Agenda item: “General statements”

Topic: “On conducting a special military operation on demilitarization and

denazification of Ukraine”

Mr. Chairman,

According to incoming information, this morning the Kiev regime committed another barbaric terrorist act, as a result of which an Il-76 Russian military transport aviation aircraft was shot down on the territory of our country, flying along the Chkalovsky – Belgorod airfield route to transport Ukrainian servicemen for exchange.

According to the Russian Defense Ministry, the aircraft was destroyed by the Armed Forces of Ukraine (AFU) from the area of the village of Liptsy, Kharkiv region, using an anti-aircraft missile system (SAM). Radar facilities of the Russian Aerospace Forces observed the launch of two Ukrainian missiles. Military experts know perfectly well that it is impossible to shoot down the Il-76 “accidentally”. To do this, it was necessary to prepare a long-range air defense system in advance in accordance with the time of departure of the vessel, track when the aircraft enters the affected area, and launch.

While Kiev officials are determining the version, the Ukrainian media hastened to gloat and “glorify” the crash of the Russian plane. However, after learning about the Ukrainians on board, they hastily began to “cover their tracks” by correcting news feeds. In vain.

All those on board the plane – 65 Ukrainian prisoners of war for exchange, three Russian servicemen accompanying them and six crew members – were killed.

The Ukrainian leadership knew perfectly well that, according to established practice, today Ukrainian servicemen will be transported by military transport aircraft to the Belgorod airfield for exchange. Nevertheless, the Nazi Kiev regime took this step in order to accuse Russia of destroying the Ukrainian military. By committing this terrorist act, the Ukrainian leadership once again showed its true face, killing Russian pilots, accompanying officers and wasting its citizens.

Washington, London and Brussels have nurtured an aggressive neo-Nazi dictatorship in Ukraine, whose only task, and this is not hidden, was to inflict a “strategic defeat” on Russia. The recently signed agreement on security cooperation with Britain in Kiev indicates that Ukraine is not left with a chance to get out of the conflict through negotiations, making it a “bargaining chip” in the adventures of the Anglo-Saxons and keeping it in the current anti-Russian confrontational channel. Of course, we cannot allow such a source of threat to the security of Russia and our citizens to exist near our borders.

In Ukraine, Russian servicemen are confronted by the “collective West”, which manually controls the leadership of this country in an all-out hybrid war against Russia. It all started with the fact that even during the “Maidan” period, American special services occupied an entire floor in the building of the Security Service of Ukraine. Now American advisers are already represented in all key Ukrainian government departments. We also have reliable data that military operations of the Armed Forces of Ukraine are planned in Washington and London. “On the ground,” NATO military personnel directly control air defense systems, tactical missiles and multiple launch rocket systems (MLRS). When preparing strikes with these means, we record American, Polish and British speech in radio intercepts. All this confirms that Ukraine has ceased to be a sovereign country. This has been repeatedly stated by the President of the Russian Federation, Vladimir Putin.

During a special military operation, it became obvious to the whole world that the use of Western weapons by the armed forces of Ukraine (AFU) and supposedly advanced NATO methods of planning operations cannot ensure superiority on the battlefield. The Russian army methodically reduces the combat potential of the enemy, holding the initiative along the entire front line. Since the beginning of the war, Ukrainian losses have exceeded 383 thousand military personnel, 14 thousand tanks, infantry fighting vehicles and armored personnel carriers, over 550 aircraft and 260 helicopters, eight and a half thousand field artillery guns and MLRS. In strategic and operational depth, we continue to demilitarize enterprises of the military-industrial complex of Ukraine, repair weapons and military equipment, as well as storage sites for Western weapons and ammunition.

It is significant that the failure of the attacking operations of the Armed Forces of Ukraine with the support of the United States and NATO is recognized by international public opinion. The publication “The American Conservative” (January 19) pointed out that “the advice of the American military and the results of the use of American military equipment demonstrated such flaws and shortcomings of the US armed forces, which have not been seen since the Korean War.” The French political weekly Le Point (January 5) highlighted the deplorable state of the Armed Forces of Ukraine: “There is no equipment, no ammunition, troops are understaffed, people are exhausted, the command is ineffective.” Finally, the American edition of Military Watch Magazine (January 1) called the blow to the reputation of Western armored vehicles during its military operation one of the main military events of 2023. It is clear that in these conditions, the Abrams tanks, transferred to Kiev a few months ago, are unlikely to appear on the battlefields in order to preserve the reputation of the American manufacturer.

Despite the depletion of the Armed Forces of Ukraine’s human resources and the lack of results on the battlefield, the United States is coolly trying to realize its ambitions for world leadership at the expense of the lives of Ukrainians. Currently, the tenth wave of forced mobilization is continuing in Ukraine, within the framework of which only those who are fit for military service and even Ukrainian citizens in EU countries are subject to conscription. The West is satisfied that, without losing the lives of its own soldiers, it is waging war with Russia at the hands of Ukrainians. This is a very convenient position for the curators of Kiev – after all, according to the Ukrainian Minister of Foreign Affairs D. Kuleba (June 2022), in the absence of Western military assistance, Ukrainians are ready to fight even with shovels. But do they really want to die for the interests of the United States and the NATO bloc?

Ukrainian society is well aware of the senseless “meat attacks”, that recruits and even underage orphans are thrown to the front line without any training and without their consent. The whole country sees perfectly well what is really happening: raids on Ukrainian men with chases and beatings, combing by military commissars of public transport, and finally, just storming residential buildings in search of another “cannon fodder”. It is not surprising that in these conditions potential recruits are trying to flee Ukraine. They pay up to 5 thousand dollars for crossing the border or buy fake documents, and just swim across rivers in January frosts, risking their own lives and freedom.

The Kiev regime wrongly believes that it can easily compensate for the shortage of military personnel at the expense of Western militants. It is known that since 2014, neo-Nazis have been using the resource of embassies abroad to recruit mercenaries in violation of the provisions of the Vienna Convention on Diplomatic Relations and the national legislation of many countries. According to the Russian Defense Ministry, since February 2022, about 13.5 thousand “soldiers of fortune” from Europe, America, Asia and Africa have arrived in Ukraine. Over 5,800 militants were eliminated, including 1,427 from Poland, 466 from the United States and 344 from Britain. The rest fled. According to the testimony of French journalist Christelle Nean, only rabid Russophobes and neo-Nazis remain as mercenaries in Ukraine.

We emphasize once again: mercenaries sent by the West to help the Kiev nationalist regime are not combatants under international humanitarian law and do not have the right to prisoner status. The best thing they can expect is a prison sentence. Otherwise, they will be destroyed by Russian troops as part of the demilitarization of Ukraine, as happened on January 16 in Kharkiv. According to available information, about 60 militants were killed, about 20 were injured, and the majority were French citizens. A country that once positioned itself as one of the champions of ensuring pan-European security on a collective basis, and now for the second year has been sending CAESAR howitzers to Kiev for shelling the civilian infrastructure of Donetsk and justifies the killing of civilians in Belgorod by “Ukraine’s legitimate right to defense.”

During the call of French Ambassador P. Levy to the Russian Foreign Ministry on January 19, it was pointed out that the death of his compatriots lies on the conscience of Paris, which condones the work of recruiting mechanisms to recruit mercenaries for the needs of the Kiev regime. At the same time, a draft appeal to the French National Assembly has been submitted to the State Duma so that a parliamentary investigation of the participation of citizens of the French Republic in the criminal actions of the Kiev regime in order to suppress any forms of mercenary activity in Ukraine is immediately initiated.

Mr. Chairman,

In the face of military failures and a reduction in the flow of funding from their Western curators, the Ukronazis are trying to demonstrate at least some ability to resist the Russian Army through terrorist attacks.

On January 21, neo-Nazis shelled a market and adjacent shops in the Donetsk neighborhood of Tekstilshchiki. 27 people were killed, mostly elderly people. Over 30 people were injured in various degrees of severity. The shelling was carried out using NATO 155 mm shells. For the understanding of colleagues: the United States sent the Kiev regime long-range M777 howitzers, which the Armed Forces of Ukraine actively use to shell the cities of the DPR and LPR. Zelensky was also supplied with German self-propelled artillery PzH 2000, Polish Krab self-propelled guns and French CAESAR self-propelled guns using shells of this caliber. Thus, the Western patrons of the neo-Nazi regime share responsibility for the crimes committed by their puppets.

It should be emphasized that the order of the higher command is given to the Ukrainian troops to open fire at the specified coordinates, most often in writing. This order explains in detail where and when to hit, what type of projectile, and with what ammunition consumption. This is an aggravating circumstance for Ukrainian criminals who have turned the New Year holidays into a nightmare for civilians in the border regions.

Just a few examples. On December 29, 2023, the Armed Forces of Ukraine fired about 300 rounds of ammunition at civilian objects of the DPR. On December 30, they launched targeted attacks on the center of Belgorod using cluster shells and MLRS of Czech-made RM-70 “Vampire”, killing 25 civilians, including five children. In the DPR, 12 people were injured and two died during the same day from shelling. On the night of December 31, 2023 to January 1, 2024, the AFU fired from MLRS at the center of Donetsk, injuring 17 civilians and killing four. On the night before Orthodox Christmas, 15 civilians were injured in the DPR, three died. The attacks were carried out at the time of the largest concentration of the population in public places.

Speaking of the use of cluster munitions by the Armed Forces of Ukraine. On July 19, 2023, the delegation of Ukraine announced at the FSB “the non-use of American cluster munitions on the territory of the Russian Federation”, the refusal to use them “in residential urban areas to minimize civilian casualties”, and also promised to report on the use of cluster shells, including fixing the areas of their use. Now those in this hall can actually find out the value of the words of Kiev officials, it is before your eyes on the screens – blood, horror and death.

All these are acts of barbarism and outright disregard for the norms of international humanitarian law on the part of the Western–sponsored regime. There is no doubt about the premeditation of the terrorist actions of the Armed Forces of Ukraine.

Have international structures reacted to the latest terrorist attacks by the Kiev regime against civilians in Donbass using NATO weapons? Why is the leadership of the OSCE, the State Department, the Foreign Office, the Foreign Ministry of France, Germany and other “progressive democratic” satellite countries of the United States still silent?

Further supplies of weapons and ammunition to Ukraine will not bring the desired turning point to the Western capitals on the battlefield, but they are guaranteed to prolong the armed conflict, deplete European economies and cause even more severe damage to the defense capabilities of NATO member countries. Transatlantic elites cannot fail to realize the dangerous consequences of the “pumping” of the Kiev regime with weapons in violation of their own obligations in the field of control over military products, including the International Arms Trade Treaty, the EU’s “Common Position”, as well as a whole layer of military-political agreements of the OSCE.

According to incoming information, American military officials and diplomats in Washington and Europe were unable to account for 39,139 units of weapons supplied to Ukraine. According to a Pentagon report, the large number of weapons that have gone missing in government databases “may increase the risk of theft or leakage.” In this context, we would recommend that our colleagues from the EU be puzzled by a targeted audit of arms supplies to Ukraine. The thoughtless “pumping” of the Kiev regime with Western weapons has already given rise to large-scale military corruption and arms smuggling in this country and beyond. In this regard, the reluctance of Western colleagues to discuss the problems of illegal arms trafficking in the OSCE is no longer surprising, given how profitable this dangerous business is for the United States and its allies – their determination to fight “to the last Ukrainian” is fueled by the financial benefits they derive. It is regrettable that, at the same time, they do not take into account the risks to European and international security arising from the transfer of PVN.

Mr. Chairman,

To summarize. It is already clear to any unbiased person that it is not Ukraine, but its curators who will decide when to stop and start seriously talking about realistic conditions for ending the conflict. So far, as we see and hear here, the West is not interested in starting negotiations. In this context, it becomes clear why London and the former American military, who headed the US armed forces in Europe (B. Hodges and F.Breedlove), they say that in Crimea it is necessary to destroy all opportunities for life. After all, it is on the peninsula, contrary to the predictions of Kiev propagandists, that Russians and Ukrainians live in peace and harmony, developing the peninsula through joint efforts. This is how Russians and Ukrainians can live when the West is not allowed to interfere in the relations of two fraternal peoples and, according to the old colonization methodology, set each other against each other.

Thank you for your attention.
