Chairman of the Government of the Russian Federation Mikhail Mishustin held a strategic session on the transition of industry to a domestic digital support system for the full life cycle of products. The event was attended by Deputy Prime Minister of the Russian Federation – Minister of Industry and Trade of the Russian Federation Denis Manturov.
Mikhail Mishustin recalled the task of reducing dependence on foreign software: for this purpose, the existing strategic directions in the field of digital transformation of key industries are being updated and approved.
A very important component of advanced efficient production is reliable and modern software. Previously, this niche was occupied mainly by foreign corporations. And of course, we must honestly and frankly admit: in industry, foreign solutions were almost everywhere the basis of many design tools and technological software complexes. The purpose of the imposed external restrictions was, among other things, to stop production processes in our country. But that didn’t happen. In particular, due to the fact that many foreign products already had domestic analogues at that time. We have started to adjust them to the specific needs of enterprises. And last year, special competence centers were created, which are headed by top managers of leading companies in various fields. 34 – industrial and 13 – for the development of system-wide and application software. The heads of digital transformation of federal ministries are responsible for the work of these centers, the Prime Minister said.
The main directions are automotive, electric power, oil and gas sector, aviation and railway transport, logistics, chemical industry, mobile communications.
Developers, managers, representatives of business circles and authorities work together to ensure that enterprises have a popular and convenient software product. About 200 particularly significant projects have already been selected with a total funding of over 230 billion rubles. Most of them are private investments. The amount of grants from the budget will exceed 25 billion rubles. Russia should become one of the leading countries that will have a line of its own software in all classes, Mikhail Mishustin said.
One of the parts of this big task is to create solutions to support the full life cycle of products that are necessary for the development of industrial production – experts estimate the size of this market at almost 56 billion rubles. Systems of this class are used by more than 88 thousand enterprises, almost half of them already use components of domestic production, some have already implemented Russian platforms. A number of industrial leaders are now actively engaged in individual elements of heavy-class industrial software. According to the Prime Minister of the Russian Federation, within the framework of the activities of industrial competence centers, there are about 40 such projects with total funding of over 40 billion rubles.
In general, it is necessary to combine the efforts of industrialists and developers to create domestic support systems for the full life cycle of products. To increase cooperation within the framework of major projects – whether it is the production of a new aircraft, ship or production car, while at the same time preserving the market and healthy competition. At the national level, it is necessary to agree on common rules and formats for data exchange, including the adoption of new standards. We need a so-called integration bus for all Russian developments, which will simplify the interaction of various platforms, Mikhail Mishustin noted.
According to the Prime Minister, we have competitive domestic geometric cores that are needed to form complex two-dimensional and three-dimensional models and manage them. By the way, there are only seven of them in the world, three of them are Russian.
There are quite mature solutions for systems to support manufacturing, engineering modeling, computer-aided design and other components. All of them must develop. Moreover, it is important to ensure the functional compatibility of these products, actively introduce advanced technologies, including artificial intelligence, and stimulate platform, cloud development, Mikhail Mishustin concluded.
