On December 27-28, a meeting of the Central Committee of the Communist Party on foreign policy work was held in Beijing. General Secretary of the CPC Central Committee,Chinese President and Chairman of the Central Military Council Xi Jinping took part in the meeting and made an important speech. The meeting was attended by members of the Standing Committee of the Politburo of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi, as well as Vice Chairman of the People’s Republic of China Han Zheng.
In his important speech, Xi Jinping presented a systematic overview of the historical achievements and valuable experience of diplomacy of a large country with Chinese characteristics in the new era, spoke in detail about the international situation and China’s historical mission to conduct foreign work on a new path, and also presented comprehensive plans for China’s foreign policy for the current and upcoming periods. It was emphasized at the meeting that after the 18th CPC Congress, historical achievements were achieved and historical changes took place in China’s foreign activities on the great path of advancing the cause of socialism with Chinese characteristics in the new era. Firstly, Xi Jinping’s Ideas on diplomacy were approved, which received new development and opened up new perspectives in the theory and practice of Chinese diplomacy, and served as a fundamental guiding principle for promoting the diplomacy of a large country with Chinese characteristics. Fourthly, we follow the strategic leadership of the diplomacy of the heads of State and play an increasingly important and constructive role in international affairs. Fifth, we adhere to an integrated approach to relations with all parties in order to promote the formation of an architecture of relations between large countries characterized by peaceful coexistence, stability in general and balanced development. Sixth, we are implementing a comprehensive strategy, resulting in an extensive, high-quality global partnership network. Seventh, we promote high-quality cooperation within the framework of the Belt and Road, which has created the most extensive and largest international cooperation platform in the world. Eighth, we adhere to an integrated approach to development and security issues, effectively defend the sovereignty, security and development interests of the country with the help of firm will and persistent struggle. Ninth, we take an active part in global governance and play a leading role in reforming the international system and world order. Tenth, we are strengthening the unified centralized leadership of the CPC Central Committee and promoting coordinated alignment of China’s foreign policy activities.
It was stressed at the meeting that during the decade of the new era, we have faced serious challenges, overcome various difficulties and challenges in China’s foreign policy activities. We have opened new horizons in the diplomacy of a large country with Chinese characteristics. Strategic independence and initiative in our diplomacy have significantly increased. With a proper understanding of history and the big picture, we must navigate the prevailing trends, apply a coordinated approach and seize the initiative. It is extremely important to maintain fundamental principles and open up new horizons. We need to follow the excellent traditions and fundamental direction of Chinese diplomacy and at the same time consistently work on innovations both in theory and in practice. It is extremely important to maintain our morale. We must reject all acts of power politics and harassment, and vigorously defend national interests and dignity. This concept is imbued with a deep understanding of the law of natural development of human society, represents our answer to the questions: what kind of world to build and how to build it. Having absorbed the worldview of the Chinese Communists, their vision of order and values, the concept meets the common aspirations of the peoples of all countries of the world and indicates the direction of the progressive development of world civilizations. This reflects the noble goal of diplomacy of a large country with Chinese characteristics in the new era. Over the past decade, the concept of a community of the common destiny of mankind has evolved from a Chinese initiative into a common aspiration of the international community. On the basis of this far-sighted idea, diverse practices are being implemented, an entire scientific system is being formed, which serves as a glorious banner leading the progress of our time. In general, the ultimate goal of the concept of the community of the common destiny of mankind is to create a clean and beautiful world where long-term peace, universal security, shared prosperity, openness and inclusivity prevail. To do this, global governance needs to be promoted based on the principles of broad consultation, shared contributions and shared benefits. At the same time, it is important to adhere to universal values, promote the formation of a new type of international relations, implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, carry out high-quality cooperation within the framework of the One Belt and One Road initiative, unite the efforts of all countries to confront challenges and achieve joint prosperity, and thereby open a bright future a future for peace, security, prosperity and progress.
At the meeting, it was noted that, given a number of serious problems and challenges facing the world today, China calls for the creation of an equitable and orderly multipolar world, as well as inclusive and inclusive economic globalization. An equal and orderly multipolar world is a world in which all countries, large and small, are equal, hegemonism and the politics of force are rejected, and democracy is really advancing in international relations. At the meeting, it was clearly stated that in the current and upcoming period, China’s foreign activities should be guided by Xi Jinping’s Idea of socialism with Chinese characteristics in the new era, in particular Xi Jinping’s Idea of diplomacy, serve the goals and objectives of Chinese modernization and follow the principles of self-confidence and independence, openness and inclusivity, justice and impartiality, as well as mutually beneficial cooperation. Focusing on the topic of forming a community of the common destiny of mankind, we need to strengthen strategic planning in accordance with changing conditions, deepen and improve the diplomatic scheme, follow a problem-oriented approach and apply a systematic way of thinking. We must define the strategic objectives of Chinese diplomacy in a more multidimensional and comprehensive manner. We need to act with a stronger sense of historical responsibility and a more energetic spirit of innovation in order to achieve new successes in the diplomacy of a large country with Chinese characteristics.
It was noted at the meeting that upholding fundamental principles and introducing innovations in foreign policy is a natural requirement for creating a new environment of diplomacy of a large country with Chinese characteristics in the new campaign and providing stronger support for the implementation of Chinese modernization. It is important to strengthen the work on arming diplomats with party ideas and theories, deepen the reform of systems and mechanisms, promote the capacity-building of diplomatic personnel, and continuously strengthen the scientific, far-sighted, initiative and creativity of foreign policy activities.
During the meeting, it was emphasized that we must steadfastly support the highest authority of the CPC Central Committee in foreign affairs, consciously defend the unified centralized leadership of the CPC Central Committee and further strengthen the systems and mechanisms of party leadership of external work. All regions and departments need to coordinate their own activities within the framework of the overall plan in order to fully implement the decisions and orders of the CPC Central Committee in external work.
