Dear Mr. Chairman,

Allow me to speak on behalf of the Islamic Republic of Iran, the People’s Republic of China and the Russian Federation.

Our countries consistently support the Joint Comprehensive Plan of Action (JCPOA) to resolve the situation around the Iranian nuclear program. Together with the rest of the JCPOA participating states, we devoted a lot of time and effort to the negotiation process that led to the conclusion of an agreement in 2015. Starting in 2018, when the illegal unilateral withdrawal of the United States from the comprehensive agreement and Washington’s implementation of the policy of “maximum pressure” against Iran became a turning point in the implementation of the JCPOA, our support for the Action Plan did not changed.

We also put a lot of effort into trying to restore the JCPOA during the nine rounds of the Vienna talks. Our three countries confirmed their readiness to conclude an agreement on the resumption of the JCPOA on the basis of a “package” of documents signed in August 2022. Unfortunately, the other JCPOA participants – Great Britain, Germany and France – as well as the United States, contrary to their promises, chose a different path. They neglected the common cause of restoring the JCPOA in favor of their own political considerations.

The Islamic Republic of Iran, the People’s Republic of China and the Russian Federation are of the opinion that the provisions of the JCPOA are still in force, as prescribed by UN Security Council Resolution 2231. One recent example is that in October 2023, with the onset of the JCPOA Transition Day, a number of remaining restrictions on Iran expired. It should be noted that in the official letter dated October 19, 2023 (S/AC.58/2023/OC.14) The UN Deputy Secretary General announced that the list of 23 persons and 61 structures previously subject to restrictive measures in accordance with paragraphs 3, 4, 6 (c) and (d) of Annex B had been deleted from the official website of the UN Security Council to UN Security Council Resolution 2231. Nevertheless, the European participants in the JCPOA, and with them some other countries, have chosen a different approach, maintaining these restrictions at the national level in violation of UN Security Council Resolution 2231, calling into question the agreed time frame, without any reservations, fixed in the JCPOA and UN Security Council Resolution 2231.

Based on paragraph 8 of UN Security Council Resolution 2231, we would like to emphasize that after the expiration of the time frame provided for by the JCPOA and UN Security Council Resolution 2231, the Iranian nuclear program will be considered as the nuclear program of any other non-nuclear State within the meaning of the NPT.

Dear Mr. Chairman,

A full-fledged implementation of the JCPOA at the moment would be able to resolve almost all existing issues regarding Iran’s peaceful nuclear program on a mutually acceptable basis. The IAEA Secretariat, in turn, would have a broader set of verification and monitoring measures. A full-fledged implementation of the JCPOA would undoubtedly serve as a tool to contain and reduce tensions. In our opinion, it’s hard to argue that everyone would benefit from this.

The Islamic Republic of Iran, the People’s Republic of China and the Russian Federation are convinced that the time has come for Western countries to show political will, refrain from further unwinding the endless wheel of escalation that they have been engaged in for the past almost two years, and take the necessary steps in favor of restoring the JCPOA. This possibility still exists. The Islamic Republic of Iran, the People’s Republic of China and the Russian Federation are ready for this.

Thank you, dear Mr. Chairman.
