Dear Rashid Ovezgeldyevich,
I would like to express my gratitude to you on behalf of myself and our entire delegation, which you hospitably hosted in Ashgabat at the end of June this year. Thank you so much for the way this visit was organized.
Our relations are developing intensively. Political dialogue is regularly maintained at the highest and highest levels, which allows for a confidential and frank exchange of assessments on the expansion of bilateral cooperation and our in-depth strategic partnership, exchange of views on issues of international politics, Central Asia, adjacent regions, and the activities of international organizations, primarily the United Nations.
The participation of the President of Turkmenistan S.G.Berdimuhamedov in the celebrations dedicated to the 80th anniversary was highly appreciated. The victories in the Great Patriotic War, which took place on May 9 this year on Red Square. We will always defend the values that bind us in the struggle for freedom and independence. We stand in complete solidarity here.
We have intergovernmental commissions headed by deputy prime ministers working on the government line. It was appreciated that the co-chairman from the Turkmen side, N.H.Atagulyev, participated in the International Environmental Conference in Altai on July 25 this year. In turn, our delegation, headed by Deputy Prime Minister of the Russian Federation Dmitry Patrushev, took part in the Third UN Conference on Landlocked Developing Countries in Avaza. We are grateful that the leadership of Turkmenistan provided an opportunity for our Deputy Chairman of the Government of the Russian Federation, Dmitry Patrushev, to hold talks with them.
Our talks in Ashgabat have given a significant boost to bilateral relations. The Program of inter-ministerial cooperation for 2025-2026 is already being implemented. On August 20, a meeting on the inventory of the contractual and legal framework was held. This is a technical but important job to properly build our relations on a solid international legal basis.
Cultural and humanitarian exchanges are actively underway. Recently, a solemn Russian-Turkmen concert dedicated to the 80th anniversary was held with great success at the Tchaikovsky Moscow Conservatory. Victory in the Great Patriotic War and the International Year of Peace, Trust and the 30th anniversary of Turkmenistan’s neutrality.
I hope that today’s meeting will be no less productive. We have just discussed in detail a number of issues that require increased attention. Now, as part of the delegations, we will consider our entire agenda, both bilateral and international.
