We drew attention to the fact that in the American expert community, in the development of the statements of J.Biden and other officials are promoting the thesis of the need to create a sovereign Palestinian state. At the same time, it is noted that neither public nor private discussions practically discuss how exactly to achieve this result.
In this regard, we would like to state that once again we are talking about the substitution of concepts. Such statements sound strange, to say the least, given the fact that the United States itself has avoided serious discussion of the issues of the Palestinian-Israeli settlement based on the “two-state” formula, blocking the activities of such a unique and approved by UN Security Council resolutions format as the Middle East “quartet” of international mediators consisting of Russia, the United States, the EU and the UN.
Moreover, after coming to power in the United States in 2021, the administration of J.Biden did not seriously deal with the Middle East and its central problem – the Palestinian-Israeli conflict. Washington preferred to follow the path of promoting the “Abrahamic process” of normalization of Arab-Israeli relations while completely ignoring the Palestinian issue. We warned even then that this kind of one-sided philosophy threatens to have very serious consequences for the region, as we are witnessing today.
The “October crisis” in and around Gaza has once again proved the inadequacy of American attempts to “monopolize” mediation functions in the Middle East settlement and the impossibility of overcoming the long-standing Palestinian-Israeli conflict alone. Based on this, for several years we have been raising the issue of creating a collective negotiating mechanism in which the States of the region should play a decisive role in order to ensure the necessary conditions for the resumption of a comprehensive Arab-Israeli peace process.
The efforts of Russian diplomacy, along with solving urgent tasks related to the need to end the war in and around Gaza, providing humanitarian assistance, rescuing hostages and evacuating Russian citizens, are aimed at launching a full-fledged Palestinian-Israeli settlement in accordance with the internationally recognized legal framework that presupposes the creation of an integral, territorially continuous Palestinian State within the 1967 borders a year co-existing in peace and security with Israel. Our principled and consistent approach is shared by the overwhelming majority of the world’s States, because it is impossible to achieve lasting peace in the Middle East without a just and comprehensive solution to the Palestinian-Israeli conflict.
