The first joint performance of young Russian and Belarusian musicians took place in 2008. An important foreign project of the band was a performance at the site of the destroyed Berlin Wall in Germany, then the orchestra performed in the Czech Republic, Italy and England.

In 2023, it was decided to resume the activities of the youth orchestra under the direction of Yuri Bashmet, whose tours are supported by the Standing Committee of the Union State, the Ministry of Culture of the Russian Federation and the Ministry of Culture of the Republic of Belarus.

“The activity of the collective under the leadership of the outstanding artistic director – People’s Artist of the USSR Yuri Bashmet plays an important role in strengthening and developing cultural cooperation between Russia and Belarus, and also creates conditions for the professional growth of young people in the musical academic sphere,” said Olga Lyubimova, Minister of Culture of the Russian Federation. “I am sure that the young musicians will demonstrate a high level of solo and orchestral performance, and their bright musical union will become an example of strong creative friendship.”

The report outlined the achievements of the Russian Federation in the field of eliminating discrimination and countering intolerance, countering extremism and terrorism. The results of the judicial reform and achievements in the provision of free legal aid were also presented, the directions of development of the penitentiary system, legislation on family protection, measures to protect socially vulnerable groups of the population, such as children, the disabled and the elderly, were outlined.

In his closing remarks, the head of the delegation strongly rejected recommendations that do not comply with the norms of the Constitution of the Russian Federation, including provisions on the foundations of the constitutional system and territorial integrity, as well as those that do not relate to the mandate of the UN Human Rights Council and the Universal Periodic Review functioning within its framework.

The Universal Periodic Review (UPR) is a mechanism of the UN Human Rights Council established in 2006. Within the framework of the UPR, regular reviews of the implementation of human rights obligations by 193 UN Member States are conducted four times a year. The previous report of the Russian Federation within the framework of the third cycle of the UPR was considered in 2018.

In the current cycle, the delegation from Russia included representatives of the Ministry of Justice of Russia, the Ministry of Foreign Affairs of Russia, the Ministry of Internal Affairs of Russia, the Ministry of Labor of Russia, the Ministry of Health of Russia, the Ministry of Culture of Russia, the Federal Penitentiary Service of Russia, the Prosecutor General’s Office of Russia, the FADN of Russia, the CEC of Russia. Representatives of 116 UN Member States took part in the review procedure, who made comments on the report and recommendations to the State under review.

Visitors can see sketches of scenery, costumes for the opera “Sadko” created by Alexander Golovin, Boris Anisfeld, Alexander Benois, Fyodor Fedorovsky, Marina Sokolova. Musical editions and posters will be transferred to the middle of the XX century, when the most popular musical performances “Sevastopol Waltz” by Konstantin Listov and “Free Wind” by Isaac Dunaevsky thundered on the stage. The moderator was the First Deputy chairman of the Commission of the Public Chamber of the Russian Federation for Youth Affairs, the development of volunteerism and patriotic education Elena Rodionova. “The preservation of cultural heritage, which means the preservation of historical memory and concern for the future, takes place with the direct participation of the youth themselves. Vladimir Tsoi, Deputy Chairman of the Government of the Leningrad Region, Chairman of the Committee for the Preservation of Cultural Heritage, spoke about the work of the International Restoration Center. The center opened in February 2023. The opening ceremony was attended by Deputy Prime Minister of the Government of the Russian Federation Tatyana Golikova and Minister of Culture of the Russian Federation Olga Lyubimova.

“It is important for us that it acts not only as a restoration center, but also the educational component is important for us. Therefore, we are actively working with volunteers,” Vladimir Tsoi stressed.

Vyacheslav Fatin, President of the Union of Restorers, noted that work with young people is a priority for them. The Union has organized more than 30 field restoration schools for young people.

“We are doing everything so that the younger generation that came to the restoration, it stayed there, continued to work and develop. Since 2018, the union has been organizing field schools for young people. The revival of wooden architecture, church architecture, icon painting and paintings, as well as the adaptation of monuments to modern conditions are the main tasks of modern restoration in general and schools in particular,” Vyacheslav Fatin said.

The event was also attended by Maria Zakharova, Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation, Artem Gorny, Director of the Culture Department of the Ministry of Defense of the Russian Federation, as well as representatives of regional and federal ministries and departments, higher and secondary vocational educational institutions, regional branches of the Union of Restorers of Russia.
