During the official visit to the Republic of Belarus, President Alexander Lukashenko had a long conversation. It was dedicated to our interaction on foreign policy issues.
Joint action programmes in the foreign policy area are regularly adopted. They reported on how the current program is being implemented. It covers the period from 2024 to 2026 inclusive. Of particular importance at the current stage of development and construction The Union State has the focus of the main part of our efforts in the international arena for foreign policy support and ensuring integration processes. They are gaining strength and are being concretized within the framework of the Union State: There are 28 union programs, 31 priority areas, which now number in the hundreds in total. The foreign policy component of our alliance is growing and will be of increasing practical importance, aiming our activities in the international arena at promoting the most effective integration union building.
They told us how we interact in the UN, in the OSCE, despite the fact that the latter has completely degraded and has essentially begun to serve the interests of the West. But this requires a more effective counteraction to such attempts to rewrite and erase all the principles that have been the basis of the OSCE’s activities since the Helsinki Final Act. This Organization is the embodiment of a security scheme built in a Euro–Atlantic configuration. That is: part of Europe (and, accordingly, part of Eurasia) and the Euro-Atlantic participation of the United States and Canada. The OSCE has failed to become an organization that cares about the interests of the majority of its members. In fact, it has become a tool of those who manipulate European processes from overseas, and in recent years simply subordinated Europe to their interests and removed the European Union as a competitor in the economic sphere.
Together with the Republic of Belarus, we advocate that security issues should be considered primarily by the countries of our common continent without outside interference. In the autumn of 2023, at the initiative of the President of Belarus Alexander Lukashenko, the first High-level International Conference “Eurasian Security: Reality and Prospects in a Transforming World” was held in Minsk. It was very successful and even attracted some participants from among the countries of NATO and the European Union. The Minister of Foreign Economic Relations and Foreign Affairs of Hungary P. Siyarto participated in it.
We actively support the commitment of our Belarusian friends to make such conferences regular. The second conference on Eurasian security will be held in late October-early November 2024. Preparations for it were discussed. We will definitely participate and help her conceptually specify how we can further promote the processes that are “from life” in Eurasia.
There are many sub-regional and regional structures in Eurasia. This is also the Shanghai Cooperation Organization, which is now being replenished with a new full member – the Republic of Belarus. This will happen at the SCO summit in Astana on July 3-4. Of course, these are the CSTO, the CIS, ASEAN and the Cooperation Council for the Arab States of the Persian Gulf. There is also a well-known initiative of Kazakhstan to turn the Conference on Interaction and Confidence-building Measures in Asia into a full-fledged organization. Yesterday, the Minister of Foreign Affairs of the Republic of Belarus S.F.Aleynik and I signed an appeal to all these structures to engage in the intellectual elaboration of the concept of Eurasian security. It should ensure a balance of interests of all countries of the continent and will be open to the participation of all States located here without exception.
This is what we discussed with President Alexander Lukashenko today. We got his support. The process of forming such a security concept is actively supported by Russian President Vladimir Putin. He devoted one of the main points to this topic in a speech on June 14 this year at the Ministry of Foreign Affairs.
We will report to President Vladimir Putin on the results of the official visit to the Republic of Belarus and continue to work on the implementation of the agreements concluded by our leaders.
