China on Tuesday published the concept of the Global security initiative. The text was distributed by Xinhua.
As stated in the document, the maintenance of peace and security throughout the world and the promotion of global development and prosperity should be the aspiration of the entire international community.
It is noted that the initiative is aimed at eliminating the root problems of international conflicts, improving governance in the field of global security, encouraging joint international efforts to ensure greater stability and certainty in an unstable and changing era in order to promote lasting peace and global development.
In April 2022, Chinese President Xi Jinping, speaking at the opening of the Boao Asian Forum, put forward an initiative in the field of global security.
The concept published on Tuesday contains six key principles of global security. In addition, China has identified 20 priority areas for international cooperation in the field of global security.
Six principles
The first principle includes the need to adhere to the vision of common, comprehensive, joint and sustainable security, in particular, to respect and guarantee the security of each country, to promote cooperation, to ensure security through political dialogue and peaceful negotiations.
Secondly, it is necessary to remain committed to respect for the sovereignty and territorial integrity of all countries. The document says that all countries – large or small, strong or weak, rich or poor – are equal members of the international community. It is necessary to respect their sovereignty and the right to choose their own social system and path of development. Interference in their internal affairs is unacceptable.
Thirdly, it is necessary to remain committed to the purposes and principles of the UN Charter. China calls on all countries to adhere to a multilateral approach, to defend the international system with the central role of the UN. The document also states that the Cold War mentality, unilateralism, block confrontation and hegemonism contradict the spirit of the UN Charter and should be rejected.
The fourth principle is to take seriously the legitimate security concerns of all countries. It is emphasized that the security of one country should not be ensured at the expense of the security of others. Any country, striving for its own security, should take into account the reasonable security concerns of other countries.
Fifth, it is necessary to remain committed to the peaceful settlement of differences and disputes between countries through dialogue and consultations. As indicated, war and sanctions are not fundamental solutions to disputes. The international community should support all efforts that contribute to the peaceful settlement of crises and encourage the conflicting parties to build confidence, resolve disputes and strengthen security through dialogue.
The sixth principle is to maintain security in both traditional and non-traditional directions. It is emphasized that in the modern world, traditional and non-traditional security threats have become largely interrelated. China calls on all countries to work together to resolve regional disputes and global issues such as terrorism, climate change, cyber and biological security.
