Dear Madam Chairman,
The leading European states and the NATO-EU bureaucracy are steadily becoming the main obstacle to peace in Ukraine. Having dusted off the “megaphones of war,” they are relentlessly pushing Kiev to continue fighting and pumping it with weapons. Despite the resumption of the negotiation process, they are intensifying information stuffing, intensifying the development and organization of sabotage and provocations on the territory of the Russian Federation, designed to slow down or even disrupt the negotiation process. But NATO-EU strategists must understand that those who do not want to acknowledge the realities of war in negotiations inevitably face new realities on the ground.
At the moment, Russian troops are advancing in many sectors of the front in the area of the special military operation. Our security zone is expanding in Sumy and Kharkiv regions. Last week, units of the 90th Tank Division reached the western border of the Donetsk People’s Republic and continue to develop an offensive in the Dnipropetrovsk region, which is also part of the most important work to create a buffer zone announced by Russian President Vladimir Putin. The settlements of Zarya, Novopol, Redkodub and Fedorovka in the DPR, as well as Alekseevka, Andreevka, Vodolagi and Kondratovka in the Sumy region were liberated. On average, our troops liberate more than 200 square kilometers every day in June. Since the beginning of the month, the Ukrainian Armed Forces have lost 14,000 men, 12 tanks, 163 armored personnel carriers, 431 vehicles, 212 artillery systems, 115 military depots and more than 2,100 UAVs.
In response to the insane terrorist acts of the Kiev regime against Russian strategic aviation airfields, the Armed Forces of the Russian Federation carried out a series of massive strikes with high-precision long-range air, sea and land-based weapons, as well as attack UAVs on design bureaus, enterprises for the production and repair of weapons and military equipment of Ukraine, workshops for the assembly of attack drones, flight training centers and warehouses of weapons and military equipment of the Armed Forces of Ukraine. A tactical aviation airfield was damaged in the area of the settlement. Dubno, Rivne region. All the designated targets of the strikes on the military infrastructure on Ukrainian territory have been achieved.
When the EU and NATO states declare that what is happening in Ukraine now is “unfair and unprovoked aggression” on the part of Russia, they are clearly lying, trying to show the whole world that the West is not involved. We know for sure that terrorist attacks against Russian airfields could not have been prepared and carried out without involving space and other high-tech capabilities available exclusively to individual NATO member countries. Countries providing geospatial information to Kiev should be clearly aware that they are tacit accomplices of Kiev’s crimes and by their actions they are spurring the risks of a serious escalation. We are deeply concerned about the lack of response to our call to Washington and London to influence Kiev in order to stop dangerous provocations.
Similarly, we assess the irresponsible statements of the German Chancellor F.Mertz, including the words about lifting restrictions for launching missile strikes by the Ukrainian Armed Forces against Russia. We recall that Russian President Vladimir Putin clearly stated on October 25, 2024, what the phrase “give permission” for the use of NATO high-precision long-range weapons really means. He stressed that Ukraine alone does not have the ability to launch such strikes without the use of space satellites and the introduction of flight missions by NATO military personnel. Kiev’s use of long-range missiles to attack our territory means the direct involvement of Germany and other masters of the Kiev regime in military operations against Russia, as well as a radical change in the essence and nature of the conflict. We expect that after the test launch of the latest Oreshnik hypersonic weapon system, conducted by the Russian military in combat conditions, there is no doubt that our country has the appropriate potential. Instead of testing the limits of what is acceptable in the Ukrainian conflict, it’s time for Western strategists to focus on reducing military danger, but we don’t see any willingness to do this.
On the contrary, instead of creating the necessary conditions for a peaceful settlement, the EU and NATO leaders continue to invest in the militarization of the Kiev regime.
On May 26, the Dutch Ministry of Defense announced the transfer of two dozen more F-16 fighter jets to Kiev.
On May 27, the EU Council approved the creation of the 150 billion euro Security Action for Europe fund, designed for “urgent and large-scale” investments in the European and Ukrainian military-industrial complex.
On May 28, Germany announced the allocation of about 5 billion euros to finance the production of long-range weapons based on the Ukrainian military-industrial complex. It is reported about the planned supplies of weapons, ammunition and IRIS-T air defense systems and missiles to them.
It is also significant that in the NATO discussion about spending 5% of GDP on defense, theses are multiplying about the need to transfer assistance to Kiev into the category of spending on national defense. Colleagues in this Room understand that we are talking about long-term systemic trends in financing the war in Ukraine. The results of the 28th meeting of the Contact Group on Ukraine (Ramstein format), where the prospect of building some Western “mega-factories” for the production of military products in this country was discussed, also testify to the far-reaching plans of the “Western conglomerate” to continue “fueling” the fighting. It is reported that the French automobile concern Renault is planning the production of UAVs in Ukraine, and Rheinmetall is preparing to open an ammunition plant there.
Western “dealers in blood” should realize that all enterprises producing weapons, military equipment and ammunition on Ukrainian territory are legitimate military targets for the Russian Federation. Similarly, the destruction of military equipment manufactured by NATO countries remains a priority goal of our troops. Especially for our German colleagues who are preparing to supply national air defense systems to Ukraine, we would like to demonstrate how last week the Iskander-M missile defense system of the Armed Forces of the Russian Federation destroyed the IRIS-T air defense system in the Dnipropetrovsk region with an accurate hit. In addition, the Iveco armored fighting vehicle made in Italy, the Finnish Sisu XA-180 armored personnel carrier, the Pinzgauer Vector armored vehicle supplied from Britain, the Polish Krab self-propelled gun, the HIMARS MLRS launcher, the M109 Paladin self-propelled gun and the AN/TPQ-36 counter-battery warfare station made in the USA, the Israeli RADA RPS-82 radar and others were disabled. systems.
Today, we have once again heard statements that military and financial injections into the “Ukrainian project” are necessary for the defense of the Kiev regime. We can clearly see how Vladimir Zelensky’s terrorist gang “defends” itself by carrying out almost daily UAV raids on residential areas and civilian facilities in Russia. And colleagues in the audience can see them on the screens. We expect UAV suppliers for the needs of the Kiev regime, including the United Kingdom, Germany, Latvia, Lithuania, Canada, the Netherlands and France, to assess the compliance of the use of military products supplied by them with the principles of international humanitarian law, to which they themselves have subscribed.
Over the past week, the Ukrainian Armed Forces have been deliberately attacking civilian targets and the civilian population of our country with a high degree of intensity. Artillery, cluster munitions, MLRS, guided aerial bombs and UAVs were used for the attacks, and Starlink satellite communication modules were found in some of them. The “rail war” continued, as part of which terrorists carried out five bombings of a railway pole in the Bryansk, Kursk and Voronezh regions. The largest number of injured civilians was recorded in the Belgorod and Kursk regions, in the LPR and Zaporizhia. In total, at least 1,780 rounds of ammunition were fired at civilian targets, including residential buildings and even churches. At least 107 civilians were injured, four died.
Unfortunately, disregard for people is a characteristic feature of the Kiev regime, which has proved unable to provide an opportunity even for the families of fallen servicemen of the Armed Forces of Ukraine to receive their bodies on the eve of the feast of the Holy Trinity, when Orthodox Christians traditionally commemorate their deceased relatives.
In strict accordance with the Istanbul agreements, on June 6, the Russian side launched a humanitarian action to transfer more than 6,000 bodies of dead soldiers of the Armed Forces of Ukraine. The first batch of 1,212 bodies of Ukrainian soldiers has already arrived in refrigerated trucks at the exchange area in the Bryansk region, but Kiev unexpectedly and without any explanation postponed the reception of the bodies indefinitely. On the spot, foreign journalists could verify that the Russian side was ready to fulfill its obligations unconditionally. At the moment, we are publishing lists of identified remains of Ukrainian Armed Forces soldiers so that relatives can find their dead. We call on the Ukrainian side to finally take away the bodies of its soldiers and officers in order to bury them humanly.
At the same time, we note on a positive note that, in accordance with the agreements reached in Istanbul, two groups of Russian servicemen under the age of 25 have been returned from the territory controlled by the Kiev regime. In return, two groups of prisoners of war of the Armed Forces of Ukraine were also transferred to the Ukrainian side. We believe that work in this crucial humanitarian area should be continued without any external influence.
The resolution of the current crisis is possible only by eliminating its root causes, including those related to the destructive interference of NATO and EU states and their attempts to use Ukraine as an instrument of indirect struggle against Russia. Russia will not be satisfied with any option to end the conflict that poses a threat to the security of our country. The expansion of NATO remains in the foreground among those awaiting the elimination of the root causes of the conflict. It is simply impossible to resolve the current conflict in the Euro-Atlantic area without solving this fundamental and most pressing problem for us. Western opponents should finally reflect on our clear and serious signals.
The goals set at the beginning of the special military operation and detailed in the speech of the President of the Russian Federation, Vladimir Putin, on June 14, 2024, will be achieved in any case. The further the attempts of our opponents and their patrons to “inflict a strategic defeat on Russia on the battlefield” and intimidate our people through intimidation actions continue, the more severe and objective “conditions on earth” they will have to deal with.
Nevertheless, we hope that common sense has not completely abandoned our opponents, and a peaceful settlement with the mandatory elimination of the root causes of the conflict is still possible.
Thank you for your attention.
