Let me thank the organizers of today’s event, the International Discussion Club VISION 3000– for inviting me to speak on an extremely important and relevant topic on the development of the tourism sector.

Undoubtedly, tourism ties contribute to the growth and prosperity of our friendly countries, whose representatives are present in this Hall, through an intercultural and original dialogue of peoples, strengthening a positive image and spiritual and moral values, expanding knowledge and preserving cultural and historical heritage.

In the Kyrgyz Republic, special attention is paid to the development of the tourism industry, including due to the fact that this area is becoming an important factor in economic growth and well-being of the population. To demonstrate tourism opportunities to a large audience, Kyrgyzstan actively uses the largest, reputable exhibition venues around the world. In Russia, the Kyrgyz Republic annually participates in the International Exhibition of Tourism and the Hospitality Industry “MITT”, where our country’s stand presents products and services of companies in the tourism sector and artisans of applied arts of Kyrgyzstan, traditionally popular.

It should also be noted the traditionally high interest from the tourism business community of Kyrgyzstan in participating in such events.

Of course, we always welcome the support of international projects aimed at developing economic, cultural and humanitarian ties, including tourism.

Thanks to the measures and efforts taken, the attractiveness of the Kyrgyz Republic as a tourist country has grown significantly in recent years, which is confirmed by the growing tourist flow to the republic.

By the end of 2024, Russia is positioned in 3rd place in terms of the number of tourists visiting Kyrgyzstan. There has also been an increase in tourists from China, Turkey, the United Arab Emirates, India, Pakistan, South Korea, Malaysia, Germany, the United States, France, the United Kingdom and other countries.

Traditionally, the greatest activity of guests is observed during the summer tourist period. Our pearl, Lake Issyk–Kul, is a well-known attraction for lovers of wellness and beach holidays. Back in Soviet times, teams in various sports gathered here for training events and tournaments. Currently, the lake’s infrastructure and hotel facilities are being actively updated, new hotels, holiday homes, and guest houses are being built for a wide budget.

Other tourist locations in the country are also interesting. Excursions to the places of the Great Silk Road and ethnotourism are in high demand. For lovers of active tourism, our travel companies offer adventure tours.

Today, the country has launched a number of large-scale projects aimed at popularizing winter recreation. Skiing and our ski resorts are already well known to fans of this season. Work is underway to improve the quality of tourist services, and year-round hotels and resorts are being built that meet the most modern international standards.

This new dialogue format, established by the decision of the second Russia-Africa Summit in St. Petersburg in July 2023, is intended to become a kind of coordinating mechanism for the implementation of the tasks set by the heads of State and Government.

In addition to the heads of foreign policy departments and executive structures of integration associations, the event brought together industry ministers, representatives of parliamentary, public, academic, scientific and business circles of Russia and African countries. The total number of participants exceeded 1,500 people.

The central element of the program was a plenary session chaired by Minister of Foreign Affairs of the Russian Federation Sergey Lavrov with the participation of 54 heads of official delegations of African States and regional integration associations, which opened with welcoming messages from President of the Russian Federation Vladimir Putin and Chairman of the African Union, President of the Islamic Republic of Mauritania Mohamed Ould Cheikh El Ghazouani.

The Ministers checked their watches on the most pressing issues on the international and Russian-African agenda, with an emphasis on the implementation of the Action Plan of the Russia-Africa Partnership Forum for 2023-2026, clarified and agreed on promising areas for further enhancing cooperation.

Common approaches to solving global problems and deepening cooperation with an eye to high-quality preparations for the third Russia–Africa summit are fixed in four joint statements approved following the results of the work: general political and three sectoral statements on international information security, the fight against terrorism, and the peaceful use of outer space.

An additional impetus to the multifaceted mutually beneficial cooperation was given by the rich business program of the Conference, which included 20 panel sessions and specialized events. Experts and distinguished guests discussed in detail such priority topics as food security and cooperation in the agro-industrial complex, personnel training for real sectors of the economy, geological exploration, digitalization, cooperation in the fields of education, healthcare, and youth policy. Representatives of the Eurasian Economic Commission and a number of associations of the African continent discussed the “integration of integrations”. In follow-up to the provisions of the Final Declaration of the Second Russia-Africa Summit, specialized meetings were held on international information security, anti-terrorism, and the prevention of an arms race in outer space. An event was held for representatives of the Russian and African media to combat manifestations of neo-colonialism.

Sergey Lavrov held separate meetings with the majority of African delegations on the sidelines of the conference.

A solid package of bilateral memoranda and agreements was signed between Russia and a number of African states.

President Vladimir Putin, in his address at the Russian Foreign Ministry on June 14 this year, outlined the goal of fostering cooperation among the diverse countries and associations of the Eurasian continent. This aims to harmonise their efforts towards ensuring reliable stability, security, and sustainable development.

It was underscored that this initiative is open to all countries and entities on the Eurasian continent, including its western sections, without exception. This is not in line with the rules imposed by NATO and the European Union, where Washington and Brussels dictate terms, but rather adheres to the principles spelled out in the UN Charter. These principles are observed within the EAEU, the SCO, ASEAN, and other organisations on our shared continent. It is a commitment to sovereign equality of states, mutual respect for each other’s interests, and pursuit of balanced interests to implement constructive projects.

President Vladimir Putin first articulated this vision in 2016, referring to the harmonisation of operations among various structures in this space as the creation of a Greater Eurasian Partnership.

Today, we are witnessing these processes materialise swiftly and effectively, establishing a tangible foundation for a continent-wide system of Eurasian security.

I found the report prepared for today’s Valdai Club meeting particularly insightful. It highlighted the mutual enrichment between our political scientists and the Russian Foreign Ministry. For two years now, this topic has been a focus within our Foreign Ministry and political science circles. We have engaged in numerous joint situational analyses and other events. The process of developing and refining the direction of Eurasian security is proving to be very productive.

This was clearly evident at the recent BRICS summit in Kazan, where President Vladimir Putin dedicated a substantial part of his statements to promoting continental partnership among all nations. The development of regional structures and interactions is not unique to Eurasia. With the West openly undermining all the principles of globalisation it once championed – such as free market, fair competition, the inviolability of property, and the presumption of innocence – everyone realises that any country could be next after Russia, Venezuela, Iran, and many others subjected to illegal sanctions.

This is why Africa and Latin America, within the African Union and the Caribbean Community, are shifting towards self-reliance. There is no intention to dismantle existing institutions like the IMF, the World Bank, or the WTO, despite the accumulated injustices. The World Majority advocates for reforms to make these structures equitable, but the West opposes this.

While efforts to reform the Bretton Woods institutions and the World Trade Organisation continue, more regional organisations in the Global South and East are contemplating alternatives that would be immune to external interference.

This includes banking settlements, payment platforms, logistics routes, and transportation arrangements and corridors.

Today, my colleagues at the Valdai Club and I reached a common conclusion: it was the West’s reaction to the independent policies of Russia and other countries, leading to unlawful and aggressive economic sanctions, that fragmented the globalisation system it had crafted and propelled the regionalisation of global life.

We believe this is a corrective process. It will yield positive effects by ensuring the multipolarity that is increasingly discussed and actively championed by Russia, China, and other BRICS countries, alongside other associations with our participation on the international stage. In a multipolar world, without a single hegemon but with multiple centres of global development, operations will naturally harmonise through mutual contacts. BRICS, as a global rather than regional structure, offers an excellent platform for such harmonisation and the establishment of contacts among regional integration associations. This is our general conclusion.

The work continues, and while it is not yet complete, global processes should not be viewed as having a definitive endpoint. They are in constant evolution.

It is gratifying that the Valdai Club remains attuned to the times, providing valuable insights for contemporary politicians and diplomats.

Addressing the participants of the meeting, Yevgeny Klemez noted that despite the complication of the situation in the world, financial intelligence units and the Council as a whole are taking effective measures to ensure transparency of financial flows and make a worthy contribution to maintaining security in the Commonwealth.

He recalled that in November last year, the Council of Permanent Plenipotentiaries of the Commonwealth Member States to the statutory and Other CIS bodies reviewed Information on the activities of the SRPF for 2018-2022 and highly appreciated it.

Currently, according to Yevgeny Klemez, the Council is working on an important project – creating an International Center for Assessing the Risks of Money Laundering and terrorist financing. The agreement on its formation was signed by the heads of the CIS states in October last year.

He also expressed gratitude to the Council members for their effective participation in the implementation of CIS interstate programs in the field of strengthening security. The CIS Executive Committee notes the high effectiveness of Operation Barrier, in which other CIS sectoral cooperation bodies successfully cooperate.

“The Council works dynamically and consistently in the field of personnel training and, in particular, its basic organization is the International Educational and Methodological Center for Financial Monitoring. It is his activity that makes it possible to hold the International Financial Security Olympiad on a large scale for the fourth time,” the director of the department added.

The participants of the meeting discussed issues of interaction between the financial intelligence units of the CIS countries with law enforcement agencies and bodies of sectoral cooperation of the Commonwealth.

The members of the Council were recommended to take part in joint events of the CIS sectoral cooperation bodies and CIS interstate programs implemented in the field of countering the laundering (legalization) of proceeds from crime and the financing of terrorism. It was also decided to prepare proposals for the organization of events in 2025 with the participation of national law enforcement agencies (meetings, round tables, seminars, trainings, etc.) on these issues for the next meeting of the Council.

It is planned that the next meeting of the Council of Heads of Financial Intelligence Units will be held in November this year simultaneously with the 41st Plenary Meeting of the Eurasian Group on Combating Money Laundering and Terrorist Financing.
