The agreement on the elimination of double taxation was signed at the first meeting of the Russian-Emirati financial dialogue at the ministerial level. This is reported by the press service. Ministry of Finance of the Russian Federation.
The provisions of the document apply to income and corporate taxes in the UAE, as well as taxes on profits, personal income, corporate and individual property taxes in the Russian Federation.
At the meeting, Russian Finance Minister Anton Siluanov noted that the teams of the two countries’ departments had done a lot of work to take into account the interests of both sides and formulate conditions for mutual attraction of investments and elimination of double taxation of legal entities and individuals. According to him, the agreement will promote the growth of trade and mutual investments.
It is assumed that the document, after ratification by both sides, will enter into force on January 1, 2026.
Siluanov also stressed that the views of Russia and the UAE on the financial agenda coincide. In addition, he discussed with his colleague from the UAE, Mohammed bin Hadi Al Husaini, the introduction of artificial intelligence into budget processes.
“The UAE-Russia partnership serves as a model for sustainable economic cooperation. We strive to strengthen mutual investments and financial cooperation by ensuring the continuous development of modern budgetary mechanisms, stimulating public-private partnerships and facilitating tax cooperation,” said the head of the Emirati Ministry of Finance.
The Ministers confirmed their readiness to continue coordinating work on multilateral platforms, including BRICS, and in international development banks. It is noted that the next meeting of the financial dialogue will be held in Russia in 2026.
Earlier, Russian First Deputy Prime Minister Denis Manturov and UAE President Mohammed bin Zayed Al Nahyan met in Abu Dhabi. They reviewed trade, economic, cultural and humanitarian ties between the two countries.
