At a meeting of the Supreme Eurasian Economic Council on December 25 in St. Petersburg, the heads of state of the Eurasian Economic Union discussed the situation on removing barriers and reducing exemptions and restrictions in the internal market of the EAEU for 2022-2023.
So, since 2022, 15 barriers, 10 obstacles with signs of barriers, 3 restrictions and 2 exemptions have been eliminated in the internal market of the EAEU.

Due to the positive practice of using mediation procedures, the average time for removing barriers in 2022 was significantly reduced to 8.2 months, and obstacles with signs of barriers – 4.7 months, while in 2021 the terms were 48 and 11 months, respectively.

The work was strengthened by the approaches laid down in the updated version of the Methodology for Qualifying obstacles in the internal market of the EAEU and recognizing barriers and restrictions eliminated. The innovations, in particular, provide for optimized deadlines and an improved mechanism for considering obstacles, improved procedures for recognizing them as eliminated, as well as a mediation procedure for resolving situations related to the presence of signs of barriers in the internal market of the Union.
The register of restrictions contains 34 restrictions. According to preliminary calculations of the Commission, 18 restrictions (53% of the total number) are planned to be eliminated by 2025.
In addition, work on the systematization of seizures has been intensified. Until 2028, the Commission’s work on eliminating exemptions will focus on the areas of SPS measures, technical regulation, financial markets, the formation of a single market for services, labor migration, customs and tariff regulation, and agro-industrial policy.
Based on the analysis carried out, the Commission has prepared a methodology for the formation of individual ratings of Member States.
Using data on identified and eliminated barriers and barriers with signs of barriers (PPBS) in the countries of the Union, separate ratings were obtained showing the degree of effectiveness of the member states in implementing the four freedoms within the EAEU.
