On November 10, a meeting of the IPA CIS Permanent Commission on Legal Issues was held in the Tavrichesky Palace in St. Petersburg. A number of draft laws were considered, the key one being a model law “On Combating Cybercrime”.

Cybercrime is a serious problem of the modern world. Crimes using computer technologies are committed in the credit and financial sphere. Critical information infrastructure facilities and international security are also threatened by cyber attacks.

The problem is that there is no unified international legal mechanism for combating cybercrime on a global level, although in recent years the regulatory framework in the field of protection against IT crime has been actively developing. This complicates cooperation of the states in this sphere.

Presented bill gives a list of cybercrimes, defines counteractions to such kind of crimes and suggests measures for prevention of IT security breaches.

The adoption of the model law in the national legislation of the CIS countries will coordinate the activities of civil communities, will make more effective international cooperation in the provision of legal assistance in the field of digital technology.
