Special attention is paid to cooperation in the nuclear sector and in the field of renewable energy sources. Strengthening of partnership in the field of electric power industry and cooperation in the field of renewable energy are discussed.

“We are committed to the closest partnership with the Chinese side in the energy sector in all areas of cooperation. We are talking about further increasing the supply of Russian energy resources to the Chinese market, as well as attracting Chinese investments and advanced technological solutions to the fuel and energy complex of the Russian Federation,” the Deputy Prime Minister said.

President of Belarus Alexander Lukashenko met with President of Equatorial Guinea Teodoro Obiang Nguema Mbasogo on December 9 in Malabo.

After the official ceremony with the performance of the anthems and the company of the guard of honor, negotiations between the heads of state began.

During the talks in a narrow format, Alexander Lukashenko said that he sees great potential for the development of Equatorial Guinea.

Reacting to his colleague’s words that Equatorial Guinea is a small country, Alexander Lukashenko stressed: “You are indeed a small country, but with huge opportunities. Some of the objects that I saw here are simply stunning in their beauty. I thought it would be difficult for us to build such a thing.”

Belarus is ready to cooperate, share experience and technologies in various fields, and help with personnel training.

“I told your vice president (during the meeting at the airport. One thing I came here with: I believe that your country, even with such wealth, should not import what it can produce itself,” the President of Belarus said.

“I totally agree,” replied Teodoro Obiang Nguema Mbasogo.

As you know, with the discovery of oil fields in the mid-90s, the economy of Equatorial Guinea has undergone drastic changes. Previously, it was of an agrarian, raw material, plantation nature, and now over 90% of state budget revenues are generated by revenues from the oil and gas sector.

Then negotiations took place in an expanded format – with the participation of members of the delegations.

The Belarusian Head of State noted that this was his first visit to Central Africa and he was impressed by what he saw in this part of the beautiful African continent. “Beautiful forests, mountains, rivers, and the fish-rich Atlantic Ocean are truly heavenly treasures. And I told the President that you live in paradise. But the greatest treasure of any country, which is equally applicable to Belarus and Equatorial Guinea, is our people. They are kind, hardworking, sincerely willing to take care of their native land, open to new knowledge, experience and sensitive to friends and like-minded people,” Alexander Lukashenko said.

“Over the past six months, we have made an impressive breakthrough – we have exchanged visits at the highest level, created a joint permanent commission for cooperation, held its first meeting, and significantly intensified business activity,” the Belarusian leader stated.

He noted the ambitious goals aimed at improving the well-being of the people of Equatorial Guinea, which the President of this country sets for himself: “Your government is pursuing a policy of openness, striving to systematically develop infrastructure, accelerate the industrialization of the country, and provide the economy with well-trained personnel.”

Alexander Lukashenko noted that he was impressed by the words spoken by the President of Equatorial Guinea at the talks in a narrow format that, by developing infrastructure, the country was lagging behind in providing people with the most necessary things. First of all, it concerns food. “This needs to be compensated. I told the President that we are ready to help you with this. There is already such an experience on your continent. This is Zimbabwe. A country that could not provide bread to its people, today, as the President of Zimbabwe says, exports grain. In just two years we have solved this problem together,” he gave an example of effective cooperation.

The President also noted that Equatorial Guinea actively supports the strengthening of African unity, the reform of the UN Security Council, reflecting the role of Africa in the international arena, and the deepening of political and economic cooperation in Central Africa.

“It is a great honor to have such a friend. Belarus is a reliable partner for Equatorial Guinea. We reinforce our friendship not only with words, but also with deeds. We have no disagreements in the political sphere and there are no topics closed for discussion. Mutually beneficial, friendly and even fraternal relations are developing dynamically between our countries,” Alexander Lukashenko stressed.

He added that the Embassy of Belarus will soon open in Malabo. The Embassy of Equatorial Guinea is expected to open in Belarus by the end of 2024.

During the talks, Alexander Lukashenko confirmed his readiness to provide comprehensive solutions for the development of Equatorial Guinea.

“Belarus has experience in mechanization and industrialization of agriculture, our equipment and technologies are simple and reliable. We produce a wide range of machinery and equipment for other sectors of the economy. I am sure that our cargo, bus, road construction, municipal, fire, quarry, logging equipment will be in demand when implementing the tasks set by the leadership of Equatorial Guinea to improve socio-economic indicators and improve the standard of living of the population. We are aware of the need for comprehensive solutions and are ready to provide them,” the Belarusian Head of State said.

Alexander Lukashenko noted the rapid development of cooperation in the field of healthcare. Belarusian specialists have started training staff in hospitals in Equatorial Guinea. “We have already started and are ready to continue to transfer experience and knowledge in the management of hospital complexes, the organization of primary medical care to your population, training, pharmaceuticals. I am ready to guarantee that the results will impress you,” the President said.

He also stated the need to actively use the opportunities of the humanitarian sphere – education, science, sports, tourism, culture – in order to bring the peoples of the two countries closer together.

In turn, the Belarusian side is interested in the supply of Guinean cocoa, tropical vegetables and fruits, and joint processing of fish products.

“Belarus is ready to become a bridge to Eurasia for your country. We count on your mutual support within the framework of the African Union and other integration associations. I am convinced that this will contribute to the growth of business activity,” Alexander Lukashenko said.

According to him, the joint work of business circles and national chambers of commerce and industry should become a key link in the process of building and forming new sustainable business ties. “We are open for dialogue on all issues of interest and are ready for a substantive discussion of all areas of cooperation,” the Belarusian leader assured.

“Of course, we did not come to your country to do charity work. We don’t have such an opportunity, and we don’t need it. But we are not going to profit at the expense of your people, your country. We are not colonialists. We are your friends. By transferring technologies to you in many areas that you need, we will train your people in these technologies. We will not send our workers to you. We will send a sufficient number of specialists here, whether in agriculture, industry, healthcare, education… And your people will work. And our task is to teach your people this,” the Belarusian Head of State said.

Alexander Lukashenko stressed that Belarusians came to Equatorial Guinea as friends and offered to do everything necessary to expand cooperation to other countries in the region. “I would really like you and me to do everything so that we can move from Equatorial Guinea to other countries of the African continent with the technologies that we will master here. We must help those countries that want the well-being of their peoples and the development of their States. I think we can do it,” he said.

In his statement following the meeting, the President of Belarus called the talks with Teodoro Obiang Nguema Mbasogo very meaningful.

The main emphasis was placed on what Belarus can offer Equatorial Guinea, and what problems, taking into account the experience and knowledge of the Belarusian side, can be solved. “Following the results of the visit and negotiations, we, without exaggeration, launched a new stage in relations between Belarus and Equatorial Guinea. In just a year, work has been done that takes many countries decades to complete. This fact speaks very clearly about mutual interest and the desire to bring the partnership to a qualitatively new level,” the Belarusian leader said.

According to him, in practical terms, key areas have been identified in which the parties will actively work, taking into account both the capabilities of the Belarusian side and the wishes of their African colleagues.

All directions and specific projects are fixed in the roadmap. It is designed until 2026. “Thus, we have put our cooperation on a solid legal foundation. In addition, a package of bilateral agreements and documents has been signed,” the President of Belarus noted.

Among the promising projects: the construction of an agro-town with the necessary infrastructure; the construction of one hundred social residential buildings; the creation of a ceramic brick factory with a capacity of up to 40 million units per year; the supply of fire trucks, construction and other equipment, including for the implementation of a joint logging project and the creation of new farmland; electrification of remote areas. “I’m not talking about healthcare, education and so on,” the Head of State noted.

There are agreements on the cultivation of certain types of crops, the opening of agrochemical laboratories and others.

“I would like to emphasize that agreements have been reached on the implementation of the first stage of the creation of a regional hub for the promotion of Belarusian products to the markets of Central and West Africa,” Alexander Lukashenko said.

The Belarusian side also provided grants to Guinean students to study at medical universities in Belarus. In addition, the Ministries of Health agreed to organize retraining of doctors from Equatorial Guinea in Belarus.

“It was decided to start active work immediately – without any buildup and bureaucratic delays. All emerging problematic issues will be resolved promptly, if necessary, with the involvement of the heads of state. The governments have been instructed to take the necessary measures as soon as possible – financial, legal, organizational,” the Belarusian Head of State said.

He stressed that Belarus has experience of successful work in Africa and other continents, as the President of Equatorial Guinea was able to verify during a conversation with colleagues at the Dubai climate summit a week earlier. “We probably organized a meeting of the African Union there,” Alexander Lukashenko noted with a touch of humor.

The President expressed confidence that the fixed agreements will soon begin to work for the benefit of the people of Equatorial Guinea and results will be achieved in all directions in 2024. He also thanked for the cordiality, warmth and hospitality extended to the Belarusian delegation.

Summing up the negotiations, the Belarusian Head of State expressed several theses, which he discussed with the leadership of Equatorial Guinea. “The country should not spend its currency on purchases of those products and goods that can be produced in Equatorial Guinea. It’s an axiom,” the Belarusian leader said.

“The second. When we meet with some of the representatives of the States, including my friend from Equatorial Guinea, I always talk about technology. And some people start criticizing me.: “Well, what kind of technology, well, not a giant country?” I must say: yes, we are not a giant country, but we have enough of those technologies in agriculture, industry and so on so that Equatorial Guinea, using them, will rise a step or even two steps higher,” the President noted. – And we are ready not just to come and grab some kind of jackpot here, as the colonialists did in the past, but as a result of our cooperation to teach these technologies to people in Equatorial Guinea. We will pass on what we can to the people of Equatorial Guinea. They will pass on to us what the people of this country can do. Including goods. That’s the point of this collaboration.”

Alexander Lukashenko stressed that Equatorial Guinea does not currently need any high technologies. For example, this country does not need to launch spacecraft into space. We are talking about the implementation of more mundane, but extremely necessary projects.

“I want to emphasize once again (the President knows this), I want both the people of Equatorial Guinea and the peoples of Africa to know: we are not coming here to snatch something from the moment. We want to cooperate with you on a mutually beneficial basis. Not to engage in charity work – it will only harm our peoples. We will cooperate for the sake of our peoples,” the President of Belarus said.

He also expressed surprise at what he saw on the island, where the capital of the country, the city of Malabo, is located. “As my staff has already told me, in the territory where we will go or fly tomorrow, it is even more wonderful there. It takes quite a bit for this to be a truly heavenly place. Although you already live in paradise. You have set yourself an ambitious task. I promise you, as my friend, that we can solve this problem. We solved all the problems that need to be solved in Equatorial Guinea today in Belarus 30 years ago. We are all familiar with this. Therefore, we are at your service,” the Belarusian leader assured.

The President stated that the documents signed by the parties are of a general nature, but 74 specific projects have already been agreed upon in the development of these documents. “This is a feat performed by members of the governments of Equatorial Guinea and Belarus, our specialists. There are 74 specific projects that we need to implement in the next 2-3 years. Tomorrow we will start digging in Guinea and solving problems,” Alexander Lukashenko summed up.

In his speech following the talks, Teodoro Obiang Nguema Mbasogo noted the large number of signed agreements and the seriousness of intentions to implement the agreements, which is demonstrated by Belarus. “I have already told my friend what we are fighting for at this moment – for economic independence. We have gained political independence, but still the economy continues to be a deterrent. There are countries that do not want development for Africa. Countries that bring instability, that come up with all sorts of changes to take advantage of our resources,” said Teodoro Obiang Nguema Mbasogo. – But Africans are waking up. We already see that we have been deceived. We are disappointed. And where we had hope, we will not be able to get anything from our former colonialists.”

In this regard, the President of Equatorial Guinea is convinced that it is necessary to change the spheres of interaction in this new process, including working seriously with the Belarusian side. “They are a disciplined people. These are the people who fulfill what they promise,” the President stressed.

He called on the people of his country to act in the same way: “We must fulfill what is provided to our country. Our mentality is part of the brake on our development. Therefore, I urge my compatriots to engage in this cooperation with great discipline. We must understand and learn from our friendly country.”

Teodoro Obiang Nguema Mbasogo also emphasized that Belarus is a self-sufficient country that successfully resists challenges and threats from other states.

“We must break our dependence, the dependence of our economy. We will not be able to grow economically if we need imported products that are produced by other countries,” he stressed. The President of Equatorial Guinea also drew attention to the fact that foreign companies often make many times more profit using purchased raw materials in Equatorial Guinea and other African countries.

Teodoro Obiang Nguema Mbasogo thanked Alexander Lukashenko for his kind attitude towards Equatorial Guinea and expressed readiness to develop cooperation. “I am sure that this will give a good result,” he said.

After the talks in Malabo, Presidents Alexander Lukashenko and Teodoro Obiang Nguema Mbasogo signed a roadmap for the development of cooperation between the Republic of Belarus and the Republic of Equatorial Guinea.

The roadmap was developed taking into account the needs of the Equatoguinean side and is comprehensive. The document covers 15 key areas of cooperation, including cooperation projects, the supply of Belarusian equipment and the organization of its maintenance, the agricultural sector, healthcare, pharmaceuticals and the sale of medical equipment, forestry. The roadmap is designed for 2024-2026.

A package of documents aimed at developing cooperation in various fields was also signed in the presence of the heads of state.

The Foreign ministers adopted a joint statement following the visit of the President of Belarus to Equatorial Guinea.

Agreements have been signed on the promotion and mutual protection of investments, on the avoidance of double taxation and the prevention of income and property tax evasion, on cooperation and mutual assistance in customs matters.

The parties also signed agreements on cooperation in the field of tourism, on mutual recognition of educational documents, and on cooperation in the field of science and technology.

In addition, a number of documents have been signed at the interdepartmental level, including memoranda of cooperation and mutual understanding.

In total, a dozen and a half bilateral documents have been signed.

Teodoro Obiang Nguema Mbasogo awarded Alexander Lukashenko the Order of Independence of Equatorial Guinea.

This order is one of the highest state awards of the country.

“It is a great honor for us to receive such a great man on the territory of our homeland. And we did not expect him to visit us so soon,” said the President of Equatorial Guinea.

He noted that just a few months ago, the leaders of the countries met in Minsk, and after a short period of time, Alexander Lukashenko arrived in Equatorial Guinea. “We are very grateful,” said Teodoro Obiang Nguema Mbasogo.

Accepting the order, Alexander Lukashenko stated: “There is no way out. Equatorial Guinea should be independent!”

Evgeny Dombrovsky, Deputy Director of the Budget Policy and Strategic Planning Department of the Ministry of Finance of the Russian Federation, spoke about the changes in the Russian economy and the principles of the budget policy in Russia during the VIII International Forum “Russia and the World: New Walls or New Rules”.

“The Russian economy is successfully undergoing a period of structural transformation. We have maintained stability, the decline in GDP by the end of last year was only 2%. Taking into account the expected growth rates of the economy at a loss of 2.8% – 3%, we are actually reaching the level of 2021. No one could have predicted such an effect on the economy last year, probably even in the wildest forecasts. The economy has transformed faster than we expected,” said the Deputy Director of the Department.

According to him, this was facilitated by timely government measures and confidence in the Russian financial system, first of all, we are talking about settlements and payments in the national currency and the absence of binding to international settlement centers.

“In general, such a result is the result of responsible economic policy, including budget policy. Now our main task for the long–term period is the formation of financial sovereignty, namely: ensuring a balanced economic policy, the stability of public finances, stable, low inflation, the development of financial infrastructure and the capital market,” Evgeny Dombrovsky added.

He also noted that the implementation of responsible budget policy should take place in accordance with the budget rule, the new design of which was adopted in 2017, although it has undergone some changes since then. “Now we are essentially returning to the scheme that was initially adopted by us. The base price of oil, which formed the basis of the budget rule, is $ 60 per barrel. It is moderately conservative and sufficient to fulfill the obligations of the state,” said the Deputy Director of the Department.

And the second important indicator is the zero primary balance. “We are increasing spending in proportion to the growth of the economy without increasing borrowing. This ensures a stable level of public debt to GDP in the long term,” said Yevgeny Dombrovsky.

The Ministry of Economic Development of Russia and the Ministry of Economic Development and Trade of Tajikistan signed a memorandum on long-term economic partnership. The document was signed by the heads of two departments – Maxim Reshetnikov and Zavki Amin Zavkizoda.

The relevant ministries undertake to promote cooperation between Russia and Tajikistan in the field of investment climate, entrepreneurship and cooperation between the free economic zones of the two countries, as well as to stimulate investment and the creation of joint ventures in the territories of these zones.

The document also provides for the exchange of information and best practices on national initiatives, regional strategies, macroeconomic forecasting, medium- and long-term targeted programs and programs in the digital economy of the two countries.

“Today, Russia is the main trading partner of Tajikistan,” Maxim Reshetnikov said. – Russia exports oil and petroleum products, wood and pulp and paper products, equipment and vehicles to Tajikistan. Tajikistan, in turn, supplies textiles, foodstuffs, agricultural raw materials and metals to Russia.”

Over the past year, the trade turnover of the two countries has grown by more than 20%. According to the results of 9 months of this year, the positive dynamics remains – the trade turnover in physical terms increased by 33%, exports – by 29%, imports – by 8.7%.

Trade and economic cooperation between the two countries is supported by investment cooperation. Russia is one of the leaders in investments in the economy of Tajikistan. On the territory of the republic, 31 projects are being implemented with the participation of Russian companies totaling about 650 billion rubles, in such industries as automotive, energy, industry and digitalization.

Among the largest joint projects are the agreement of one of the largest Russian holdings with the Kulyab free economic zone in Tajikistan on the creation of a textile cluster, the Russian production of cellulose esters and the cultivation of rare medicinal plants in the highlands of Tajikistan. In the near future, an agreement on the launch of a project to connect 30 departments of Dushanbe to the Russian digital system “Smart City” is being prepared for signing.

“Russian coal supply companies are interested in developing hydrometallurgical enterprises for processing raw materials in Tajikistan, and high–tech companies are interested in building a national data processing center for the digital transformation of the republic,” Maxim Reshetnikov commented.

The Government of the Russian Federation has decided to lift from November 17 a temporary ban on the export of motor gasoline, introduced on September 21 as part of a set of measures to stabilize the price situation in the domestic motor fuel market.

Over the past two months, while maintaining high volumes of oil refining at the refinery, the saturation of the domestic market has been ensured and a surplus of gasoline supply has been created, including in the exchange sales channel. As a result, since the beginning of the export ban, wholesale stock prices for motor gasoline have significantly decreased. Gasoline reserves amount to about 2 million tons.

The winter period is traditionally characterized by a reduced demand for gasoline and the completion of the repair cycle at the refinery. In order to prevent the unloading of oil refineries and ensure high levels of production of commercial motor gasoline, as well as taking into account the stabilization of the price situation on the domestic market, it was decided to terminate the temporary ban on the export of motor gasoline.

Monitoring of production and price indicators will continue with the aim of possibly taking operational measures to provide fuel to the domestic market, including the return of the ban on the export of motor gasoline, if necessary.
