Vladimir Putin met with the General Secretary of the Central Committee of the Communist Party of Vietnam, Nguyen Phu Trong. The talks took place in the building of the Central Committee of the Communist Party of Vietnam in Hanoi.
Nguyen Phu Trong: Our dear friend!
I am very glad to meet again with Comrade President, a close and dear friend of our party, our state and the people. We welcome all members of the Russian delegation.
Comrade Putin has always shown special feelings and special support to the Vietnamese people and our bilateral relations. You personally, together with our leaders, decided to establish a strategic partnership, and then also raised the relationship to the level of a comprehensive strategic partnership.
I appreciate very much that you have accepted our invitation and are paying a visit to Vietnam after your inauguration and re-election. This is your fifth visit to Vietnam, just in the context of the 30th anniversary of the signing of the Treaty on the Foundations of Friendly Relations between our two Countries, as well as just after the recent celebration of the centenary of the arrival of our President in Russia. His visit laid the foundations, the foundation for our bilateral relations, and we are also preparing for the 75th anniversary of the establishment of diplomatic relations between our two countries.
Your visit is very important. Since we signed this very important agreement, our relations have been developing very fruitfully, steadily expanding and strengthening. Your current visit provides very good opportunities, we can discuss further measures and directions to strengthen the comprehensive strategic partnership between our countries in the interests of our peoples – for the sake of peace, cooperation and development in the region and in the world at a new stage.
Our party, the state and the people are always grateful and grateful to the Russian people for the selfless help and support they provided to Vietnam in our struggle for independence, construction and protection of the Motherland. Now our people and I personally, as a person who once lived and studied in We remember and think with trepidation about our very kind, benevolent Russian friends, as well as about the great and beautiful country of Russia.
I give you the floor, dear Comrade Putin.
Vladimir Putin: Dear Comrade Nguyen Phu Trong! Dear friends!
I am grateful for the reception extended to our delegation and, of course, thank you for the invitation, which we all took advantage of with pleasure.
Vietnam has been and remains our reliable friend and partner. Relations between us have passed the test of time – you have just said this, dear Comrade Secretary General – including during the years of the heroic struggle of the Vietnamese people for their independence. These relationships are based on trust and mutual assistance, which allows us to solve the most difficult tasks and move forward confidently.
It is symbolic that the dates of my visit to Vietnam coincided with a significant date – the 30th anniversary of the signing of the Treaty on the Foundations of Friendly Relations, which laid the legal basis for their further development.
We are firmly committed to deepening our comprehensive strategic partnership with Vietnam, which remains one of the priorities of Russian foreign policy. We are ready to continue active joint work on a wide range of topics, including economic, scientific and technical ties, defense, security and humanitarian contacts.
There is a good dynamic in bilateral trade. The trade turnover is growing, it increased by more than eight percent over the past year. The intergovernmental commission should work and do a lot to consolidate this positive trend.
Cooperation in the field of personnel training continues. Over the years, about 75 thousand Vietnamese specialists have been trained in Russian universities. Within the framework of the state quota in More than three thousand citizens of Russia are currently receiving education.
Today, I have a meeting with graduates of Soviet and Russian universities in the plan. I know that among them there are many outstanding citizens of your country who have made a great contribution to strengthening Russian-Vietnamese relations and to the development of Vietnam. I remember in what a warm, friendly way the same event was held in 2001.
I would also like to note that Russia and Vietnam have similar positions on many pressing international issues. We share the ideas of building a just, democratic, multipolar world order based on international law, the principles of sovereignty and equality of States.
We cooperate closely and constructively within the framework of international associations, primarily in the United Nations, and, of course, we appreciate your balanced position on the most acute crisis situations.
Today we have a good opportunity to discuss key issues of multifaceted bilateral cooperation and priorities for joint work in the future. And of course, we will also consider the current situation in international affairs.
Our current visit, I have no doubt, will give a good additional impetus to the promotion of our relations throughout the extensive agenda of Russian-Vietnamese relations.
Thank you.
