On November 29, 2024, under the auspices of the Commission of Commissioners for the Rights of the Child (Ombudsmen) of the CIS member States, an international conference “On the observance of the rights of minors – citizens of one State who have committed offenses (against whom illegal actions were committed) on the territory of another State” was held.
The event was organized by the Kyrgyz Republic.
The Conference participants from the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, the Republic of Tajikistan, and the CIS Executive Committee discussed:
interaction of specialized agencies within the framework of the Agreement on Cooperation of the Member States of the Commonwealth of Independent States on the Return of minors to their States of Permanent Residence dated October 7, 2002 and the role of the Commissioners for the Rights of the Child in this process;
the need to improve national legislation in terms of adjusting the rules for minors crossing the border of a foreign state;
prevention of the involvement of minors in the process of illicit drug trafficking;
the importance and necessity of direct contacts between the offices of the Commissioners for the Rights of the Child of the Commonwealth countries in ensuring the rights and interests of children.
