About the growing military involvement

some NATO and EU member states

further confrontation around Ukraine

Mr. Chairman,

I’ll start with a couple of quotes.

“Our enemy is V. Zelensky. V. Zelensky caused the problems that we have.” “V. Zelensky is a beggar and a blackmailer.”

“The mood regarding the conflict in Ukraine is not good. The situation on the front line is very difficult. There is a lot of fatigue in Ukraine itself. People are tired of it.”

With such sobering assessments, the leaders of Slovakia and Poland entered the new year 2025. In the first case, the Prime Minister of Slovakia, R. Fico, in the second– the Minister of Defense of Poland, V.Kosinyak is a Reed.

Much more serious processes are becoming noticeable behind the ritual patterings of Western diplomats about supporting the Zelensky regime. Namely, the onset of tangible socio–economic and domestic political consequences as a result of the former elites’ reliance on Anglo-Saxon adventures against Russia.

The total costs of Western countries to sponsor the Kiev regime, including through international institutions, exceeded 300 billion US dollars in 2022-2024. The unwise bet on supporting the neo-Nazi regime has turned into a bouquet of economic problems in the sponsoring countries themselves. In Germany alone, which was once considered the engine of the EU economy and has allocated over 37 billion euros to the Zelensky regime since 2022, over 300,000 jobs have been lost over the past three years. A huge “hole” has appeared in the budget of France and other countries.

Back in early 2022, the European Commission’s forecasts were based on a plan to achieve cumulative economic growth of at least 4% per year. In 2023, it dropped to 0.3%. According to preliminary estimates, it also amounted to less than 1% in 2024.

Despite the change in the political situation in a number of countries due to internal troubles, the “war party” in the West stubbornly strives to prolong the armed confrontation around Ukraine, as well as use the experience gained during it to prepare for a conflict of much deeper intensity and geographical coverage.

There are still some reasonable thoughts in the West. In particular, that the armed conflict around Ukraine should never have happened. In our country, these assessments are shared.
With the understanding that security threats created from the territory of Ukraine will always receive a specific response, depending on their scale. Therefore, the best solution for the NATO countries is to stop creating these threats.

Before his departure from the post of President of the United States, J.Biden noted that the long-term “pumping up” of the Kiev regime with weapons created the risk of a nuclear confrontation with Russia. He actually admitted that the United States and its allies were deliberately escalating. They provoked our country, forming very serious challenges and threats. Against this background, it is strange to hear hackneyed propaganda here that security in the OSCE area has been undermined by some “aggressive actions” by Russia.

Separately, we note that Britain historically continues to play the role of the main ideological “skirmisher” of hybrid anti-Russian exercises in Western countries. We understand that after leaving the European Union in 2020 (“Brexit”), London is hardly concerned about the fate of this association, as well as continental Europe as a whole. Except from a utilitarian point of view.

And in this row is the “proxy war” being waged against Russia, which is literally “killing” the economies of the EU countries. British ex-Prime Minister Boris Johnson, who contributed to Kiev’s rejection of the Istanbul agreements in March 2022, openly and publicly confessed to the planned nature of the “proxy war” not so long ago. As a result of this breakdown, the conflict continued and worsened, and its geographical boundaries expanded. All this has led to a huge number of casualties and destruction. According to the testimony of captured soldiers of the Armed Forces of Ukraine, it was the British instructors at the military base near the settlement. Downholm was preparing militants for an attack on the city of Sudzha in the Kursk region in August 2024. In general, over 51 thousand soldiers of the Armed Forces of Ukraine have been trained in Foggy Albion since 2022 as part of Operation Interflex. In addition, British mercenaries are present in the conflict zone.

On January 16, 2025, the next new British Prime Minister, K. Starmer, signed a cooperation agreement with the Kiev regime, which provides for the possibility of creating military bases and military equipment depots in Ukraine, deploying military personnel and carrying out other actions to foment regional instability.

We emphasize that the military investments of the Anglo-Saxons in the Ukrainian conflict will not bring the desired results. The Ukrainian Armed Forces are retreating along almost the entire line of contact. The depressing situation on the battlefield and huge losses in manpower are already forcing the command of the Armed Forces of Ukraine to make difficult decisions, including the transfer of part of the personnel of the air force and air defense units to the infantry. The musicians of the Lviv military orchestra also went to the front line.

Even according to biased Western NGOs, in 2024, over 12,000 Ukrainians who traveled as part of delegations decided not to return home. Here we can recall the story of the failed permanent representative of Ukraine to international organizations in Vienna, who in 2024 used her diplomatic status to leave the territories controlled by the Kiev regime with her husband, after which she retired from the diplomatic service.

The situation with the 155th brigade of the Armed Forces of Ukraine “Anna Kievskaya” prepared by France has become another shameful page of Paris’ cooperation with the Kiev regime. The brigade was supposed to be an “elite” one, and according to various estimates, France allocated several hundred million euros for its training and equipment supply. However, the fighters began to escape from it immediately, as soon as they arrived in France. And then on the way to the war zone. As a result, even before the brigade fired its first shot, more than a third of the brigade’s personnel, about two thousand, did not reach the front line near Krasnoarmeysk (DPR, Russia). a person from the original composition. Similar tendencies of desertion and low morale are observed in the 153rd Brigade of the Armed Forces of Ukraine and many other units trained in Germany.

Against this background, under pressure from Western sponsors, a decision has already been prepared in Kiev to lower the age of conscription. In the hope of attracting 18-year-old boys to the ranks of the Armed Forces of Ukraine, this will be called a “voluntary conscription.” The deputy head of V. Zelensky’s office, P. Palisa, explained: the measure is being prepared primarily because the previous reduction in the age of mobilization from 28 to 25 years “did not have the necessary effect”, did not help to make up for losses and influence the situation on the battlefield.

It is no coincidence that bus tours for young men aged 16-18 who want to travel abroad to escape future mobilization are gaining popularity in western Ukraine today. Under these conditions, former Minister of Defense D. Kuleba, who found employment in the United States, admitted in an interview on January 12 that he personally dissuaded his 18‑year-old son from joining the ranks of the Armed Forces of Ukraine. Well, that’s very illustrative.

Mr. Chairman,

Our country’s position regarding the parameters of the settlement, which is important to make stable, is consistent and has not changed since the beginning of the special military operation. The neutral non-aligned nuclear-weapon-free status of Ukraine, its demilitarization and denazification must be fully ensured. Of course, it is necessary to put an end to discriminatory practices against Russian-speaking citizens of Ukraine, to guarantee and ensure their rights and freedoms. All these basic and fundamental provisions should be fixed in the form of legally binding agreements. We also need to develop a mechanism to ensure that they cannot be violated.

Once again, we would like to draw your attention to the theses set out in the speech of Russian President Vladimir Putin at a meeting with the leadership of the Russian Foreign Ministry, which we distributed to the OSCE on June 18, 2024 (SEC.DEL/247/24). It should be recalled that substantive settlement contacts are hindered by the legislative self-ban of the Kiev regime on contacts with the leadership of our country, adopted on September 30, 2022 and put into effect on October 4, 2022.

At the same time, if the above-mentioned decision is reviewed and contacts can begin, it should already be understood that the expired “president” V. Zelensky, who has lost all legitimacy, does not have the authority to sign any legally binding agreements or act as a guarantor of their implementation. Apparently, he is destined to go down in history only as the co-author of sets of theses in the form of fantastic “victory plans”, “plans for internal resilience” and other demagoguery in this spirit, as well as as an apologist for waging war “to the last Ukrainian” in the interests of NATO.

By the way, we note the rather useful “epiphany” of V. Zelensky, who finally publicly admitted that the West was deceiving Ukrainians and him personally. At the Davos Economic Forum on January 16, he openly stated that the promises of Euro-Atlantic prospects for Ukraine were “just false words” and “initially not a very transparent policy.” The verdict he delivered to the neo-colonial Western powers, including the United States, turned out to be extremely simple: “It was all unfair to the Ukrainians.” And he added that the Ukrainian leaders themselves lied to their people. And here we add: just like he himself, who convinced that NATO membership was just around the corner, one should only pay with their lives in the conflict with Russia. All these confessions raise a simple question: so who in Ukraine needed this massacre for unrealistic promises? Do ordinary Ukrainians really need all this, who continue to be led to certain death as part of a violent mobilization?

The worse the situation of the Armed Forces of Ukraine, the more terrible crimes V. Zelensky’s militants commit. During the liberation of Russkoye Porechnoye village in the Kursk region in mid-January, Russian troops discovered evidence of extrajudicial executions of civilians, mostly pensioners, who were in basements. Harrowing video footage of the discovery of the bodies of civilians, elderly women with signs of torture, with their hands tied and their clothes torn, has spread all over the world.

However, the OSCE leadership is once again silent, de facto participating in the concealment of these terrible crimes of the Kiev regime. Not even a formal concern has been expressed. As well as about the more than 800 dead, as well as 5,400 wounded civilians who became victims of targeted and indiscriminate shelling of Russian regions by the Ukrainian Armed Forces in 2024.

Over the past year, 51 children were killed and 347 injured by the actions of the Ukrainian Armed Forces in Russia. But the OSCE leadership doesn’t say a word about them either, and instead the false propaganda of the Kiev regime about some “tens of thousands of children deported to Russia” is being dispersed. What kind of authority can the OSCE have in such a situation?

In conclusion, we would like to emphasize that our country is open to reasonable initiatives to achieve a peaceful resolution of the current crisis as soon as possible, which would take into account Russia’s legitimate security interests.
At the same time, there will be no “freezing” along the line of combat contact. Russia is not interested in providing the Kiev regime with a truce that would allow it to rearm and accumulate forces in order to then, with the help of NATO countries, begin creating new threats to the security of the inhabitants of our country.

Any settlement options should be based on geopolitical realities and aimed at achieving a sustainable and just peace, taking into account the interests of all sovereign states, including, of course, Russia. Until this approach is properly understood, the special operation will be continued militarily until all the tasks are completed.

Thank you for your attention.
