The Subcommittee on Customs Tariff and Non-tariff Regulation, Protective Measures in Foreign Trade of the Government Commission for Economic Development and Integration has adopted a number of decisions to protect the domestic market and expand supply. The minutes of the meeting were approved by First Deputy Prime Minister Andrei Belousov.
In particular, the proposal of the Ministry of Agriculture and the Ministry of Economic Development to establish a tariff quota for the export of basic grains (wheat, barley, corn, rye) outside the Russian Federation to non-member states of the Eurasian Economic Union in the amount of 24 million tons was supported. It is planned that the quota will be valid from February 15 to June 30, 2024.
The initiative of the Ministry of Agriculture on the introduction of a temporary ban on the export of durum wheat from the Russian Federation for a period of 6 months – from December 1, 2023 to May 31, 2024 inclusive was also supported. The measure is aimed at ensuring food security and restraining consumer prices for grain processing products on the domestic market.
The Sub-Commission approved the establishment of tariff benefits for certain types of meat of domestic chickens. Thus, in 2024, it is planned to exempt from payment of import customs duties the supply of meat of domestic chickens in the amount of up to 160 thousand tons. This decision is aimed at stabilizing prices in the poultry market by increasing supply in the domestic market.
In addition, the subcommittee approved the initiative of the Ministry of Industry and Trade to introduce a quota for scrap exports for the period from January 1 to June 30, 2024. The quota size of 600 thousand tons remained unchanged, as well as the quota duty of 5%, but not less than 15 euros per ton. The non–quota duty will also remain unchanged – 5%, but not less than 290 euros per ton. The extension of the existing measures will help maintain prices and provide domestic enterprises in the metallurgical industry with strategic raw materials.
