The decree of the Government of the Russian Federation dated 30.09.2022 No. 1728 was amended, extending the ban on trucks from the European Union, Great Britain, Norway and Ukraine from entering Russia until the sanctions are lifted. The restriction will remain in effect until the circumstances that served as the basis for its introduction are eliminated.
The ban was introduced in 2022 as a response to the decision of unfriendly countries not to allow trucks with Russian and Belarusian license plates. Any motor transport company established in Russia was prohibited from transporting goods by road through the territory of the European Union, including transit. This decision violates international treaties concluded with the Russian Federation.
The decision adopted by the Council of the European Union was aimed at damaging the domestic industry of international road freight transportation, the operation of cargo terminals, customs and insurance support of transportation.
In this regard, it was decided that it would be advisable to introduce retaliatory measures against foreign carriers. It was implemented by Decree of the Government of the Russian Federation No. 1728 from October 10, 2022. In particular, a ban was imposed on international road transport of goods through the territory of Russia by vehicles of foreign carriers, if they are registered in foreign countries that have imposed restrictive measures in the field of international road transport of goods against citizens of the Russian Federation and Russian legal entities.
We emphasize that the cargo can continue to move through the territory of our country if in the customs control zones on the territory of the Russian Federation on the border with foreign countries it is reloaded into cargo vehicles of Russian carriers or a semi-trailer is hooked up to their self-propelled vehicles.
This decision made it possible to ensure the participation of Russian carriers in international road freight transportation in communication with the European Union and to preserve the logistics export-import chains for servicing industry, agriculture and other sectors of the economy. The return of Russian road transport companies to the market of international road transport with EU countries has allowed to stabilize the situation with prices in this market.
It will also be possible to transfer trailers (semi–trailers) or reload cargo onto vehicles owned by carriers from the member states of the Eurasian Economic Union.
For compatriots moving to Russia, it is provided for the possibility of transporting property without the restrictions specified in Resolution No. 1728.
Also, the ban on the transportation of goods will not apply to foreign cargo technical support vehicles that transport equipment and sports cars across the territory of the Russian Federation to the venues of sports competitions.
