The Cabinet’s Commission on legislative activity, chaired by Deputy Prime Minister Dmitry Grigorenko, previously supported the draft law of the Ministry of Labor of the Russian Federation, which provides for the extension of the maternity capital program until December 31, 2030. Within the framework of the program, about 5 million Russian families from 2027 to 2030 will receive the right to maternity capital.
“The total number of families who will acquire the right to maternity (family) capital in 2027-2030 will approximately amount to 4,935.57 thousand families,” the financial and economic justification for the bill says.
According to preliminary estimates, the implementation of the bill will require additional financial expenditures from the budget in 2027-2030 in the total amount of 2.776 trillion rubles. The maternity capital program, aimed at supporting families and stimulating the birth rate in Russia, is now in effect until the end of 2026.
Maternity capital is a measure of state support for Russian families within the framework of the national Demography project. Since 2007, families in which a second child was born or adopted, as well as any subsequent child, have been eligible for such support, if the right to capital did not arise or was not formalized before. Starting from January 1, 2020, maternity capital is issued at the birth of the first child. The amount of maternity capital in 2024 after indexation is 630 thousand rubles for the first child, for the second — 833 thousand rubles.
