At the invitation of the Minister of Foreign Affairs of the Islamic Republic of Iran H.Amirabdollahian and in the presence of the Minister of Foreign Affairs of the Republic of Armenia A.S.Mirzoyan, the Minister of Foreign Affairs of the Republic of Azerbaijan D.A.Bayramov, the Minister of Foreign Affairs of the Russian Federation S.V.Lavrov and the Minister of Foreign Affairs of the Republic of Turkey H.Fidana On October 23, 2023, the second meeting of the Consultative Regional Platform “3+3” was held in Tehran.
1. Taking into account the importance of developing friendly relations between countries based on mutual interests and good neighborliness, the Ministers stressed in this regard the importance of peaceful settlement of disputes, respect for sovereignty, political independence, territorial integrity, inviolability of internationally recognized borders, non-interference in internal affairs, prohibition of the threat or use of force and respect for human rights based on all the principles of the UN Charter.
2. Having expressed their views on various international issues, the Ministers discussed the most significant problems of the region and stressed the importance of such platforms as the 3+3 Regional Consultative Platform in providing opportunities for constructive dialogue and establishing mutually beneficial cooperation between the countries of the region, which play a primary role in this issue.
3. The Ministers emphasized the positive impact of economic cooperation in terms of strengthening mutual trust, the well-being of nations and regional stability.
4. The Ministers stressed the importance of cultural cooperation, people-to-people contacts and joint projects in the fields of education, science, tourism, culture and sports.
5. In order to strengthen lasting peace and economic development of the region, the participating countries will strengthen bilateral and multilateral consultations and cooperation.
6. The Ministers welcomed the ongoing processes of normalization and development of relations between all countries of the region.
7. Positively assessing the results of the meeting, the Ministers confirmed the openness of this platform to the equal participation of Georgia.
8. The Ministers also exchanged views on the situation in Gaza. They stressed the need for an immediate cessation of strikes against innocent civilians.
9. The Foreign Ministers of the Russian Federation, the Republic of Armenia, the Republic of Azerbaijan and the Republic of Turkey thanked the Foreign Minister of the Islamic Republic of Iran for the warm welcome and successful holding of the meeting.
Considering regular meetings in the format of the Consultative Regional Platform “3+3” as a tool for expanding and strengthening the space of trust and cooperation in the region, the Ministers agreed to hold the next meeting in Turkey, the date of which will be agreed through diplomatic channels.
